ANNUAL ELECTION
At the Annual Election for the Village of Cayuga Heights held,
on the 19th day of March 193ff, the total number of citizens voting
was five.
Dr. C. H. Webster and Dr. A. W. Crowley were elected Trustees
for two years.

1. The minutes of the meeting of March 18, 1935, were read and
. approved.
2. Tohn.W. MacDonald was appointed Clerk of the Village at a salary
of 4300.00 a year.
3. •Cedric H. Guise was appointed Treasurer and Collector of the Village
at a salary of $300.00 a year.
4. 'Carl Crandall was appointed Engineer and Zoning officer for the en-
suing year.
5. Dr. H. H. Crum was appointed Medical Officer for the ensuing year.
6. 'Trustee G. I. Dale was appointed-Acting Mayor in the absence of Mayor
1 Heinicke.

7. IT WAS RESOLVED that the regular meeting date of the Village Board
of Trustees be set as the first Monday of the month at 7:00 o *clock.
8. IT WAS RESOLVED that the Ithaca Journal News be and hereby is desig-
nated as the official newspaper of the Village of Cayuga Heights.

9. IT WAS RESOLVED that the Board of Trustees of the Village of Cayuga
Heights act as the assessors for the fiscal year 1935 -36.
10. IT WAS RESOLVED that the First National Bank of Ithaca be designated
as a depository for the Village funds held by C'. H. Guise as. Treasurer
and Collector of the Village.
11, IT.WAS RESOLVED that the Village bond C. H. Guise as Treasurer and
Collector in the amount of $15,000.00 and that a bond in the National!
Surety Company be approved.
12. IT WAS RESOLVED that Mrs. Harriet M. Libby be continued as Registrar
of Vital Statistics and that Mrs. C. A. Maynard, the assistant Registrar
of Vital Statistics.

13. IT WAS VOTED to receive and file the financial statement of the
Treasurer and Collector. It is filed herewith.at the end Rf these
minutes.

15. IT MAS VOTED that the public hearing on the budget should be hold
on April 29, 1935, from 7:30 to 9:00 and that the Clerk be directed
,to cause to advertise the meeting in the manner required by law.
X16. The Mayor announced the Budget Committee, to consider the tenta-
tive budget as proposed by the previous budget, to be Trustees Dale
and Webster.
17. IT WAS VOTED that the Engineer be authorized to hire William
Barnes for road work during the next fiscal year on a five day a week
at $7.00 per day - $4.00 personally; $3.00 for use of his truck -
and Francis Haskins as a laborer from April 15th for a five day week
at 40 cents per hour.
18. The Clerk was directed to make inquiry as to supplying the Board
with copies of the Village Law.
)19. A letter from Mr. T. T. Newman dated March 25, 1935, was read as
follows:
"Village Board of Cayuga Heights
Ithaca, New York
Attention: Mr. A. T, Heinicke, Mayor.
Gentlemen:
I am glad to know from Mr. MacDonald *s
note that the tender by Mrs. Reynolds and myself
of the lands on the north side of Wyokoff Road,
extending from the Bishop property to Renwick
Drive, as and for a park or playground or what-
ever use the village may see fit to•make of it,
is acceptable to your Board.
I had first intended to make the north
line of the property to be conveyed so as to be
bounded by the south line of Stagg to his south-
west corner; thence southwesterly into the centre
of alittle valley running about 25 feet north of

a large stump with the location of which I think
Mr. Crandall is familiar; thence westerly along the
centre of the valley or approximately so, coming out
on the Renwick Drive perhaps 100 feetnorth of Mrs.
Reynolds' line.
Since there is a fog in the western part of Mr.
Stagg's south line 10* wide at east end and about.
15* at the other, that would make a somewhat crooked
line as Mr. Crandall has suggested to me. I think it
will be more satisfactory to all concerned if I am
permitted to give Mr. Stagg the opportunity to purchase
from me this little fog in order to straighten out his
line, and then we prolong his south line straight through
to Renwick Drive. This takes more of my land north.
of Mrs. Reynoldst parcel; but it would give us a straight
line boundary for the new park; and I would personally
receive from Mr. Stagg $40. which would compensate some-
thing for the additional land I am including.
Before finally settling upon it, I suggest that
you have Mr. Crandall make a map of it (on which he might
locate the stump referred to) showing by special marks or
otherwise the alternative routes.

P. S. - when the map is prepared I can look it over
with you or your representative and also on the ground,
and try to spare all that I can without unduly lessening
the value of my remaining lots on Renwick Heights.
I think it much preferable that, although this land
extends beyond the limits of the village, there should be
but one board of control and that therefore it should be
made a part of the village domain, with the understanding
however that the lands so donated should be available, under
proper regulations, for the use of the residents of Renwick
Heights as well as for those who live within the village
limits; and in return I should suppose there should be no
T070n, County or State tax imposed upon the village because
of such ownership.

20. IT WAS VOTED that the Engineer be directed to prepare a map of the
Newman - Reynolds sandbank property, the subject of the previous letter, the
cost not to exceed $25.00.

21. The'Engineer reported with regard to the progresstof the
negotiations for bus service.

PUBLIC HEARING ON THE BUDGET
and Special Meeting of the
`Board of Trustees of the Village
of Cayuga Heights held at 7:30
P. M., in the VILLAGE SCHOOLHOUSE
on April 29, 1935.

The sidewalk investigation committee, of which A. D. Seymour,
Jr., was chairman, reported, and recommended that the Village of
Cayuga Heights accept the opportunity to obtain federal and state
aid in the building of sidewalks. On motion of Professor C. L.
Durham, seconded by Professor A. R. Reoknagol, the meeting went into
a committee of the whole, and Professor Lewis Knudson was appointed
chairman of the committee of the whole, and John W. MacDonald was
appointed secretary of the committee of the whole.
1. IT WAS VOTED that it was the sense of the committee that it is
desirable that repairs be made to existing sidewalks which, in the
opinion of the Board of Trustees are necessary at a reasonable cost.
2. A motion that the proposed total expenses of repairs should not

exceed $2,000, preferably not more than $750, was withdrawn.
3. A motion that it be the sense of the meeting that if relief
funds could be made available new sidewalk construction should be under-
taken from the south line of the village, on the east line of Cayuga
Heights Road, on the east side of Hanshaw Road to the Ciroile, and on
Upland Road from the school road to Hanshaw Road, such construction not
to exceed $3,000 to the village. This motion was withdrawn.

4. A motion was made thdt all roads suggested for sidewalk improve-
meat in the report of the sidewalk investigation committee be included
and such sidewalks built in the judgment of the trustees and thought
necessary provided that the limitlof cost to'the village of $3,000 be

maintained. This motion was withdrawn.
5. IT WAS VOTED that it be the sense of the committee that a
sidewalk be constructed beginning at the intersection of Hanshaw and
Cayuga Heights Road, on the east side of Hanshaw Road to the Circle, and
on the north side of Upland Road from the school road to Hanshaw Road
to the sohuol}iouse, if possible.
6. IT WAS MOVED that it be the sense of the`committee that'the
sidewalks contemplated on Cayuga Heights Road be built and on Wyckoff
Road. This motion was lost.
7. IT WAS VOTED that it be the sense of the committee `of the
whole that a sidewalk be constructed on Triphammer Road between North-
way Road and White Park Road, eliminating the proposal for a sidewalk
on Cayuga Heights Road.
8, IT WAS VOTED that it be the sense of the committee of the
whole that` all sidewalk construction, improvement and repairs be kept
within a maximum expense of $3,000 of village funds, that the village
should get government help to the maximum, and saving to be applied to

the reduction of the village debt.

9, Professor Robert S. Stevens moved and it was voted that the committee
of the whole rise and report at a meeting of the residents of the village.
10. A motion was made to strike out from the report of the committee of
the whole all recommendations with regard to sidewalk construction on
Hanshaw Road. This motion was carried.
11. A motion was made to strike out all recommendations with regard to
sidewalk construction on any other street as recommended by the committee
of the whole. This motion was carried.
12. IT WAS VOTED that the report of the committee of the whole with
regard to a recommendation for sidewalk construction on Upland Road be
approved. This motion was carried.
13. IT WAS VOTED that.the; village should construct at least a foothpath
on Hanshaw Road,
14. No further consideration of the budget being asked, the public
hearing on the budget was declared closed at 10:15 P. M.

3. IT WAS VOTED to authorize the Clerk to purchase a copy of the
Village Handbook, published by the Village Handbook Company on
approval,
4, The budget committee presented the attached budget of the
village for the ensuing year.
5, IT WAS RESOLVED that the budget recommended by the budget
committee at the meeting held on April 29, 19359 be adopted and the
rate of tar assessment established for the year at 6 mills ($006),

7. The Maypr appointed a committee on the refund of the Indebted-
ness of the village, to consist of the mayor, the treasurer, and
Trustee Webster.
8. There was a disgussion with regard to outstanding accounts in-
cluding water contributions.
9. The engineer submitted a map of the sandbank property offered to
the village by Mr. S. T. Newman and Mrs. M. M. Reynolds. He reported
that a copy had been submitted to Mr. Newman with the request that
Mr, Newman submit an abstract of title and a proposed deed.
iQ. IT WAS VOTED that the report of the engineer be accepted.
11. IT WAS RESOLVED that the engineer should be directed to obtain
bids for surface treatment of roads (Item 5e of the budget) for the
fiscal year March 31, 1935 to March 1, 1936, making his reccamenda.
