MINUTES of a regular meeting of the Board of Trustees of the
Village of Cayuga Heights held on April 1, 1940 at 700 P.M.
at the Schoolhouse.

1. Mr. H. J. Shirey was elected Acting Mayor for.the: "year
1940 -41.
2.' The'. minutes of the March 18th meeting were read and.
approved.,
3. All actions taken at the.me,eting:6n:.March'18th were,
ratified and confirmed:"

read and ordered filed with the following correction' Item:8,

7. Treasure`, Guise made his report•as Treasurer which showed a
cash balance.on,April 1", 1940.of $2,183:42. ;
8. Engineer Crandall:reported that as:a reeult•..of the recent
rain.some minor difficulties had `"developed - ,due'to the; large, -amount
of water flowing „in "creeks and .`gutters. As.:a result of;the, breaking.
up of- ice in-the'swollen"waters of Pleasant -Grove,:Creek which flows-
from east.to west'.just. north of,Iroquois Road, :a "small ice jam".formed
causing-the flooding-of Mr. Chamberlain's- cellar.-: Mr.'.'Crandall said
he•had workmen•clear' the ice `jam and•no,seriousdamage•, resulted . In
this connection the-engineer`:recommended..the tearing out of =the culvert
near-Mr'. Chamberlain's, house:which-he said-accomplishsd'•.no purpose.
and was a contributing,cause'•of the -ice -jam. The Engineer�also7
reported that Prof. William - Sale's cellar was flooded due to "the '
backing up.of the ;storm.sewer leading from"Prof. Sales "house -to the
storm sewer - outlet at the corner -of the Parkway, and Northway "Road.
To improve the conditions in this vicinity. the,Engineer -suggested
the construction,of about three- manholes on the east side of-the Parkway
between Northway an &. 'Upland Roads.
Due to a.continuance of difficulties-on Wyckoff Road;" especially
near the home "of.Prof. Knott, the Engineer -,recommended -that ",anew .
underground pipe be laid acrosv Wyckoff.•Road at. -a point ";just'. "above_•
Prof. Knott's residence- to.carry the, ditch water: -to the ' north -side,of
the road.. He "felt that this small piece of construction would largely
cure the difficulties" in•this' vicinity which have.,been;a source of."
complaint for the last two years•and.estimated`.that such cost :would
not-exceed 0175.' }
9. Engineer Crandall �reported.that the City, had "appointed a
new committee for the study of relations between: Ithaca•. and th "'
q.

outlying districts with particular reference to utilities. Due to
the make -up of this .committee the Engineer felt that any problems
that might arise between the City and Village in regard to the
cost of utilities could be, satisfactorily worked out.
10. IT WAS VOTED to authorize the Engineer to ^construct an
adequate number,of.manholes on•,the Parkway between Nortbway Road
and Upland Road to care for the drainage in that area; and also,
a slulceway,under Wyckoff Road near Prof. Knott's residence, such
construction to be paid -from the appropriation of.01;000 for
permanent-improvements-as provided in °item 6a irr th,e budget.
11. Clerk Trousdale made -a report,for the 'inspectors of
election stating-that the following had -been electeds _
C. J. Kenerson,.Mayor, for a term of two years.

12. IT WAS VOTED.that Carl.Crandall be appointed Village
Engineer and Zoning Office,r:for the•year 1940 -41. c
13. IT WAS_VOTED that C. H. Guise be appointed Village
Treasurer and Tax Collector for a term of two years.
14. IT WAS VOTED THAT.J. B. Trousdale be appointed Village
Clerk for a term of two years,.
15. IT WAS VOTED that the First National Bank of Ithaca, N. Y.
be designated as the official depository of Village funds for the
fiscal year.1940 -41.
16. IT WAS VOTED that the, Clerk be.authorized:,to - notify,.the,
official bank of the following.names.to be;bonored .on,checks for
the year. 1940 -41: H. J. Shirey, Acting Mayor;•J. B. Trousd ale ,.Clerk;
and C. H. Guise, Treasurer:
17. IT WAS.VOTED that the Treasurer's bond ba continued in the '
amount of $10,000 for the year 1940 -41.

that the Trustees act as a Board of Assessors

20. IT WAS VOTED that the Board of Trustees constitute itself
a Board of Health and that the Mayor be designated as President and
the Clerk as Secretary.
21. Acting Mayor Shirey reported that there were no appearances
at the public• hearing,on the budget.
22. IT WAS VOTED that the budget as incorporated,in the minutes
on pages
85 and 86 be adopted.

IT WAS VOTED, RESOLVED: that
the tax rate be set at 6:
mills for
the year 1940 -41.

IT WAS VOTED that the first Monday in each•month at 7 :30
P.M. be
designated for regular meetings
