The Mayor reported the appointment of the following committee to consider the landscape development of the Village : Profs.R. W. Curtis, Carl Crandall and John Bentley and Messrs. Sherwood Holt, G. W. Hdrrick and J. T. Newman. 5. Mr. Crandall reported that the widening of Cayuga Heights Road was progressing satisfactorily and that the work on the improvement of Upland Road was being progressed in a satisfactory manner. 6. Engineer Crandall was authorized to advertise for bids for the removal of the garbage from the Village of Cayuga Heights for the year beginning October 1st, 1931. Adjourned. Engineer Crandall reported on .the road improvement in the .Village stating that the Cayuga Heights Road and Upland Road improvements were. completed, Cayuga Heights road costing.about;$100.00 more than ' estimated and Upland Road.extras amounting to $200.00.more than the contract. Highland Road from the Circle to the Village.line was 229' recovered to conform with the improvement made by the Town for the extension of that road beyond the Village limits at a cost of about $300.00. Northway hoad has been widened and graded to 24 feet. �4. The following resolution was adopted RESOLVED: That the Trustees'of the Village Board of Cayuga Heights express to Mr. E. A. Dahmen, Engineer of the N.Y. State Highway Bureau, its.appreciation of his efforts in securing the recently applied Retread surface on Cayuga Heights ad and his cooperation with the Village in the matter of widening said Roadif. 5. The matter of the improvement of the culvert on Renwick Drive west of Cayuga Heights Road was discussed and the Engineer requested to place guard posts at the end of the culvert for temporary protection. 6. Engineer Crandall reported that no further action had been taken on the sewer west of Cayuga Heights Road due to the Dall and Baldridge development on Strawberry Lane. 7. The contract with Charles Mosher for the collection of garbage for one year beginning October 1, 1931, at a cost of $2,100. was approved. ' 8. Upon motion duly made, seconded and unanimously carried the following preamble and resolutions were adopted : WHEREAS, heretofore and at a regular meeting of the Board of Trustees of the Village of Cayuga Heights, held on May 25th, 1931, authorization was given the Village Engineer, Carl Crandall, for preparing plans and specifications and for requesting bids for the improvement of Upland Road between the Parkway and Cayuga Heights Road, and . WHEREAS, by action of the Board of Trustees of .the said Village taken at the regular meeting held on June 29th, 1931; contract for said work on Upland Road was aviarded to the low bidder thereon, and WHEREAS, the work above mentioned has proceeded according to the plans and specifications prepared by said engineer, and the said improvement has been completed at a considerable cost to said Village, and WHEREAS, to cover the cost of such improvements the,said Board of Trustees of the Village of Cayuga Heights now deems it advisable- and to the best interests of the said Village.to borrow the sum of $15,000.00 to cover the expenses of said improvements to Upland Road from the Ithaca Savings Bank of Ithaca, New York, on a note or . certificate of indebtedness payable one year from the date of the execution of such temporary note or certificate of indebtedness and bearing interest at the rate of 5,% per annum, and ' WHEREAS, the assessed valuation of the'.property.in said Village is over $2,250,000.00, and existing indebtedness,of 230 the said Village does not now exceed the sum of $58,500.00 which, with the addition of indebtedness herein contemplated, will'not exceed the legal debt limit of the said Village and the loan contemplated herein will not exceed any limit provided by law for said Village. NOW, THEREFORE, BE IT RESOLVED That.the'Village of Cayuga . Heights, a municipal corporation of the State of New York, borrow from the Ithaca Savings Bank of Ithaca, New York, the sum of $15,000.00, which sum the trustees of the said Village deem necessary to pay for the improvements hereinbefore enumerated, interest on said loan to be at the rate of 5% per annum payable semi- annually, and said loan to be due and payable one year from the date of the execution of the said temporary note or certificate of indebtedness, or sooner at the option of the said Village of Cayuga Heights, and BE IT FURTHER RESOLVED That the Mayor execute•for and in behalf of the.said Village, and in its name, the note or certificate of indebtedness of the said Village in the sum of $15,000.00 on the terms as aforesaid, and that the Village Clerk affix the corporate seal to said instrument and attest it, and BE IT FURTIiER RESOLVED That the .Treasurer of the said Village, A. J. Heinicke, is hereby authorized to receive such sum and to give the receipt of said Village therefor, such advance now being necessary, and BE IT FURTHER RESOLVED That'the Treasurer of the said Village is hereby authorized to pay the proper expenses in connec- tion with obtaining such loan from the said Ithaca Savings Bank. I--� Engineer Crandall was requested to make up'and furnish to the Clerk a record of the curb assessments for Upland Road, such assessments to be on the basis of 75¢ per running foot for curb and gutter. 10. A letter from Mr. Jared T. Newman concerning the extension of water, mains of the Village to territory beyond the Village J limits was presented by the Mayor and was referred to the Mayor with power to appoint a committee to consider the matter with the City officials or a committee representing the city, if and when such a committee is appointed by the City. 11. Authority was granted the Engineer to proceed with the re- painting of the street sign posts in the Village. 12. After discussion it was decided that it was advisable to. have an ordinance of the Village,providing for a charge of $5.00 for each street opening for water or sewer connections and the Clerk was requested to have a copy of such ordinance prepared for. discussion at the next meeting.' e I 231' 13. Upon motion duly made and seconded authority was granted the Mayor to purchase for and on behalf of the Village a small wedge- shaped parcel of land now owned by Jared and situated at the corner of Oak Hill Road and Wh++e Park at a cost not to exceed $35.00. .Adjourned. Lights ----------------=---- - - - - -' 198.75 8.75 80.00 FUpon motion duly made and seconded the following preamble esolution was duly passed WHEREAS: At a regular meeting of the Trustees of the Village of Cayuga Heights, held on September•29th, 1930, a resolution authorizing the issuance of bonds or other obligations of the Village to the amount of .$20,000.00 for the purpose of meeting the Villages share of the cost of constructing a sewer system in said Village was duly adopted, and WHEREAS : At the same meeting as aforesaid'a resolution authorizing the borrowing from the Ithaca Savings Bank the sum of $25,000.00, or so much thereof as may "be needed, for the.construction of a sewer system in said Village was duly adopted, and WHEREAS : Pursuant to such - resolutions the sum of $25,000.00 was heretofore borrowed from the Ithaca Savings Bank 6hla;nertificate of ":indebtedness dated October 4th, 1930, and the sum,of $10,500.00 has been borrowed from said Ithaca Savings Bank on a certificate of indebtedness dated October 4th, 1930, and WHEREAS : Both the aforenamed certificates of'indebtedness v+ereddrawn for the term of.one year and such term of.one.year; has now expired, and WHEREAS : It now appears that it is to the .best interests of the said Village of Cayuga Heights to renew the `said certificates f� a term of one year. J 1.233 NOW THEREFORE BE IT RESOLVED That said Certificates of Indebtedness herein described, be renewed for a.period of one year from the date of October 4, 1931, and that the Mayor execute for and on behalf of said Village and in its name, the necessary instrument of renewal or extension of said Certificates of Indebtedness and that the Village Clerk attest said instrument and affix thereto the corporate seal of the Village. Y 4.— November 17th from four P. M. to eight P. M. was fixed as the date on which the Trustees o£ the'Village would meet at the School House in said Village for the purpose of hearing the complaints as to assessments made. 5.. Upon motion duly made and seconded it was RESOLVED : That.the assessments for the curb and gutters on Upland Road shall be due and payable up to January 15, 1932 without extra charge. After that date 5% interest will be charged on all unpaid balances; that these assessments may be paid in three equal Installments if so desired and that.notices to that effect be seld ,to the property owners along said Upland Road. 6. An ordinance concerning the opening of streets and public rights of way for the installation or maintenance of service pipes' was discussed and the Clerk requested to prepare an ordinance for consideration at the next regular meeting. 7. A letter was received from Mr. E. A. Dahmen expressing his appreciation of the resolution passed by the Board concern- ing his co- operation in the resurfacing of Cayuga Heights Road. / 8. The Mayor read a letter from Mr. Jared T. Newman concerning the extension of water mains beyond the limits of the Village and upon motion duly made and seconded it was RESOLVED•: That Mr. Newman be requested to furnish the Board with detailed information concerning the extension of his anticipated development beyond the northerly limits of the Village, giving the size of the water mains intended to be installed, the number of running feet of said water mains, the humber of persons it is expected to'serve, the number of fire hydrants expected to be installed and the highest and lowest elevations to be served from the mains proposed to be installed. 9. Engineer Crandall was requested to make a survey of the present water system in the easterly section of the Village and to furnish a report to the Trustees concerning the.size of the mains, the number of persons served from such mains and the fire . fighting pressure on the hydrants in this section of.the•Village. ' 10. The Mayor was authorized to appoint a committee of three of ✓ . which the Village Engineer was to.be a member, to consider the . 234 0 question of installing ,a water main on Triphammer Road. The Mayor named Messrs. Hagan, Simmofts'and Crandall as the members of this committee. 11. Upon,motion duly made and seconded it was, RESOLVED: That until further action by the Board the regular monthly meeting of the Board of Trustees of the Village of Cayuga Heights shall be held-in the school house in said Village on the evening of.the third Tdesday of each month. M. and after due considera- tion the assessment roll for the year 1932 -33 was completed.and ratified and turned over to the Clerk of the Village for filing in his office. A request received for the installation of an additional streeMn Wyckoff Road. After discussion action on this request was deferred. S.
