Minutes- 3/14/1938241 MINUTES of the Annual Public Meeting of the - residents of the Village of Cayuga Heights held at the Schoolhouse on March 14,.1938 at 8 P.M. Upon motion, Prof. L. A. Maynard was elected Chairman.of" the meeting, and J. B. Trousdale was: requested 'to- act..as,Seeretary.,' 1. 'Mayor,H. E. Baxter made a report..on the, activities '•and , accompl.ishments..of the.Board.for the year.- ,,He `.summarized:;the actions taken by:the. rustees with, regard`t6:fire; pro tea tion, water hydrant rental,:"sale of. raw. milk, reduction of .,interest. on i"ndebtedness,.the . printing,of.:the ordinances and the. reduction obtained in.f ire _insuran ce rates. 2.' Treasurer C. H. Guise made his. annual. report.(see page 240) .explaining ..briefly the items on.;the financial:statement, 3. Engineer- Cre,ndall.made a.. report with ".regard "to�the :perman ent improvements carried out in-the 'Village' during the, "year. :: 4. Treasurer.Guise!presented..the proposed budget for "the year 1938 -39, and.explained.briefly:•the changes . in the appropriations," and the reasons.therefor. - - 5. Prof. J. E. Knott brought up for discussion the matter of improvements on Wyckoff Road, stating that- -each heavy .rainfall damaged his..property and,that of Foster Coffin and Clarence'.Morse. He stated that he had talked with the Masons and Todds,.':and that they were not interested in sharing the expense of a "new sidewalk and curb, as their property was not being damaged-by heavy rains. Engineer Crandall explained what was involved in the improvement. 6. Mr..Sherwood"Holt, on behalf of the nominating" "committee previously.appointed'by the Board ,of. Trustees, presented the following . nominations to fill vacancies on the.Board; For. Mayor H. E:- Baxter, For Trustees.- H. H. Scofield and R. The minutes of the meeting held on Feb..7th were read-and ' approved. 2. The.following bills paid on authority of_the•'Mayor were approved:. GENERAL J. B. The following additional bills were approved for payment: GEPIERAL Ithaca Journal _ legal notice.re election 1.20 SANITATION Charles Mosher. - March garbage.collection : 150.00 HIGHWAYS ; State Insurance Fund - Febr 2nd deposit premium..'151.93 DEBT SERVICE Ithaca Savings Ban k _ 243 Interest on $6400 Sewer Certificate at 4% per annum for 6 months, due - -April 4, 1938 128.00 4. Mayor Baxter iepo.rted..that Seville Reuleln -of the First National Bank had been.engaged to audit the books of the Village for the year 1937 -38. 5. Mayor .Baxter, brought up the question of the.advisability of carrying fire insurance on.the tool.:house, stating that the premium was $ 14. 80.:per.year...Af ter. discussion IT WAS.VOTED that Mayor Baxter :be requested.to return the 'policy cy, .due' . to.the: -high premium.- to the McKinney Agen_ ...: ,.. ... 6. The "Clerk reported.that Miss Harriet E..- Maynard.had.:been•-_ appointed.as Deputy Registrar of Vital Statistics for the,term� ending Dec. 31, 1941, and•that the:6ath.of- office had been signed .by-both the Registrar and -the Deputy Registrar. 7. The Board.appointed.the following Inspectors of Election, to act at.the.polls.on March 15th: H.; E. Baxter, G.:, I,. Dale, T. B.,Trousdale.- 8. . After discussion,. IT WAS VOTED that the matter of having the 'Cayuga Press publish a Village Directory be tabled. - 9. In accordance with Section.87 of the Village Law, the date for the Annual Meeting of the Trustees was set for April'4, 1938, at 8 O clock in the evening. 10. Upon motion, IT WAS VOTED that the following budget for 1938 -39`be recom- mended to the new Board for adoption. (See page:24) 11. 'Meeting adjourned at 10:30 P.M. ' Clerk.
