® MINUTES of a regular meeting of the Village Board-hold on
!lay 5, 1941 at 7:30 P.M. in the Schoolhouse.

1. The minutes of the meeting of April 7th were.read and
approved.
2. The following bills paid on authority of the Mayor were
approved:
distributed and it was noted that the cash balance as of IJay let
was N2,576.95-
5. IT WAS VOTED that the action of Mayor Kenerson in
appointing Henry J. Shirey,as Acting Mayor for the year 1941 -42.

6. The Engineer reported that he had received four quotations

6. The Engineer reported that he had received four quotations

Due to the lateness of the season the
Engineer awarded the contract to Arborists, Inc.
IT WAS VOTED that the action of the Engineer in awarding the
contract to the lour bidder be approved.
The Engineer stated that the spraying would start I«ay 6th.
7. The Engineer reported that he had issued a building permit
to Prof. Bradley for the construction of a house on Highland Road
north of Cayuga Circle. He also reported.that Prof. ?apish had
sold his house on Triphammer Road. _
8. The Engineer said he had received a letter from George
Carpenter of the City Water Department, stating that several of
the.sever manhole covers should be raised to -the street level,
there being three in the Village and three-outside the Village
A
nvolved in this request. The Engineer recommended that his
request be complied with..
IT NAS VOTED that the Engineer be authorized to.raise the
sewer manhole covers to the desired level as requested by Yx . '
Carpenter.
9. The Engineer reported that Police Officer Begent had
moved, his new address being 425 N. Tioga Street and his phone
number 31053. The Engineer reported that a burglary occurred in
the Sigma Chi Fraternity House involving the disappearance of an
electric razor. In spite of the apparent difficulty of appre-
hending the criminals, Police Officer Begent was able to arrest
the two men involved and they.were sentenced by Justice of the

The Engineer reported that Officer Begent had requested the
installation of additional stop signs and after considerable

' discussion as to where such signs would be most effective
IT 'YAS VOTED that slow signs be installed on Upland Road
at the intersection of Parkway and that stop signs be
Installed on Parkway at the intersection of Upland; also that a
stop sign be installed on Hanshaw Road at the intersection of
Cayuga Heights Road and that stop signs be located on Highland
and Upland Roads at the intersection of Hanshaw.
10. The Engineer reported that attention should be
given at this time to the matter of surfacing the roads in the
Village and mentioned that Moran & Gleason was the only firm in
this vicinity having the proper equipment to do the work.
IT WAS VOTED to authorize the Engineer to negotiate a
contract with Moran & Gleason for the surfacing of the Village
roads within the appropriation of 11,800 provided in the budget.

11. The Engineer presented his report regarding the `l
sidewalks in the Village in accordance with the request of the
Trustees at the meeting on April 7th. The Engineer showed a
map which he had prepared indicating the location of all the
sidewalks in the Village. The Engineer quoted the action of \11
the Village regarding a sidewalk policy which was passed on
August 5, 1940 which reads as follows:
"IT WAS VOTED that the Board should present for approval at
the next public meeting in the spring the following policy to
be followed in the future in regard to the sidewalk construction,
namely: T'lat from this date on the Village should undertake the
construction, repair, and maintenance of sidewalks in the Village,
the cost to be a charge against general taxes, and that the
sidewalks to be constructed in any particular year be left to the
discretion of the Board as to the location and extent."
Engineer Crandall stated that the principal demand for a
' sidewalk seemed to be on Triphammer Road, particularly since the
estviev: Terrace Apartments were nearly completed and a specific

request had come in from the management. He stated that to
build a concrete sidewalk on Triphammer Road for the entire
length would cost 05,000 and that it would cost 01,200 to
build a concrete sidewalk on that portion of Triphammer Road
which was graded and gravelled last year. He estimated 0400
would complete the elkewalk construction on both sides of.Northway
Road. Cayuga Heights Road represents one of the longest stretches
of Village road without sidewalk service, but he called attention
to the fact that the construction of a sidewalk on.this highway
presented considerable difficulty as several of the owners had
built walls so close to the road that insufficient room remained
to lay a sidewalk. Furthermore the foot traffic on this road
Is not great and there has been no demand for construction. He
mentioned the advisability of a sidewalk on i'iyckoff Road but '
called attention to the fact that construction there would be
difficult. He also pointed out the lack of a Walk on Kline Road,
but here again there t.as little need for it. The Board members
discussed the possibility of building a side °talk on Triphammer
from the Taestview Apartments to the city line and also the
possibility of building only one -half of this walk which could be
done within the budget as set up. The opinion seemed to be that
unless all of the walk could be built from the ,'7estview Terrace
.'apartments to the city line at one time the matter might better
be dropped until such time as funds were available. The Engineer's
recommendation ;ras. that a concrete walk be laid on Triphammer
?toad as soon as the Board could see their wPy clear to finance
the pro,j.ect.
IT WAS VOTED that the Engineer's report be.received and that

Board.
