4. The Mayor reported that no, further information had been .
received from the post. office with regard to.the possible
supplementing of postal service to the reside nts of.the.Village.
5. Mayor Baxter presented a letter from. Prof. :Mason in
which he called attention to the unsanitary.conditions arising
from the fact that there was, no sewer connection.at 312 Highland
Road, occupied by Sigma'Alpha Mu. Engineer Crandall •etated that
a contract had now been let to connect the sewer' and the Clerk
was instructed to write Prof. Mason to this'effect.
6. Mayor Baxter read a letter from Prof. Glenn Herrick
in which he suggested that the Village consider the construction,
of its own sewer system. Engineer Crandall pointed out that the
present rates charged to the Village by the City:of Ithaca are
only a fraction of what it would.cost the Village to operate its
own independent disposal system, and furthermore that there is no
indication as yet that the City intends to:increase the Village
rates.

8. Engineer Crandall reported on the work that had been
done during the summer, which included roads repaired, sidewalks
re- built, new sidewalks constructed, culvert headwalls built, etc.
.He mentioned in particular the new sidewalk at the Schoolhouse
and that the contract had been let to Charles Collins to•asl�ct
a portion of the sidewalk on Hanshaw Road for $200.
The principal building permits granted during the summer
included one to contractor McPherson for the construction of a
house at the corner of Northway Road and the Parkway,,and' another
permit to contractor Stickler for the construction of a house at
the corner of Northway Road and Midway Road. He reported that
there was still a good chance that the apartment house would be,
built on Triphammer Road:
9. With.regard to the sewer connections;.,Engineer Crandall
reported that Mrs. Libby'.s sewer has been connected,_that the
Sigma Alpha Mu contract had been :let, that Mr..Peer:Was in the
process of constructing his. ',.Engineer`Crandall..presented in' some.
detail the problem of Prof`. Morrison In,connecting_to; the sewer:
system from.his house at a reasonable price.- Due.to the great
a
distance from his house to the road it :was.;found that it would
cost 0550 for him to connect, as there was no. sewer,. in the .street'``
directly opposite his house. -It was 'decided: that 'the Village
sewer system should be. extended on Highland Road -to a.point,',.
opposite Prof. Morrison 's house, and a manhole, placed at!this
point, and then his sewer dug from -the manhole.
'IT WAS VOTED that the.Village would contribute 0'150 towards
the cost of such a sewer on condition that Prof, Morrison pay
the balance of the expense:
10. Engineer Crandall mentioned the difficulty that�has
arisen recently with cars.parking on the sidewalks, and he
suggested an amendment,to the'parking ordinance.. to•correct.:.this
condition, since there is .nothing in.the present ordinance to
prohibit such parking. After, discussion'.;
IT WAS RESOLVED that..Article A of Section 2.of the Parking .
Ordinance be amended as follows: "No. motor vehicle shall:be;
permitted to park or stand 'on any,public sidewalk or,:part
thereof in said Village.,"
Engineer Crandall suggested that it.,would.assist,.`in enforc
ing the law to have.a supply of.tickets printed for placing on
oars parked in violation of the law, and.
f IT WAS VOTED. that Engineer.Orandall.be authorized,to have 6

' supply of such tickets printed.
11. Engineer Crandall reported that much progress had
been made in getting the Town and Village assessments on a
more even-level.
12. IT WAS VOTED that Engineer Crandall be authorized to
replace the Village road signs that have been damaged or.: ;
destroyed.
13. The Clerk reported that the new safe had been received
and that the Village records were now located in it.
14. Mayor Baxter was authorized to renew the garbage
contract with.Charles Mosher under the same terms and conditions
as the contract now expiring.
15. The following resolution was adopted:
"WHEREAS: At a regular meeting of the Board of Trustees of
' the Village. of Cayuga.Heights held on Sept. 29, 1930 a
resolution was duly adopted authorizing the borrowing from the
Ithaca Savings Bank of the sum of $25,000, or so much thereof
as might be needed for the construction of a sewer system in the
Village of Cayuga Heights; and
WHEREAS, pursuant to•said resolution the sum of $25,000 was
heretofore borrowed from said Savings Bank on a certificate of
indebtedness dated October 4, 1930; and
WHEREAS, the aforesaid certificate of indebtedness was drawn
for a term of one year, which term expired on October 4, 1931;
and
WHEREAS, said certificate has been renewed and extended from
time to time, the last extension being to Oct. 4, 1938, in the
amount of $6,400; and
WHEREAS, it now appears that it is to the best interests of the
Village of Cayuga Heights to renew said certificate in the sum
of $4,900 from Oct. 4, 1938 to Oct. 40 1939, with interest at the
rate of four percentum per annum; NOW THEREFORE, BE IT RESOLVED,
that the certificate of indebtedness in the sum of $25,000 herein -
before described be renewed and extended from Oct. 4, 1938 to
Oct. 4, 1939, in the principal sum of $4,900, with interest at the
rate of four percentum per annum and that the Mayor execute for
and on behalf of said Village, and in its name, the necessary
instrument of renewal or extension of said certificate of
indebtedness in the sum of $4,900 with interest at four percentum
per annum and that the Villas. Clerk attest such instrument and
affix thereto the corporate seal of the Village."
16. Trustee Kenerson'.made a'report with regard to the. bus
transportation situation, stating that he had a.letter'from the
Ithaca Railway; Inc..to the' effect that:they.plan to start
service on Monday; Oct.,10th, making ,6 .round trips per'day with
no service on Sunday f.
IT WAS,VOTED to accept the,proposition presented by Ithaca..
Railway `for bus transportation within the - Village, and Trustee
Kenerson was authorized to further' negotiate with.the.Ithaca`
Railway with a view to assisting them if possible in arranging
a route and schedule that would satisfy both the Ithaca Railway
and the residents of the Village. "
17. A special' meeting was called for.the preparation of :the
assessment roll for 7:00 P.M. on.October 19th at the Schoolhouse.
IT WAS VOTED that a public hearing on the: amendment to' the
Parking Ordinance would be conducted at the same time..
The next regular - meeting was set,for Nov. 15th; Grievance
Day, from 6:00 to 10 :00 P.M. at the Schoolhouse.
