6. Engineer Crandall made a report regarding.the spraying of the
trees by Wayne Thomas.. Due to his.Xailure.to- properly.spray the elm
trees on Highland Avenue the bill was approved at $150 instead of
$200, the amount requested. '
7. Mayor Baxter reported that he had received communication from
Mr. Charles H. Newman in which was.ouoted a.section of the will of
his father, Mr. J. T.- Newman. This read as follows:
"I give to the Village of Cayuga Heights all my right, title and
interest in and to the water mains in the streets of.the Village,
expecting, however, but not requiring,•that there shall be no charge
by said village or hindrance in the use of said pipes as conduits of.
water from the city line to lands beyond the village owned or developed
by me to such extent as may be deemed reasonable and not unduly
burdensome or injurious.to the village.water.supply or system."
8. Treasurer Guise made his financial report and brought up for
discussion the matter of prigcipal and..interest payments on paving_
bonds. After discussion the motion was..made and passed authorizing
the appointment of a committee to nego.tiate with the.bank for..a, new.
$4,600 Certificate of Indebtedness, said,committee to,report' back '
to the Village Board. The Mayor appointed Trustees Kenerson and Dale
a committee to make such negotiations.

9. Engineer Crandall brought.up for discusai'on the corres
pendenoe received from Mr. W. C. Geer regardi,ng.the,installation.
of a new hydrant at the_.corner'of .Cayuga Park Road and Cayuga park
Drive. As there.was.no provision in the present budget for any new
hydrants the matter was tabled until ,a later date, although it was
agreed his request was.reasonable and that- the.Board, might well
consider this item in making up its next.budget.
10: .A resolution was adopted.authorizing Engineer Crandall to.

get ;bids on'.contracts.and estimates with regard to the re- surfacing
and oiling of village streets and after the'receipt of the bids he
was authorised tolet:a contract with the approval of the Mayor.
11 Areaolu ion was adopted authorizing Engineer Crandall to
get estimates for' -,the construction of- -the sidewalks to, be built
by .the Village this year. He was ahthorized to let contracts in
connee'ion.w ith he same with the approval'of the Mayor.
12`..A '!resolution was adopted authorizing Engineer Crandall
to get estimates,on. the material and to proceed with the construction
of the Village Toolhouse.
13.,;Engineer.Crandall also, reported that the mowing must be
done.by residents bg June 15th and that he intends to mow all lots
af ter, that date-,not done by the owner; also that certain painting
would'.need to be done on speed and slow signs.
1'4 ..The Clerk of the Village reported.that arrangements had
beenlmade for the ;ogening of the safe, that the :work had not. yet.,
been completed; that the - •Newman -deed had been recorded and filed;*

that the proofs of publication on. the Milk.Ordinance had..been.
received and -that copies had been Printed in accordance with the
law and that the Starland Farms were reported as having violated'
the milk Ordinance. In connection with the latter the Clerk was
instructed to notify Dr. V. A. VanVolkenburgh.

15. Trustee Dale, Chairman of the Fire Service Rates Committee,
made a report regarding fire service rates. As a result of the wort:
done by this committee they were successful in getting the Common
Council to pass the folloaring resolution on May 5, 1937.
RESOLVED: That the conditions as recommended by the Fire Committee
be approved, and pursuant to Section 209 of the General Municipal Law
and subject to all the I provtsions thereof, the Common Council hereby
authorizes and permits the Ithaca Fire Department to 90 to the aid of

the Village of Cayuga Heights in extinguishing fires therein; and.the
Chief of the,.Ithaca Fire Department is hereby authorized to extend
such- aid;,.,and<the'. expense of the operation of such apparatus, having
been agreed.upon between the city and said village; is hereby fixed
and determined as', follows; The sum of $500 per annum to be paid by
said 4111age .to ..the, of Ithaca plus the sum of A50 for each .trip
made in answer to an alarm plus such additional readonable expense.
for additional pieces of apparatus beyond the first as the Fire Chief
shall determine. ".
IT WAS VOTED, RESOLVED: that the Village of Cayuga'Heights accept
the offer of the Coimnon Council as above. quoted and that the 1p500.
annual fee shall be paid about September-1st of each year.. The Clerk
was requested to notify City Clerk Matthews of this action.
16. The report of Trustee Dale above referred to mentioned the
fact that the Chief of the Ithaca Fire Department was desirous of
having the Village pass an ordinance similar to the City's ordinance
regarding the use of poisonous fumigation. After consideration the
matter was referred to Trustee Sherman Peer for investigation and the
Clerk was instructed to notify Mr. Peer of this action.
17. After a brief discussion of the propriety of establishing
a sinking fund for the paying of any claims that might arise from
accidents to firemen:iri attending fires at the Village of Cayuga
Heights, it was decided that.the matter should be laid on the table
and brought up at the next meeting.
18. Trustee Dale made a report with regard •to, the. water: service
rates. As a result of the committeels 'efforts,.the.follovring action.
was taken by the Board of Public Works at their meeting on May.12, 1937:
"RESOLVED: That the Board hereby reduces the fee char ed the
r _ Village of Cayuga Heights for hydrant service from p40 to 912 per hydrant..
per year, such reduction to become effective May 5, 1937."

IT WAS VOTED, RESOLVED: that this action by the Board of Public
Works be accepted by the Village of Cayuga Iieights. The Clerk was
instructed to notify Mr. Matthews of the acceptance and express to the
City the appreciation of the Village Trustees for this reduction in
rates.
19. Engineer Crandall presented the reouest of Mr. A. H. Me-
Pherson for financial assistance.in constructing a sidewalk on the south
side of Northivay Road. It was agreed that "some assistance might be

20. The meeting was adjourned, subject to the call of the Mayor.
The meeting was re- convened at 5:45 P.N. on June 11th with the
same members present as attended the first session and in addition
Trustee Sherman Peer.
1. Trustee Dale reported that he had seen Attorney Pyle and that
arranSements had been made with the Ithaca Savings Bank for borrowing
,j,4,600 at 4,'0 per annum.

3. The following resolution was adopted:
AHEREAS: The Board of 'Trustee, s, of ,the Village of Cayuga
Heights at A regular meeting of the Board. did, .on the Irk day (6f
Juno, 19371• authorize the issuance of bonds;or othor• obligations
of the Village to the amount of, 04600#00 for,tho purpose of
paying the cost of construction of certain pormanent.improvements
in the Village of Cayuga Heights, and
�',�MREAS: It now appears to the Trustees of said Village that
the o,ost of such permanent improvements should be temporarily
financed by the issuance of temporary notdsvor tomporary bonds of
the Village running for a period not'longer than one.year from ,
their date pursuant to the provisions of Section 128 -A of the
Villago, Lary of the State of New York, and
WHEREAS: The total assessed valuation of the property.in- '
said Village is in excess of 02,000,000.00., and the total indebt-
edness/of said Village is only 036,000.00.
NOW THEREFORE BE IT RESOLVED: That the Village of Cayugs Height
a municipal corporation of the State of New York borrow from.the
Ithaca Savings Bank of Ithaca, New York, the sum of 04600.00 or.
so much thereof as may be needed, which the Trustees of said,
Village deem necessary to pay the cost of the,construction of
said permanent improv.mentsp interest on said loan to be at the,
rate of 4% per annum, payable semi = annually; and said loan to be
due and payable one year from the date of execution of said temp
orary note or certif icate,of indebtedness, or sooner, at the option
of the Village of Cayuga heights, and be it
FURTHER RESOLVED: That the Mayor execute for and in.,behalf-
of said Village and in its name the note or certificate of '
indebtedness of said Villagerin;,the, sum of 04600.00,'on the terms,
as aforesaid, and that the Village Clerk affix the corporato,seal

hereby authorized to receive such sum and to give the-receipt of
said Village therefor, and that said Treasurer of the Village of
Cayuga Heights is hereby authorizod to pay the proper expenses

a) $500 on the principal of the Highland Road Paving Bona
b) $200 interest on the $8,000 Highland Road Bonds;
