4. The Engineer reported with regard to his activities:
a) The hydrant in front of the Xrause residence
has been installed.
b) 27 street lights have been ordered and installed
by the New'York State Ele "ctric and Gas Corp.
Installation is to be made -at a favorable opportunity.
He urged that it was desirable to repair flood damage
at Devon Road, Kline Road, Wyckoff Road, and Overlook
Road at an approximate total cost of $875. He
requested authority to contract with Moran and Gleason
for this work which involves the use of asphalt and
stone, and especially equipment for handling and placing.
It will have no affect on the proposed W.P.A. project.
5. IT WAS VOTED:
Resolved that a contract with Moran and Gleason for
emergency street repairs on Devon Road, Kline Road, Wyckoff
' Road, lower Wyckoff Road, and Overlook Road be approved for
repairing flood damages that would be aggravated after the.
F[.
winter and to avoid damage claims for injuries resulting from
defects, the total cost of the contract not to exceed X6900.
6. The Engineer reported with regard to the progress of the
W. P. A. project. The Works Project Administration demands two
proposals instead of one. In accordance with this demand the
Engineer divided the project, as follows:
1) Flood repair and sidewalks 199000
2) New projects including sidepaths on
Iianshaw Road, concrete sidewalk
around the schoolhouse, .tool house
for village, grading for store yard 5.000 24,000
Contribution by the village is stated at 4,800, the sum
of which may be applied in the use of sand, gravel and
stone to be supplied by the village. The net extra demand on the
budget will not be much in excess of 3,000, set up in the budget
with thus a cash contribution of about 3,000.
It is proposed that work be done during one month'
(December), that it be suspended during January, Yebruary
and March, and that work be resumed.beginning next April
for about five months; only a portion of the cost to be
paid out of this year's budget. ...
The unexpended balance should be carried over as an
obligated balance, thus avoiding trying to raise the full
amount out of next. year's budget.
to the administration immediately.

of the discussion of'several years ago on this subject and
of the disinclination of•the residents of the .village,
to have a policeman appointed on the ground that such''an
appointment would not necessarily increase protection.,The'
Board has caused the installation of more lights in lieu '
of polio protection. The matter might be suggested by '
Mr: Newman at the next budget hearing.

spring. The Engineer suggested that.the ditch`shoula be

Re.: Ithaca Savings. Bank - Cayuga ,Heights
.Certificate of Indebtedness'
Dear.Sir•.
As, you Will probably:- remember, we .
discussed the above. mentioned certificates'—,'
of.indebtedness and possible:.ways,of'
converting these temporary, certificates
to a funded debt ,basis, ,I believe it will
be possible to. issue permanent' cart ifi Cates ,
81
and pay off the temporary ones. I find,
however; that the Village Law requires
that these certificates be advertised
end sold to the highest bidder.
This, of course, will complicate the
problem somewhat"more than I anticipated,
and I feel that you may wish your own
'attorneys to investigate the matter End
prepare the necessary documents. Should
'.you wish this office to go ahead with
.'the preparation of the necessary :
resolutions, certificates, notices, etc.,
2 should, in any event, like to discuss,,*
the matter with your "village attorney
before proceeding further.
Will you please advise me your
pleasure in'this matter.
Yours very truly,
[signed] Truman K. Powers
IT WAS" VOTED to refer the matter to the committee on
indebtedness, directing it to report to the January meeting.
13. The Board adjourned until the first Monday in
January.
