Engineer Crandall reported that he had issued permits for the construction of the apartment house on Triphammer Road, the plans for which were brought to the attention of the Trustees at the meeting on April 28th. Engineer Crandall also reported that'he had issued a building permit to Robert Morse for the construction of a one -story bungalow on Wyckoff Road. 7. Engineer Crandall brought up the matter of the request of Prof, Kennard for re- imbursement on his sewer, the details of which are summarized in the following letter written by Engineer Crandall to Prof. Kennard: 109 N. Tioga St., { Ithaca, New York May 23, 193$ ; Prof. E. H. Kennard, 701 Wyckoff Road, Cayuga Heights, Ithaca, New York Dear Prof. Kennard: Upon further investigation of .the sewer matter, "I find that .'the Village Board did not follow the recommendation made in my final dower report to.the effect that,you'should participate in. the cash robato to the parties who built the Cayuga Heights Road sewer main. Instend,,it appears from.that Minutes of.February 16,'1931, that they.levied the minimum assessment of $125. on your lot and then deducted the $75,00 that you pnid;to connect with the Cayuga Heights Road sewer, leaving your net payment to the Village at $50.00., Apparently they thought the minimum assessment was adequate compensation to you. 1 The sewer maps ,how the length of I" sewer laid by youfrom Cayuga ' Heights Road east to the point of junction with the 911 line built by the Village as 134 feet. The contract price for 6e main at that time was ninety cents (90¢) per foot. At this rate the value of the 134 feet of main was $120.60. The assessment for your lot, if it had been made the same as other owners manely 1.05 x average width of lot, would have been 150 x 1.05 or $157,50. Deducting the $125.00 minimum, your lot was under- assessed by $32.50. Deducting this from the $120.60, it appears to me that you have a theoretical credit of $881 10. In addition, there is the matter of interest for the past seven years on this unpaid amount. On the other hand, there is a debit to the extent that the 6" line may not be permanent and may require replacing, especially when the old Country Olub land is developed and throws a much heavier load on this sewer main. This debit is something difficult to reduce to dollars and cents. The 61, line is in the Village street and without question is owned by the Villmge and no annual rental can be considered. However, I have come to the conclusion that you are entitled to a re- adjustment of the assessment settlement. I am willing to recommend to the Board that they pay you a lump sum cash rebate at this time of $80, in full settlement of the matter. Please advise if this is satisfactory to you. I should 701 Wyckoff Road., May 24. 1938 be very glad to accept $SO. in full. settlement of the matter of my sewer along Wyckoff Road. KMMARD 259' 2 GO, After discussion, IT WAS VOTED that $80 be paid to Prof. 1 Kennard as an adjustment on his original sewer - assessment, and that this sum be charged to the Contingency Fund. 8. The following resolution to renew the Improvements ' Certificate of Indebtedness was adopted: WHEREAS: At a regular meeting of the Board of Trustees of the Village of Cayuga Heights held on June 11, 1937, a resolution authorizing the borrowing from the Ithaca Savings Bank of the sum of $4,600 or so much thereof as may be needed, which the, Trustees of said Village deem necessary to pay the cost of the construction of certain permanent improvements was adopted, and WHEREAS: Pursuant to such resolution the sum of $4,600 was heretofore borrowed.from the Ithaca Savings Bank on a Certificate of Indebtedness dated July 14, 1937, and WHEREAS: Said Certificate of Indebtedness was drawn for the term of one year which expires on July 14, 1938, and WHEREAS: It now appears to be to the best interest of the said Village of Cayuga Heights to renew the said Certificate of Indebtedness until July 14, 1939, and ' WHEREAS: On Oct.28, 1937 the sum of 8250 was paid on this Certificate of Indebtedness, and on June 6, 1938 the sum of 01,500 was paid on this Certificate of Indebtedness, leaving a balance due of 42,850, NOW THEREFORE, BE IT RESOLVED: That the Certificate of Indebtedness in the sum of $4,600 hereinbefore described be renewed for a period so as to fall due on July 14, 1939, in the sum of $2,850, and that the Mayor execute for and on behalf of said Village of Cayuga Heights and in its name the necessary instrument of renewal or extension of said Certificate of Indebtedness, and that the Village Clerk attest such instrument and affix thereto the corporate seal of the Village. 9. Mayor Baxter made a report on an effort he was making to get the postoffice authorities to make two deliveries of mail per day to all residents of Cayuga Heights, and he read a letter he had written to the postmaster on the subject. At the present time some of the residents .of, . et the .Villa a two deliveries Village g per day but one delivery is the general rule. Because of this situation, IT.WAS VOTED that the postoffice be. requested to supplement its delivery of mail by making two deliveries per day to all residents of Cayuga Heights, and that the May and the Clerk be requested to negotiate with the postoffice authorities to bring 26k this about if possible. 10. The bids covering.14 different safes were presented, and after a careful study of the prices and sizes IT WAS VOTED That the Village purchase a Herring -Hall Marvin Safe,,50 inches, high, 25 3/8 :in. 6,h-e' nches wide, 19.1/4 inches deep, ;ins,ide: dimensions, at,'.a.: i net cost of W4'- 75:F.O.B. Ithaca, and that the,Clerk..be instructed to arrange for,shelving in the safe., the transportation of the safe from1the.freight office to the school building, and -the removal of the old safe 11. Trustee '-Kenerson made .a report:. on. the bus transportation. situation,;stating,that he.understood the, School: Board was about to sign contracts with the Ithaca Railway, Inc. for�;the transportation. . of the school children for next year, and that'if this contract ., were signed the Ithaca Railway would experiment next year with:bus service in the Village for the residents.. IT WAS VOTED that, WHEREAS: The; Ithaca Railway, Inc. has offered to institute limited bus service in.the Village of Cayuga Heights supplemental to school bus service to.and,from.the Village,. NO°i THEREFORE BE.IT RESOLVED that'the Village'.of Cayuga.Heights grant a temporary franchise to the Ithaca Railway; .Inc,. for a:twelve months period to operate a schedule of buses beginning about`Sept.:l, 1938, over any streets of the Village on,such time ~schedule and pursuant to such regulations as maybe approved by the,.Public,Service Commission. 12.
