The minutes of the meeting.held on January 8th were read and approved•: 2. The following bills paid on authority of the Mayor were approved: GENERAL Frank Haskins - Night watchman 10.00 HIGHWAYS Frank Haskins - 32 hr. @ 1.10,,cindering roads._ 25.20 Chas. Collins - 25 hr. @ 1.00, snow removal 25.00 ' 3. The following additional bills were approved:..for payment: GENERAL Rexford W. Smith, Collector - State & County tax for 1940 3.60 J. B. Trousdale - Salary.as Clerk for Dec., Jana and Feb. 75.00 C. H. Guise - Salary as Treasurer for Dec., Jan. and Feb. 75.00 Carl Crandall'- Jan. Services;.zoning 10.00 WATER & FIRE'SERVICE Carl Crandall - January services 5.00 SANITATION Carl Crandall - January services 6.00 Charles Mosher - February garbage,-collection• 150.00 HIGHWAYS N.Y.State Elec. & Gas - January street lights, 138.67 Frank Haskins - 21 hr. 0 1.10 23.10 SIDEWALK CONSTRUCTION B. C. Perkins - Gravel'base for Triphammer Road sidewalk 120'.00 7'4 4. Mr. Fred A. Rogalsky was-,present' to••present' revised plans for a two-story-apartment-house on-Triphammer -Road-, to contain 34 ,apart= ments. He estimated the cost-exclusive of land and garages °to•be 99,960. It was the opinion of-the Board that-the assessment on such an apartment house should be 070,000 exclusive of land. 5. Treasurer Guise' financial report indioated-,a cash-balance for February -lot amounting to 03,163.97 and unpaid taxes for--last year-amounting-to !¢396.34. 6. Engineer Crandall presented ,a written-report in regard to Mrs. O'Connell's petition• for-exemptiotr•from• the Sanitation. Ordinance, in which he recommended that-Mrs.-O'Connell be required to conform with the-ordinance-but be-given-until Nov-. 1•, 1940. IT WAS VOTED to approve -Engineer Crandall's report-and the Clerk was requested to file it with the Village records. 7. Mrs. Eliza Personius having requested.water.connection to her property on Hanshaw•Road;. IT WAS VOTED to authorize the Engineer.to_allow:.such connection for.the usual fee of 075. Engineer .Crandall..turned . in a check.for $20,as part payment and.a.note for 055 is..to be sent in soon by Attorney Russell, agent for Mrs. Personius. Engineer.Crandall reported.the issuance of a. building-permit to Mr. Daley for.the.construction of a house.on.the.corner . of.Midway Road and Triphammer...Road. He understood that..Mr. Randall was.the owner of,this.house. 8. The Clerk reported .that.the.Treasurer..had. filed his-tax warrant in his office, within 15 days of its return to-the Trustees, In accordance with Sec. 126 -c of the Village .Law. 9. IT'WAS VOTED To adopt the following.resolution: , "WHEREAS at a regular meeting of the Board of Trustees'of the Village of Cayuga Heights, held on Jan. 8, 1940 at the Schoolhouse e) ' in the said Village, the Treasurer of the said�Village was directed to return his warrant and tax roll and an account of the taxes, assessments and charges remaining.due; containing a description-of the lands upon which such taxes were•unpaid'as the same were placed upon the tax list, together with-the amount of the taxes, assessments or charges so assessed and the interest thereon, together with a sworn statement that the taxes', assess- ments and charges mentioned in such account remain unpaid,. and that after diligent efforts he has been unable to collect the Sam% and WHEREAS at a regular meeting of the Board of Trustees of the Village of Cayuga Heights held at the Schoolhouse of the said Village on the 8th day of January, 1940 the Treasurer did comply with the aforesaid directions, his said statement being attached hereto showing a balance-unpaid-of ,641.98, NOW THEREFORE BE IT RESOLVED that the Board of'Trustees of the Village of Cayuga Heights do credit the Treasurer with the amount of $641.98 according to the provisions of section 126 -a of the Village Law of the State of New York." 10. Upon receiving the account of unpaid taxes from.the Treasurer, comparing it with the original tax roll of the Village, and finding it to be a true transcript thereof, the Board of Trustees voted to sign the certification, in-accordance with Section 126 -b of the-Village Law. 11. With the advice and consent of the Trustees; the Mayor appointed the following nominating committee: Prof. S. S. Garrett, Chairman; Prof. Dwight Sanderson, and Mr. Frank L. Bolton. 12. The following resolution was passed: RESOLVED: That according to the provisions of Section 52 of the Village Law of the State of New York, a Village election will be held on March 19, 1940 at the Schoolhouse in the Village of Cayuga Heights, the polls to be open between 4 :00 P.M. and 8:00 P.M., at which time a Mayor and three Trustees will be elected in place of Mayor Baxter and Trustees Scofield, Sibley and Shirey whose terms expire. Two Trustees will be elected for two -year terms, and one Trustee for a one -year term. The Clerk is hereby directed to cause a notice to be inserted in the Ithaca Journal at least ten days prior to the election with regard to the time and place of the election.and the offices to be filled, and to post a copy of the said notice in at least six conspicuous public places in the Village, giting the same information. ' 13'. The date for the next Village Board meeting was set for March 4th at 7 :30 P.M. 76 I 14. The-date set for the annual meeting:of the.Village Residents to make - nominations for Mayor,and Trustees and to consider--the tentative budget for 1940 -41 was Monday, Mar. 18th, at 8 P.M. 15. IT WAS VOTED, RESOLVED: That-1n accordance with Section 102 of the Village -Law the Treasurer be instructed to publish and post his annual report-or a summary thereof at least-one-week prior-to-the annual election: 16. IT WAS VOTED that Seville Reulein be appointed­auddtor for the books and records of the-Village for,1939-40• 17. IT WAS VOTED, RESOLVED: That in accordance with-Section 101 -b of the Village Law those appropriations showing,overdrafts be financed by-transfers-from--unexpended balances of other appro- priations-'as set-up in the budget--. 18. IT WAS VOTED that the tentative-budget-as submitted by the Budget Committee be recommended by the Board to the residents of the-Village-for-adoption. 19.
