Supplementing "Item no. •9 of the minutes.of, January 7; 1937 the Mayor reported receiving a letter from the City Clerk of the City, offering fire service for the Village for.62,500 per annum. 8.,IT WAS VOTED,a) to file in the minutes.the City,Clerk's letters of December 28, 1936 and of February 41 1937; b) to:refer the whole matter of fire protection and its cost to the public meeting of the residents of the Village, to be held on March 15,.1937; c) to instruct the Clerk to inform the City.Clerk "accordingly... Upland Road Village of Cayuga Heights New York Dear sir: For, a great many years the City•of'Ithaca; has furnished,tfira protection.to the Village.of.Cayu''ga Heights without.remuneration.'" We have no regret for'having; thus served' our:neighbors.for:.in -the Howeve:we now find-our -practical sense we are'all:one community., r , selves faced with two . compelling ",factors' that are..foreing.a:more • . 4 .. .. 155 1 definite arrangement. In the first place we find the general municipal law, as amended, provides for sending City fire apparatus to outside territory on authority of an ordinance adopted. by the.Common Council providing for such service on such terms as may be prescribed therein. With the matter officially before them in this manner, the members of the Council feel it to be their duty to make a reasonable charge-for such service if an ordinance is adopted permitting such use of city equipment and men, and there is possibly a question of the right of the city to furnish outside fire protection without reasonable . compensation. Secondly, such procedure seems'to be absolutely necessary in view of a very decided increase in the Fire Department budget requisition for next year, due to the reasonable demand of the paid firemen that their working hours be reduced from 24 hours per day to 12 hours per day (The Policemen secured by State Law last year a reduction in working hours to 8 hours per day). The request of the'firemen for a two platoon system would of course improve fire protection but it also would .... increase the cost to Ithaca taxpayers, to the point where the members of the Council feel it would be entirely improper and unfair to continue to make this service available to outside territory without some suitable remuneration. This is especially true in territory such as your Village where the property owners enjoy a considerable saving in fire insurance premiums due to the City fire Service. The Common Council therefore have requested me to present these facts to you and have suggested that the Village taxpayers be asked to pay for this service on the same proportionate basis as City taxpayers, viz. the actual cost per thousand of assessed valuation.' They requested a special committee to work out the details and subJait them to you for consideration. The committee members have proceeded as follows. Early in 1931 a very careful determination was made, as of December 31, 1930, of the capital investment in our Fire Department and although some capital expenditures have been made since that date, they feel that the amount of $213,705.00 as established at that time is sufficiently accurate for the purpose at hand and therefore they have used this figure in their computation. Likewise, our annual maintenance cost has arisen steadily during the past few years and probably will continue to do so but they have taken the 1936 ' appropriation for Fire Department maintenance as the.basis for establishing the current-annual openating cost and have added to it the cost of a two platoon system. In other. 156 words, it is felt that a fair estimate made at this time might well be a basis of payment for some years to cofae without making an actual determination each year. A detailed computation of the cost to the Village'of Cayuga Heights appears on the enclosed. sheet. You will notice that this computation is made on an actual cost basis, and that.a contribution from the Village to the City'in the amount of $5,757.16 would be merely a reimbursement on a cost basis;..this figure does not include any margin of profit to the City. . . We would appreciate your submitting,this to your Board for consideration as soon as possible, as it is necessary for us to adopt ,a tentative budget immediately after the first of-the year, and the arrangement to be made with the Village; of course, must be taken into consideration. If-you wish, we would be. glad to have a representative of the City appear before your Board and explain the matter in greater detail, or after your Board has considered the matter, it might be well to arrange a joint meeting of committees representing both the City and the Village. Upland Road Village of Cayuga Heights New York Dear Sir: The Finance Committee of the Common Council has requested me to submit to you the figure of $2,500.00 per year for the continuation of 'the services of-the Ithaca Fire Department to the Villgge of Cayuga Heights. This figure does W not include any other charges. The Board of Public orks . feels that it is entitled to the customary hydrant charge and that, from its point of view, this charge bears no relation to the matter of service by the Ithaca Fire Department. Although the rate per thousand of assessed valuation at this figure is much less than that paid by City tax- payers for fire protection, and much less than the figure originally ' proposed, the committee feels that certain considerations developed at the recent meeting with your Board justify the -. variation. 153 Final action on the•City budget is expected on Tuesday, February 9.- May we have your.reply to the proposition herewith submitted before that date. The Clerk read aoletter from the Cayuga Heights Land Corporation with regard to the extension of a sewer system' to the intersection of Klinewoods Road and.Cometook Road. 10. IT WAS VOTED. to. adopt ..the,following_re:solution. RESOLVED that,the.Board of, Trustees of,theoVillage of Cayuga Heights :`authorize:,ithe'�Cayuga Heights Land Corporation to.extend'the sanitary sewer.system of the Village to the intersection of Klinewoods Road and Comstock Road,`as.described , on the map prepared by Carl Crandall,.dated„January.22, 1937. ll..The Engineer reported with regard to certain.of his, activities as follows. A manhole on Cayuga Heights Road for the sewer was.constructed'.near the residence of H. R. Smart, due to • break in the sewer system, caused by roots. The City will submit` • bill for the construction of the manhole. The cleaning of the sewer will not ,be an expense to the Village, under its contract with the City. 12. The Treasurer filed his financial statement, dated Tanury 1, 1937. 13. IT WAS VOTED to receive it and to order it filed with these minutes. 14. The Treasurer reported that all taxes have been paid . without any sales for taxes, except for the sum of.499.50 on 'Psi of Iii Kappa Phi fraternity., [See minutes, Tanuary'7,-1937, item: 61 no. 2 of the resolution.] 14. IT WAS VOTED to rescind the direotion to'the Treasurer, 4• !S i 15'9 contained in item 6 of the minutes of Sanuary 7, 1937:.with regard to the direction of sale of taxes on.Psi of.-Ri Kappa Phi fraternity, due to.the fact that the property is in foreclosure; and due to an agreement with the Tompkins County_Trust,Company;,, to pay these taxes at the close of the foreclosure.,proceedings., 15. The Treasurer read a letter from Percy Wood,: Inc. with regard to a contribution from the insurance company in the sum of §25.13, under section 133 of.the insurance law. 16. The Treasurer submitted the attached financial etatement as of Feb. 28, 1937 and reported that hie annual report had been forwarded to the State Dept. of Audit & Control. A motion was adopted authorizing the Mayor to secure an Audit of Treasurer's accounts for the fiscal year 1936 -37• 5. The attached resignation was received from John B. MacDonald, as Village Clerk, effective March 1, 1937. The resignation was ordered accepted with regret, Prof. MacDonald to be notified. The Board thereupon proceeded to elect Carl Crandall as Acting Clerk, pending selection of a permanent Clerk, and the Mayor was instructed , to notify the bank to accept Mr. Crandall's signature. Trustee Dale submitted the attached Tentative Budget for GA 1937-39-05-the report of the Budget Committee. After the Budget was discussed in detail, it was voted to present same to the Public Meeting scheduled for lurch 15th without change. M; t?' vi;l P 7. Dr. -H.11. Crum, Village Health Officer, and Mr. Fuller of the N.Y. State Health Dept., appeared before the meeting and discussed the question of the sale of raw milk in the Village as compared with pasteurized milk. A motion pas adopted to the effect that the question of an ordinance requiring pasteurized milk be referred to the Public Meeting on March 15th and that Dr. Crum be requested to present the necessary data and copy of proposed ordinance at that meeting.
