MINUTES of a regular meeting of the Board of Trustees of the Village
of Cayuga Heights held on June 5, 1939 at 7:30 P.M. at the School-
house.

1. The minutes of the meeting of April 28th were read and
approved.
2. The following bills paid.on order of the Mayor were

4. Mayor Baxter presented the annual audit of the Village
for the period March 1, 1938 to Feb. 28, 1939, as prepared by Seville
S. Reulein. The Audit was ordered filed in the minutes.
5. The Mayor presented a letter from Eugene.Bradford, in
which he requested the Village to make an installation of drain pipe

.IT WAS VOTED that the Engineer be authorized,to make,
such installation.
.6. Treasurer Guise made his report showing a cash balance
of 0899.11, but stated however that since May 31st several thousand
dollars had been received in tax receipts.
' 7. The Mayor stated that he had conferred with Mosher,
regarding his payroll and was informed that it was 0312 per.year, and
that he had passed this information on to Treasurer Guise. Treasurer
Guise stated that he had conferred with the McKinney Insurance Agency
to obtain information on the status of the employee of Mr. Mosher
with regard to Workmen's Compensation insurance. As the premium for
WorknEn's Compensation insurance would be based on a minimum payroll
of
51,500 per year, the Mayor requested Trustee Shirey to look up the
matter and determine if the Village could not be protected in some
more economical manner-.
8. Engineer Crandall reported that he had investigated the
request of Col. Nicholls for the removal of the two elm trees on
Overlook Road and could see-no necessity for so doing.
9. Engineer Crandall reported that the section of sidewalk
on Hanshaw Road opposite Prof. Durham's house had-been completed, °and
that the grading for the sidewalk construction on lower Hanshaw Road.

and on Triphammer Road would proceed shortly.
10. Engineer.Crandall reported that Moran and Gleason had '
submitted bids for the surfacing of Village roads totaling IJ2,133•
As the bid exceeded the'money available in the budget for resurfacing,
IT WAS VOTED that item 4 covering the resurfacing of Upland Road
from Triphammer Road westerly to Cayuga Heights Road.in the-amount of
#445 be stricken from the bid.
IT WAS VOTED that the remainder of the bid totaling ,$1,688 be
accepted.
11. Engineer Crandall reported that he had been approached.by
Mr. Russell and Mr. Hildebrand of the Klinewoods section, and asked to
present the petition of the people of that region for the privilege of
connecting to the Village sewer system. Mr. Crandall explained in
detail the various sewer lines of the Village and stated that the -
original plan was only intended to cover the Village as it would be
eventually built up. As all the Village lines come together at a point
on Cayuga Heights Road, he stated that the admission of sewerage from
areas outside of the Village would ultimately lead to an overloading
of the capacity of the main lines. The Trustees expressed themselves
as desirous of accommodating the residents,of the Klinewoods section,
but
IT WAS VOTED that due to the lack of capacity of the Village system
it would not be practical to extend sewer service to any& area outside
of the Village of Cayuga Heights.
12. Trustee Shirey stated that several residents of the Village
had called his attention to.the traffic hazard.at the corner of Upland
.Road and The Parkway, and suggested that steps be taken.to:srect stop
signs. As the reflecting stop signs.cost $30 apiece and.such amount
was not available in the present budget, and inasmuch as the Trustees! . ,
were not in agreement as to the location of such signs, the matter.

to the preparation of the new budget.
13. The Clerk reported that Trustee Shirey had signed
the oath of office and affidavit of eligibility, thus fulfilling
the qualifications for Village Trustee. He also reported that the
final notice had been sent to those residents of the Village who
have not yet connected to the sanitary sewer system, specifying
that this must be done by July 1, 1939•
14. IT WAS VOTED THAT WHEREAS: At a regular meeting
of the Board of Trustees of the Village of Cayuga Heights held on
June 11, 1937, a resolution authorizing the borrowing from the
Ithaca Savings Bank of the sum of 44,600 or so much thereof as may
be needed, which the Trustees of the said Village deem necessary
to pay the cost of the construction of certain permanent improve-
ments was adopted, and
WHEREAS: Pursuant to such resolution the sum of
$4,600 was heretofore borrowed from the Ithaca Savings Bank on a
Certificate of Indebtedness dated July 14, 1937, and
WHEREAS: Said Certificate of Indebtedness was
drawn for the term of one year which expired on July 14, 1938, and
WHEREAS: Said Certificate has been renewed and
extended in the amount of 42,850 until July 14, 1939, and
WHEREAS: It now appears to be to the best interest
of the said Village of Cayuga Heights to renew the said Certificate
of Indebtedness until July 14, 1940, and
WHEREAS: On Oct. 28, 1937 the sum of 0250 was paid
on this Certificate of Indebtedness, and on June 6, 1938 the sum of

91,500 was paid on this Certificate of Indebtedness, and on April
4, 1939 the sum of 41,000 was paid on this Certificate of Indebtedness,
leaving a balance due of 41,850,
NOW THEREFORE, BE IT RESOLVED: That the Certificate
of Indebtedness in the sum of X4,600 hereinbefore described be
renewed for a period so as to fall due on July 14, 1940, in the sum
of 41,850, and that the Mayor execute for and on behalf of said
Village of Cayuga Heights and in its name the necessary instrument
of renewal or extension of said Certificate of Indebtedness, and
that the Village Clerk attest such instrument and affix thereto the
corporate seal of the Village.
15. Trustee Kenerson reported that he had been in
conference with the officers of the Ithaca Railways and had secured

from them a complete record of all trips made:by them during the.year
on the Cayuga Heights route. This record was presented for filing ,
in the Village records. .As the bus service was felt to.be highly.
desirable,
I T WAS VOTED that Trustee Kenerson be: given. authority-to
negotiate with the Ithaca Railways for subsidizing the'service.up to
the sum of $200, inasmuch as the Ithaca Railways state that they can:_
All not afford to.operate the service another year on the same basis as,
last year due to lack of revenue.
16. The time of the next meeting was set for October 2, 1939,
at 7:30 P.M.
