Meeting of the Board of Trustees of the Village of Cayuga '
Heights at the Schoolhouse, April 5, 1936

1 The minutes of the meeting of March�.2 1936 were
read and duly approved.
2 Cedric H. Guise was re- elected Treasurer and Collector
for one year.
3 Carl Crandall was re- elected Engineer and'Zoning
Officer for one year. '
4 G.. I. Dale was appointed acting Mayor.:
5 IT WAS VOTED that the regular meeting date of the
Village Board of Trustees be set,as the first Monday
of the month, at 7:30 P. M,
6 IT WAS VOTED that the Ithaca Journal be designated
as the official newspaper of the Village.
7 IT WAS VOTED that the Board of Trustees act as
assessors.for the year 1936 -1937.
8 IT WAS VOTED that the First National Bank of.Ithaca
be designated as a depositary for the Village funds
held- by•Cedric H. Guise as Treasurer and-Collector of
the Village.
9 Then followed discussion concerning the fixing of
the amount of the Village bond. It was pointed out by
the Engineer that the tax budget is only for $15,000,
and it might be wise to reduce the bond to $8,000 or
$10,000, especially since all back money has been
collected. As-it stands now, the Treasurer would be bonded
for more money than he ever would be likely to have in his
possession. The Treasurer feels that the new Board should
fix the bond.

IT WAS VOTED to authorize the Mayor to secure a bond
r the Treasurer for not less than $10,000, and to take
out for $15,000 if he finds he can get it as cheaply.
for $10,000.
IT WAS VOTED to rename the National'Surety Company
the bonding company for the Village.
IT WAS VOTED that Mrs. Harriet M. Libby be
continued as Registrar of Vital Statistics, and that gi"
Clifford Williams be the Assistant Registrar instead of
Miss C. A. Maynard.
13 IT WAS VOTED to receive and file the following
financial statement-of the Treasurer and Collector:

14. IT WAS VOTED that the public hearing on the budget
should be held on April 291 1936, the hearing to be held ,.
in connection with the regular monthly meeting..
15. IT WAS VOTED that the Engineer be authorized to hire
1 road foreman at 50 cents an hour, and his truck at 50 cents
an hour, and 1 helper at 40 cents an hour.
16. The Engineer reported that the Village foreman has
purchased a new truck, and that he puts in throughout the
year enough timetto cover the budget allowance.
17. He also reported that the Superintendent of the City
Water Department had corresponded with,him in regard to
complaints received concerning property on Overlook Road,
Strawberry Lane near Simmons', and on Ridgewood,Road.,In
order to get,a circulation it would be necessary to extend the
main some 600 feet for Professor Sanderson;.Mr .':Simmons is on
' a dead,end, and to make a.complete circuit would. require 200
or 300 feet of main; there is also a dead end on:.Ridgewood

Road, which would require,_400 or 500 feet.. The`Village
derives,no *income 'from the ,water system because.the'
residents in question pay the,rfwater` charges to the city..
Heretofore the:Village,has never.spent'money.in. putting in'
water mains. The only expenditure has been for laying an
8 inch.main the.full length of.Triphammer Road; and.that
was paid for out of 'the general tax on the theory that it made
the system'safe for the entire Village. The Engineer pointed.
out to'the Superintendent that he did not believe .the Village
would be interested in financing such improvements as the
extensions only benefit.the'three'property owners. The
Engineer estimated that in each case the cost would
probably run close to $2'a` foot. 'Nothing further has been
heard from the Superintendent, and it was agreed that no
action was required at this meeting.
18. The Engineer further reported that Mr. H. C..Sheldon
has talked to him and the Mayor about a.connection with the fl-
inch main on Triphammer Road. Mr. Sheldon did not contribute
toward the cost of the system. His daughter, Emilq'Sheldon,
sold the land to the Village on which the water tank is.now
located for $400, and it was specified in the agreement that
within 5 years she could, if she wished, pay $400 'back, to the
Village and so be able to connect.with the.water,:.,pipe. Mr.
Sheldon was informed.by the Engineer that in the past' -the
Board ties requested $75 for a single house and lot as a
contribution.

IT WAS VOTED that the Hoard notify Mr. Sheldon,.or
authorize the Engineer to do so, that he would be permitted
to connect with the water main at the rate of $75.
19. The following letter from Allan H. Treman, Esq.,
addressed to the Treasurer, and the Treasurer's reply, were then
read:

May I trouble you further in connection v:ith the small
piece of property within the Village, of Cayuga Heights being.
sold'by Ervilla Beal?
As I understand from the purchaser, he expects to build
his house entirely within the City of Ithaca and to connect
with the city sewer, etc. within the city limits. What I am
anxious to find out is whether there will be any future
charges for sewer assessments in the future under these
conditions for, as I wrote you before, perhaps.:,0 feet frontage
of the lot is in the village and the rest is in the city, and
by far the larger portion of the property is in the city.

charges on the property being sold by Most Deal reached me yostor-
days It is my personal opinion that there would be no future charges
but inasmuch as I am only an appointed offioer of the Village, I have
no authority to make deoisiona, and I shall theref re bring your
letter to the attention of the Village Board which meets next Monday
evoning'April Os We will then see that you are informed at once
regarding this matters

The Engineer commented that if the connection is outside
the Village there wouldn't be any sewer charge; that
qualification should be made because the village line may have
been drawn wrong.
19. The Engineer brought up.then the matter of the purchase
of the triangular piece of land at the intersection of
Parkway and Oak Hill Road, which had been deeded to-the Village
by Mr. Newman with the restriction that it be used for park
purposes. Professor Whiton Powell, who represents the
fraternity interested, has been informed by the Engineer that I
the deed could be secured for $100, as well as paying for the i! I

preparation of the deed and abstract of title. Nothing further
has been heard from Mr. Powell.

to Gerald W. Williams.
B Pursuant to the provisions of section 81.of.the village
law the treasurer presented his annual report,to.the.Board of
Trustees'of the Village as follows:

7 IT WAS VOTED to direct an audit of the treasurer's books
and of his reports to be done by 1. B. Truesdale at a cost
not to exceed $50.00.
8 The Board discussed a bill for light submitted by the New York
State'Eleotrio and Gas Corporation, and enclosed in the
Treasurer's letter of --- - - - - -- - - -- -- - -- -
IT VJAS VOTED to direct the treasurer to ascertain the
liability of the village for this charge, to see who paid the
charge in the past, and to report to the next meeting of the
Village Board.
1 9 The Mayor reported that Mr. William C. Geer will request
additional light on Highland Road at the public meeting
(see minutes of February 3, 1936, item 12)
10 A letter from Mr. Jared T. Newman, dated February 26, 1936
was read and ordered filed.
11 The mayor's budget committee (minutes February 3, 1936,
item 13) and the mayor presented to the Board of Trustees an
itemized statement in regard to estimated revenues and
expenditutes of the village for the fiscal years
pursuant to the provisions of section 110 of the village law.
Such estimate as filed follows with changes as made in this
meeting indicated thereon in red ink.

20. Mr. Crandall reported on the cleaning up of the streets
of the Village. Brush which had been brought out to the
street has been carted away. It has been too wet and cold
to go to the expense of asphalt patching. Several places
on the Parkway which have been pretty well broken up have
been.filled in with gravel.. He feels that presently the
Village will be able to go ahead'and.patch the holes in
better shape. All in all the streets are passable, and
there are not too.many holes.
Considerable trouble has been reported with the`sewer
system. Ground water leaked into the sewers and flooded
the manhole at the corner of Cayuga Heights Road and
Wyckoff Road, largely due to the flood.last July, causing
water to get into the system and springing some of the
joints. Very likely more money will be spent for digging
test holes.
21. The "Treasurer commented that he had received the
audit and that he had given the Mayor the first copy.
