MINUTES of the annual organization meeting of the Board of Trustees
of the Village of Cayuga Heights held on April 3, 1939 at 7:30 P.M.
at the Schoolhouse.
PRESENT: H. E. Baxter, Mayor
H. H. Scofield, Trustee
Sherman Peer,
C. H. Guise, Treasurer
Carl Crandall,,Engineer
1: The minutes of the meeting of March 20th were approved
with the following correction: 'page-35,-item 9, line 4- addition
of the words "decreasing the contingency fund figure'from, #2,826.09
to #2,576.09."
2.' IT WAS VOTED,_RESOLVED: That all actions taken at. the
March 20, 1939 meeting be hereby ratified and .confirmed:
3. The minutes of the March 20th public meeting were read
and ordered filed in the Minute Book.
4. The following bills were approved:
' GENERAL
'McKinney Agency - Treasurer's bond to Mar. 1, 1940,
amount #102000 60.00
SANITATION
Charles Mosher - April garbage collection 150.00
HIGHWAYS
N.Y.State Elec. & Gas Corp'n - street lights, March 138.67
DEBT SERVICE
Ithaca Savings Bank - 6 mo. interest on Sewer Cert.
due April 4th, principal #4,900 @ 4% per annum 98.00
and 6 mo. interest on Street Improvement Cert..
due April 15th, principal 015,000 @ 4,% per annum 300.00
5. Mayor Baxter reported that vandalism on,Monday nights.had
been apparent following the Boy Scout meetings. On two occasions
tin cans and garbage have been placed in the street, particularly
opposite the homes of Prof. Wright and Prof,. Wiegand. After .
discussion the.Mayor offered to take the matter up.with the local
Scout Committee.

6. Treasurer Guise reported that the cash balance was now
03,536.49, and suggested that since tax money would start to come'
in in about two months it might be advisable to pay #1,000 at this
time on Village indebtedness. "" 7
IT,WAS VOTED:that l,000 be paid,at`this time on. the ,
ImprovementsiCertificate . of Indebtedness,.such amount':being °provided
for in the 1939 -40 budget.
7. Engineer Crandall reported: that . some minor spring' work" had
been done, but"it - was too early as yet to':repair'the-frost boils
that had appeared 'at several points in the`village roads.''He'said
this work would be.undertaken as soon`as'practicable
He.'also'reported` that the Board of Educaiion'of School
District No. 6>tivae, considering thet construction`of anew road to
enter the school grounds: from the east; such road to'lie south of
the present road. No objection" was - voiced °by any of the trustees
to cutting the curb at a new point in case.,the School Board decided

to construct the new road.
8. The Clerk reported that Trustee Kenerson had.notified him
that he had investigated the rubbish pile on the Nicholls property.
and'that.he considered it a violation of the Village Ordinance:
Trustee Peer reported• „that he had examined the,rubbish "pile
on the Nicholls property and -that it was his.opinion,that the.Village
Ordinance was being violated.,''It was suggested that'a letter`be.
written,.to Col. Nicholls, calling his attention. to the.fact.''.
IT WAS VOTED that the matter be referred_to. ^the Mayor with
power.
9. Clerk Trousdale made a, report .'as one,.of, the Inspectors.of.
Election, stating that.Sherman Peer;and C. J ,Kenerson :had been
re- elected trustees for a term of two years. each at the,`.Village

10. IT WAS VOTED that the matter of appointing an . ;acting
mayor be deferred until the next meeting.
IT WAS VOTED-that Carl.Crandall.be re- appointed:Engineer
and,Zoning*Officer for -the coming :yeari
12.' IT•WAS:VOTED, RESOLVED:" Thatthe First National -Bank.
of Ithaca,;. N: Y:: be.deaignated as..the. official depository of
Village. ."funds :for` the fiscal -year 1939 40':
13. ;IT WAS'VOTED;: RESOLVED, :' That.-the Treasurer's"bond be,,
continued in,the amount.of,,$10,000 for=the, year!;1939 -40•

Board of Assessors for: the :year 1939 40 ;.
15. IT:WAS VOTED, RESOLVED:" That,the Ithaca Journal be
designated as the`"official newspaper"_for the year,1939-40.'

16. IT WAS VOTED; "•RESOLVED That the-Board of'Trustees
constitute itself a Board"of Health and that H. E."Baxter °be
designated as President-and J. B. Trousdale as Secretary: .
17. IT WAS VOTED, RESOLVED: That•a °public hearing. "on,the
budget be held at, the Schoolhouse on April 28th from 7:300 to 8:30
P.M., and that's special meeting of.the Trustees be held.at the
same place following the hearing -,
18. Mayor Baxter read a letter'received from Sherman Peer
in which he resigned as Trustee of the Village for the reason that
he could no.longer qualify as. Trustee inasmuch as he was at
present not an owner of - Village property. His resignation was
accepted with regret by the Board.
IT. WAS VOTED, RESOLVED: That the "Board act as•a committee
of the whole to nominate a new member "to take Sherman Peer's place,
such•nomination to be made,at the next.meeting..
