Shirey, Acting Mayor H. H. Scofield, Trustee Sherwood Holt, Trustee T. B. Maxfield, Trustee C. H. Guise, Treasurer Carl Crandall,.Engineer 1. The minutes of the meeting of March.17th were_•read. and approved. 2.. The minutes of the public meeting held on March 17th were read and approved with the correction of. item 6 as follows: "Engineer Crandall stated that inasmuch as a.portion of the State and Cbunty tax paid by the residents of the Village was allocated to the town of "Ithaca". 3. The following bills paid on authority.of the Mayor were ' approved: GENERAL Seville S. Reulein - Audit 1940 -41 HIGHWAYS State Insurance Fund - Comp. Insurance 4. The following additional bills were approved: GENERAL Ithaca Journal - Legal notices re election, financial statement, & budget hearing T. G. Miller's Sons Paper Co. - 2 police logs Carl Crandall - March services Cornell University - mimeographing 280 & 350 notices FIRE & WATER SERVICE Carl Crandall - March services SANITATION Carl Crandall - March services Charles Ifosher - April garbage collection HIGHWAYS Carl Crandall - March services N. Y. The Treasurer presented his financial report Indicating a cash balance of 03,390.40 as of April lst. 6. Police Commissioner Crandall reported that Police Officer Begent had started work April'lst. He stated that he is keeping two logs, one which he carries himself and.one which ie'. kept in Mr. Crandall's garage. He said that if the officer made any arrests, the person would be taken before William R. Robertson, the new Justice of the Peace. Officer Begent now has a key to. the schoolhouse and arrangements have been made with the County.. Sheriff's office to act as a clearing house for phone calls. 7. Engineer Crandall reported that Mr.- Haskins had started work on patching the roads. He also stated that Mr. Collins had told him that he had purchased a farm and would like to bid on the garbage contract for next year. S. The Clerk reported the receipt of a letter from F. A. Rogalsky, Treasurer of °testview Terrace, Inc. in which he. asked-the Village to give consideration to the matter of con- strutting a sidewalk on the west side of Triphammer.Road from the 1'estview Terrace Apartments to the city line. A long dis- cussion folio^ red regarding the policy of the Village in the.matter of constructing and maintaining sidewalks, and IT oMS VOTED that the Engineer-be requested to make a ' survey and prepare a report indicating the streets in the, Village which do not at the present time have sidewalks so that the Village might-at its next meeting determine a definite sidewalk policy. 9. The Clerk presented a letter from Mr. C..7. Felton in which he requested permission to make a water connection on Triphammer. Road to a proposed house on East Upland Road appr.oxi- mately 250 feet from Triphammer.Road: rj InI L� 149. IT 'IIAS VOTED to allow Mr. Felton to make the water connection on payment of the usual 475 fee provided that an inspection by the Village Engineer indicated that no nuisance would be caused by sewerage from the contemplated house. 10. Inspector of Election Trousdale reported for the inspectors of election regarding the election held on March 18th. Thin report indicated that T. B. Ii:axfield and Sherwood Holt had been elected Trustees for terms of two years each. 11. IT WAS VCTED that Carl Crandall be appointed Village Engineer and Zoning Officer for the year 1941 -42. 12. IT WAS VOTED that the First National Bank of Ithaca,. N. Y. be designated as the official depository of Village funds 15. IT 'iiAS VOTED that the Ithaca Journal be designated as the official newspaper for the year 1941 -42.. 16. IT WAS VOTED that the Trustees act as a Board of Assessors for the year 1941 -42. 17. IT WAS VOTED that the Board of Trustees constitute itself a Board of Health and ,that the Mayor be designated as President and the Clerk as Secretary. 18. The Clerk reported that there were no appearances .for the year 1941 -42. 13. IT WAS VOTED that the Clerk be authorized to notify the official bank of the following names to be honored on checks for the year 1941 -42: C. J. Kenerson, Mayor; or H. J. Siiirey, Acting li.ayor; J. B. Trousdale, Clerk; and C. H. Guise, Treasurer. 14. IT WAS VOTED that the Treasurer's bond'be continued In the amount of 5 ?10,000 for the year 1941 -42. 15. IT 'iiAS VOTED that the Ithaca Journal be designated as the official newspaper for the year 1941 -42.. 16. IT WAS VOTED that the Trustees act as a Board of Assessors for the year 1941 -42. 17. IT WAS VOTED that the Board of Trustees constitute itself a Board of Health and ,that the Mayor be designated as President and the Clerk as Secretary. 18. The Clerk reported that there were no appearances 150 at the public hearing on the budget held April 79 1941. ' 19. IT WAS VOTED that the budget as incorporated in the minutes on pages 140 and 141 be adopted. 20: IT WAS VOTED, RESOLVED,`.,that the tax rate be set at .51i mills for the year 1941 -42. 21. IT WAS VOTED that the regular meetings.for.the year 1941 -42 should be held on the first Monday of'each month at 7 :30 P.M. in the schoolhouse. 22. The next meeting was set for May 5th at 7 :30'.P.M. 23. Adjourned at 9:12 P.M. 1
