1. The minutes of the lest regul'ar.meeting ; of the Board were

2. Engineer Carl Crandall reported that the ouestion of the water
pipe on Wyckoff.Road objected to by-the City of Ithaca had:been taken
uu -with Prof.,Sawdon. who was to investigate the matter'and.see.if
permission had been granted by,the. city:- "-

7. The following resolution was adopted relative to the permission
for extension of water mains requested by Charles A. Blood and Jared
T. Newnan
WHEREAS: Charles H. Blood.has presented a request for permission
to extend the water mains supplying the,gcorporate limits of sair1
Village ltim[kks, to wit : By laying mains north from Renwick Drive to
Remington Road along the new road built by the said Charles H. Blood
to the west of Cayuga Heights Road, and
WHEREAS: Jared T. Newman has requested perj on to extend the
water mains supplying the said Village of Cayugghts to points to
the north of the corporate limits of said Villato wit : Along
the extension of Highland Road from the propert owned by Professor
W. C. Muenscher to the northern terminus of the Highland Road
Extension; the extension of the High Gate main Remington Road
northerly and westerly to its intersection with High Gate road
main, and a connection running southerly from tesent northern
terminus of the Berkshire Road main at its intetion with Cayuga
Heights Road either along Cayuga Heights Road tnect with the
Cayuga Heights main at the Arthur Tremaia lot, oong a new road
now contemplated to join the north end of Berks.Road with the
north end of the road running from Renwick Driv Remington recently
constructed by Charles H. Blood, and

6. It was voted to request a report from the City

7. The following resolution was adopted relative to the permission
for extension of water mains requested by Charles A. Blood and Jared
T. Newnan
WHEREAS: Charles H. Blood.has presented a request for permission
to extend the water mains supplying the,gcorporate limits of sair1

to the west of Cayuga Heights Road, and
WHEREAS: Jared T. Newman has requested perj on to extend the

WHEREAS: AN agreement was heretofore and on the 5th day of
February, 1925, entered into between Charles H. Blood and Jared T.
Newman as parties bf the first part, and the Village of Cayuga
Heights as the party of the second part, containing'_ampng : others.:the
following provisions
IfFIRST: The parties of the first'part hereby remise,
release, grant, sell and convey to the parties of the second
part all their right, title and interest in and to all the
pipes, mains, valves, cut -offs, hydrants and other appurtenances
now constituting the water system within the corporate limits
of the Village of Cayuga Heights, to have and to hold said
water system unto the parties of the second part, their
successors and assigns forever, except as provided in the
paragraph of this agreement marked 'Seconds.
SECOND : If, after the making of ^this agreement the
Village of Cayuga Heights shall be incorporated into and
become a part of the City of Ithaca, the conveyance of the
said water system, hereinbefore made, shall become null and
void and the title to said water system and all additions
thereto made by either of the parties of the first part
within the public highways of the said Village shall vest
-in the partl0s of the first part, their heirs and assigns.
THIRD : It is understood that at the time of this
agreement there are water mains running through the streets
of the Village and extending beyond the Village limits to
.ands owned by the parties of the first part, and each of
them, and that subject to such regulations and limitations
as the City of Ithaca may prescribe, the parties of the
first part, and each of them, their heirs, representatives
and assigns, including all their present and future grantees
to whose lands such water benefit is appurtenant, may continue
to enjoy the benefit without charge or hindrance by the parties
of the second part, excepting such reasonable regulations to
be complied with by the users as may be imposed upon the
residents of the Village, and may take such extensions and
such additional connections necessary for the development of
their lands north and west of the Village as may be authorized
by the City of Ithaca", and
WHEREAS: The Village of Cayuga Heights, through and by its
Board of Trustees, and Charles H. Blood and Jared T. Newman have
agreed that hereafter each application for extension of the water
system beyond the corporate limits of the Village, should and, will
be decided upon its merits, considering the effect on the Village
water supply, the welfare and protection of the residents of the
Village, the interests of persons whose lands outside the corporate
limits of the Village are served by the water system and the
convenience and equity of the applicant, and
WHEREAS: The Trustees of said Village deem it expedient to
avoid future controversies with reference to applications for such
extensions based upon the rights claimed to have been reserved unde
the afordmentioned agreement,

NOW THEREFORE, BE IT RESELVED : That the said application of
Charles H. Blood for the extension of the water mains to the north
and west of the corporate limits of the.Village and the said applica-
tion of Jared T. Newman for the extension of said water mains to the
north of the corporate limits of said Village,-.be granted as requested
by them, PROVIDED HOWEVER, that the said Charles H. Blood and Jared
T. Newman shall execute and deliver a release to the Village of
Cayuga Heights in the following form :
KNOW ALL MEN BY .THESE PRESENTS That we, the undersigned Charles
H. Blood and Jared T. Newman, of the City of Ithaca, County of
Tompkins and State of New York, do, in consideration of permission
granted us by the Board of Trustees of the Village of Cayuga Heights,
to extend the system of water mains serving.said Village to points
beyond the corporate limits thereof, and in pursuance of an agree
ment entered into by and between the said Charles H. Blood and Jared
T. Newman as parties of the first part, and the Village of Cayuga
Heights as party of the second part, we, the said Charles H. Blood
and Jared T. Newman do hereby release all rights and claims reserved
by us or either of us in the paragraph marked I'Thirdll of a certain
agreement entered into and executed by the said Charles H. Blood and
Jared T. Newman as parties of the first part, and the Village of
' Cayuga Heights as party of the second part, on or about the 5th day
of February, 1925, wherein the said Blood and Newman reserved the
privilege of making extensions to the mains of the water system
supplying the Village of Cayuga Heights.
FURTHERMORE, We, the said Charles H. Blood and Jared T. Newman
do hereby release all rights and interests in and to all the pipes,
mains, valves, cut -offs, hydrants and other appurtenances constituting
the water system within the corporate limits of the Village. of Cayuga
Heights, installed by us or either of us as reserved to us by the
paragraph marked t?Second" of the agreement hereinbefore referred to
and entered into on the 5th day of February, 1925, unless the Village
of Cayuga Heights shall be incorporated into and.become a part of the
City of Ithaca during our respective lives, and then and in that
event the right of re -entry or reverter reserved by the said paragraph
marked T'Second" shall, if it accrue and is exercised, give us only a
life use in and to that portion of the water system and mains
installed by us or either of us, and heretofore conveyed by us to the
Village of Cayuga Heights.
THIS AGREEMENT shall extend to and bind our heirs, executors
or assigns.
IN WITNESS IMREOF, We have hereunto set our hands and seals
this day of 'in the year 1931.
8. The Mayor presented a letter from Prof. J. H. Tanner requesting.
' permission to change his house number from 108 to 104 and.the Mayor was
authorized to advise Prof. Tanner that there was.no objection on the
part-of the Board to the making of this change..

9. The Clerk was authorized to make such expenditures as may be e
found necessary for preparing a record of the sewer assessments and
collections.
10. It was
RESOLVED: That the sewer assessments for the construc-
tion of the new sanitary sewer system as hereafter may be established,
shall be due and payable coincidently with the Village tax, that is,
the first payment shall be billed with the Village taxes and shall
be due between June 15th and July 15th and all unpaid balances after
July 15th, 1931, shall bear interest at,K, the last installment to
be due not later than July.15th, 1933.

Special Meeting of the Board of Trustees
of the Village of Cayuga Heights held
on Monday, February 16th, .1931 for
the purpose of approving sanitary
sewer assessments and such other
actions•as may be necessary in
connection with the.new sanitary
sewer system.

1. A list of assessments levied in accordance with the action taken
by the Board of Trustees held on the•30th day of June, 1930, were
approved and it was
RESOLVED : That notice be served on each resident of the
Village against whom an assessment has been made for the
new sewer system, and that ,a public hearing on such assess-
ments be held at.the School House in.the Village of Cayuga
Heights on the_23rd day! of February, 19311,6t 7:30 P.M.;
for the purpose of hearing and determining such complaints
as may at that time be presented.
2. It was
RESOLVED That 25% of the 'net. cost of the sewer
constructed by Messrs. Blanche, Wanzer, Crandall,.;Smart., '
Pratt, .Maynard and Walters be rebated to these residents.
in consideration of their "turning over _to the Village of

and to the private sewer constructed by them, and it
was

FURTHER RESOLVED,: That the minimum assessment
of $125.00 be levied against E.•H. Kennard, C. H.
Myers and J. E. Boyle inasmuch as they had connected
with the private sewer construction by the above named
residents at a cost of $75.00 each, and that an assess -
ment_of $$50.00 each be made against these residents
to bring the total of their cost up to the minimum
charge of $125.00.
3. It was
RESOLVED : That Engineer Carl Crandall be instructed
to proceed to secure the rights of way, finish plans and
secure bids for the construction.of the sewer work west
of Cyauga Heights Road as soon as work may be begun in
the Spring of 1931.
4. It was
RESOLVED :.That where parties outside the Village
limits can connect directly.into the sewer main without
' the expense of constructing any additional main line
sewer, a.flat charge of $150.00 per connection, plus
the.established fee of $12.00 per year to the - Village
and plus the established.fee.of $15.00 per year to
the City be made.

1. The regular meeting was preceded by a meeting.for.the hearing
of complaints in connection with the assessment for-the new sanitary
sewer.
' 2. The minutes of the last regular meeting of the Board'and ofcthe
special meeting held on February 16th, 1931; were read and approved.

3. It was
Resolved: That in.the event..the territory lying outside
the northern corporate,limits,of the Village is brought.within.the
Village the assessment of.each'user of the-.sewer now located outside
the Village should._be raised to.a'minimum of at least:.$l25:00.each.
4. Pursuant to the action taken by the'Board at the Spacial meeting
held on February 16th, last, it was
f RESOLVED 6 That the sum of .372:15 be paid to Elmer H..
Wanzer as'the representative of the owners of the private:sewer constructed
along the southerly end of Cayuga Heights.Road, which'seweir has been
released and conveyed to the.Village of.Cayuga.Heights , in consideration of
the above mentioned payment, it being understood that no rebate shall be
made to the owners of the sewer to such.an.extent.that. the cost to them
will be less than $125.00 each.
5. After discussion of the complaints presented the assessments for
the new sanitary sewer system were,adopted and established as listed on
the official list of such assessment'signed by the.Trustees and *filed
in the office of the Clerk.
6. The following bills were approved. and ordered paid

9. The Mayor was authorized to appoint a,nominating,committee ; to
prepare a slate of.officers to be elected at,the'next'genera1 election'
for the Village.,
10. It was
RESOLVED That a meeting of the residents of the
Village be called f6r 7:30 P. M. 'on Monday, March 9th, 1931.

RESOLVED: That the annual election . for the Village of
Cayuga Heights shall be held in the public school house in said Viilage
on the 17th day of March, 1931, and that the polls for;such election -
shall be open from four o'clock in the afternoon of that day until eight
o'clock in the afternoon thereof.

9th, 1931.

The meeting was called to order by Mayor Maynard at 7:40 P. M.
The Mayor was appointed as Chairman of the meeting.
1:;. The nominating committee reported the nomination of E. H. Wanzer,
R. S. Stevens, C. J. Kenerson and Dwight Sanderson as candidates for
the position of Trustee for a term of two years; two to be elected.
These nominations were approved and adopted.,

Gof 3 . Village Engineer Carl Crandall gave a report on the construction
he sew er stating that there were about six miles of sewer in the
a'ge.
4. It was moved and carried that the Mayor appoint from-the
residents present an informal committee to interview the,group of
residents living adjacent to and outside the northern corporate limits
of the Village with a view to obtaining their attitude toward joining
the Village and report its findings to the Board of Trustees of the
Village. Charles H. Newman was appointed Chairman of.this committee
and A. B. Recknagel and Mrs..John Bentley the other members thereof.
5. There was considerable discussion relative to the advisability
of the Village joining the city, but no action taken. .
