Minutes- 3/18/1940; 3/1/1940 to 3/1/1941M • 2 • MINUTES of the annual meeting of the residents of the Village of Cayuga Heights held at the Schoolhouse at 8:00 P.M. on'March 18,,1940. 1. Mayor Baxter ealled'the:meeting•to order with 35.persons present,'-and-asked for °nominations -for Chairman. 2. Mayor;,Baxter,-was • elected- Chairman: - 3. Mayor;':mentioning;-the usual maintenance: and, repairs which had•- been -done °in a- satisfaeto,ry manner:• Special.attention was called- to,the• new- °foundation• .. for a sidewalk on Triphammer Road. He mentioned that'a•'sanitation: ordinance had become-effective during.the,•.year,:rrequiriing; all residents to °connect,with the° sewer; if facilities`are` available. All residents have connected, -or:have•made arrangements to•connect. The Mayor called attention, to, the °, splendid '.f inane ial - „condition, of the Village with indebtedness of only #23;350. He.�said he had, received a letter-from-the City Clerk'ca111ng•_for•-the creation of a water district by Jan: 1. 1942, and--stated-that the city had raised the hydrant rental from #12 to #40 per hydrant. 5. Treasurer Guise handed out copiee of the Financial ;Report for the year, and explained the various items. The good financial condition of the Village was quite evident, and comment, from, the . floor was made in this connection,-.:­ IT WAS VOTED that'the report.be accepted and filed. 6. Engineer Crandall reported, on the - repairs and construction done in the Village during the year.. Prof, Recknagel;complimente'd the engineer •for• his success' in keeping the:,Village',r,oade'eleared , of snow-during the winter: 7. Treasurer Guise presented•the budget;�for the,.coming year, which is attached herewith, and explained the various increases 1 1 r 85t. and decreases suggested. Favorable comment was expressed from the floor on the proposed appropriations for the new year. In view of the many newspaper accounta'of the'relation- ship between the city of Ithaca and the Village of Cayuga Heights with particular reference to utilitiee,,Mr. Crandall gave an. extensive review of the situation. He discussed " :in detail the matters of fire service; sewage disposal "andwater service. He . enumerated all the advantages- and disadvantages 'to 'the 'Village, residents if the Village,should become a part of the City, and he . described the effect "on Ithaca taxpayers and officials should such a merger•.be made-. Mr. Crandall outlined -two•different, methods for the residents of,:the Village to obtain water independent of the City of Ithaca-and-also outlined an arrangement whereby the Village ari *annual .cost possibly might have its own sewage disposal plant at no greater than the amount now paid to the.City. These matters were mentioned as nj a possible solution should the charges made -by the City of:Ithaca become too burdensome. ` Prof. Recknagel offered it as his opinion,that should the Village become a part of the City the assessments on the'Village property would probably be raised. 9. Several of those present made comment,upon the speeding within the Village limits and suggestions were made for the „instal- lation of additional signs and the possibility'of securing a . policeman equipped with motor cycle within.the Village. 10., Prof. Wiegand called attention.to the, dangerous inter -... section of Cayuga Height's Road and,Devon Road;.stating that's. person, traveling east on Devon Road finde,,,it difficult "to'cross or make a• turn into Cayuga Heights Road due to the obstruction'of the.view. and the fact that Devon Road ie so steep: at thie,point: He, suggested filling in Devon Road at the intersection so that a:car could stop on the level before crossing the street. Mr. Crandall stated that • the difficulty was due in large part to the knoll on Cayuga Heights•Road existing just south of the intersection, which resulted in cars traveling north having their view of the inter- section obstructed. .11. Prof. Knott.called attention to the drainage on Wyckoff Road which continues to be a problem and frequently causes floods on his-and adjacent property. 12. Prof. Garrett made his report as Chairman of the Nomina- ting Committee which was as follows :: For Mayor - C. J..Kenerson, term two years; For Trustees - H. J. Shirey, term two years; -- H. H. Scofield, term two years; T. B. Maxfield, term one-year 13. As no further nominations from the floor were made, IT WAS VOTED that the report of the nominating committee be adopted.- 14. IT WAS VOTED that in case of a resignation on the Board, Sherwood Holt be considered for Trustee to fill the vacancy. 15• A vote of thanks was given to Mr. Crandall for his work as engineer of the Village. 16. Mayor Baxter was given a vote of thanks for his long and faithful service to the Village for two years as Trustee and four years as Mayor. 17.
