1. The minutes of the last previous meeting were read and approved.
2. L. N. Simmons was appointed Clerk of the Village for the ensuing year.
3. A. J. Heinicke was appointed Treasurer for the ensuing year.
4. "Professor Carl Crandall was appointed Engineer for the Village for
the ensuing year.
5. J. J. Dall, Jr., was appointed Acting Mayor for the ensuing year
in the absence of Mayor Maynard.
6. By unanimous action of the Board the Clerk of the Village was

voted a salary of $300.00 a year.
7. The Clerk was requested to check up on the requirements of a
Registrar of Vital Statistics for the Village and report at the next
meeting of the Board.

11. Engineer Carl Crandall was authorized to make the same arrange-
ment with Wm. E. Barnes for work on the streets and for the Village for
the Summer of 1930 As was in existence for the previous year.
12. Engineer Carl Crandall reported that his estimate for curbing
and resurfacing Upland Road from the Parkway to Cayuga Heights Road was
$20,000.
13. Engineer Carl Crandall was authorized to expend not to exceed
$3,500. on the miscellaneous repairs of the streets of the Village for
year 1930.
14. The Clerk was requested to take up with the Town of Ithaca the
question of repairing or resurfacing Triphammer Road on that portion
running along the easterly boundary of the Village of Cayuga Heights.
15. A committee composed of Trustees Dell and Hagan and Treasurer
Heinicke was appointed for the purpose of formulating a budget for the
year 1930 -31 and it was resolved that the public meeting for the
discussion of said budget shall be held at 7:30 P. M. on the 28th day
of April, 1930, at the School House in the Village of Cayuga Heights.
16. It was
RESOLVED : That the Ithaca Journal News be and hereby
is designated as the official newspaper of the Village.
17. It was
RESOLVED : That the Board of Tru tees of the Village
act as the assessors therefor for the fisca -l- year 1930 -31.

4. After due consideration of the budget hereinbefore adopted
the Village tax levy for the year 1929 was established at 6j mills
for each dollar of assessed valuation of real property in said village.
5. Engineer Carl Crandall reported that he had received from the
New York State Department of Health an acknowledgment of the xeceipt
of the sewer plans for the Village but that the said plans had not

T f 6. A committee consisting of Trustees.Wanzer and Dall was appointed
to consider and report with recommendations on the method of assessment
to be employed in assessing the owners of property in the Village for
,,--their proportionate share of the cost of the new sewer construction.
7. It was
RESOLVED That the Clerk prepare and sent to each
tax payer of the Village a tax bill showing the amount
of the assessed valuation and the amount of the tax due.

8. Authority was granted the Clerk to have necessary tax
bills printed.
9. Engineer Carl Crandall was requested to make an estimate on the
cost.of repairing and improving Triphammer Road for that portion
extending along the eastern boundary line of the Village.
10. Engineer Carl Crandall was authorized to enter into negotiations
with Cornell University for permission to install the necessary underground
sewage pumping station on the property of Cornell University lying west
of Renwick Drive.

4. The Mayor announced that he had appointed Mrs. Harriet M.
Libby, Registrar of Vital Statistics, for the Village of Cayuga
Heights beginning June 5th, 1930.
5. A petition from Mrs. Anna M. Patch to the Board of Trustees
of the Village of Cayuga Heights was presented requesting that the
northerly portion of Sunset Drive be opened and restored to its
former condition.
After discussion the Mayor was requested to advise Mr. and
Mrs. Jojm P. Young that Sunset Drive was a public street of the
Village of Cayuga Heights and that complaint had been made against
their closing of the northerly portion thereof. The Mayor was directed
to inform Mr. & Mrs. John P. Young that it is the order of the Trustees
of the Village of Cayuga Heights that Sunset Drive be opened and restored
to its former condition as a public street of the Village, its full
length and width as conveyed to the Village by Mr. Jared T. Newman for
public street purposes.
6. Authority was granted Engineer Carl Crandall to proceed with the
resurfacing of Highland Road at a cost not to exceed $1,000.
7. An appropriation of $250. was made to be paid to the it of
Ithaca to assist in the establishment of an effective cont .� and
around Ithaca.

8. The matter of the extension of water mains in the territory
north of the Village of Cayuga Heights was discussed and it was
RESOLVED : That the Board of Trustees of the Village.
of Cayuga Heights does not favor any further extension of the
water mains which will impair the present supply and service
to the Village, and the Board is of the opinion that any
further extension of these mains to the northward without
provision for a standpipe or other means of storage would be
detrimental to the inhabitants of the Village.
9. It was
RESOLVED : That the bond of the Treasurer of the Village
shall be reduced from 102000.. to..$5,000.
10. Upon recommendation.of the Zoning Board of Appeals it was
RESOLVED : That the last paragraph of Section 9 of the
Zoning Ordinance be amended to read as follows : Motice of
the hearing of any such appeal by the Zoning Board of
Appeals shall be given not less than ten days in advance of
any such hearing. Such notice shall be given by publishing
the :same twice in one week in the Ithaca Journal News or
other newspaper published in the City of Ithaca, New York,
and by posting notices of such hearing in at least three
public conspicuous places in said Village, and by notice
duly mailed postpaid and addressed to the party or parties
from a pealin -such order, requirement, decision or determination
o suc oning Office."
11. Upon motion duly made and seconded the following ordinance
was passed :
The owner of any premises in the Village of Cayuga
Heights is hereby required to keep his premises in a
sanitary and sightly condition, free from rubbish,
and to cut all grass and weeds growing on said property
at least once between June 1st and June 15th, and at
least once between July 15th and August 15th of each year.
if said owner or occupant shall fail to comply with the
requirements herein specified the Board of Trustees of said
Village may cause such work to be done and assess the
expense thereof upon the owner or occupant of such premises.
12. A report was received from Engineer Carl Crandall in which he
stated that the total length of Triphammer Road along the easterly
boundary of the Village is approximately 4,500 feet, and that the
travelled width of the road was 21 feet. He estimates that the
construction of a gravel road without concrete curb or gutter would
cost about $23,000. This would include necessary grading and an 8 to
10 inch layer of gravel rolled and oiled. If a concrete road of the
same width was built, tie cost would be about $43,000.

13. Engineer Carl Crandall reported that sewer plans had not as yet
been approved by the Public Health Department of the State and that they
required the installation of about fifty more manholes in the system than
had originally been provided for. He stated that he had corrected the
plans according to their request and was now awaiting definite action
y'them on the corrected plans. f

1. This meeting was called for the purpose of discussing informally
the legal phases of the questions involved in the building of a sewer
system in the Village of Cayuga Heights. C. Tracy Stagg was present _i
and discussed at length the problems involved.. --
It was informally determined that 25% of the cost of the sewer
should be borne by the Village and 75% of the.cost thereof should be
charged directly against the property owners. The assessment for the
75% to be determined on the average cost of the sewer and on the average
width of lot in accordance with the suggestions contained in a report
by Trustee J. Dall, Jr. and Elmer H. Wanzer.
2. Engineer Carl Crandall stated that he expected to have the approval
of the State Department of Health to the sewer plans within a very
short time.
3. C. Tracy Stagg as Attorney for the Village was authorized to
prepare the necessary resoltuions for adoption by the Board of Trustees
to comply with the requirements of the Village Law for the construction
t of a sewer system.

1. The following resolution was passed :
RESOLVED : That the next regular meeting of the
Board of Trustees of the Village of Cayuga Heights
shall be held at the School House in said Village on
June 30th at 7:30 o'clock P. M. and that hereafter
the regular meeting of the Board of Trustees of said
Village shall be held on the last Monday of each month
at the same place and time as heretofore, unless other-
wise provided by resolution duly adopted by the
Trustees of the Village.

resolution was duly adopted

ITRESOLVED.: Whereas; there have heretofore been prepared
by authority of the Board of Trustees of the Village.of
Cayuga Heights, New York, map and plans for a comprehensive
sewer system for said Village; and
Whereas, said map and plans were filed in the office of
the State Commissioner of Health on the 23rd day of,June,
1930, and-approved by said Commissioner on said date, and
were filed in the office of the clerk of the Village of
Cayuga Heights, on the 26th day of June, 1930;
Whereas, on the 23rd day of June, 1930, the said Commissioner
of Health duly issued his permit to discharge the sewage efflunt
from such proposed comprehensive sewer system into the waters
of Cayuga Inlet after passing through the sewer system and
sewage treatment works of the City.of Ithaca, which said permit
was recorded in the office of "the clerk of the County of "Tompkins
on the 27th day of June, 1930;
NOW THEREFORE, BE IT,RESOLVED : That the sewer system shown
on said map and plans be constructed at the.joint expense of
the Village of Cayuga Heights and of the property benefitted.
that the whole system shown on said.map and plans shall be so
constructed; that the. "estimated maximum cost thereof is the
sum of $80,000; that 25 percentum of-the expense thereof shall
i be assessed upon the Village at large and 75 percentum of the
expense thereof shall-be assessed.upon the property,benefitted.
3. RESOLVED Whereas a resolution has,been duly adopted.by the Board
of Trustees of the Village of Cayuga. Heights., New York,`providing
for the construction,at the joint expense of.the Village and of.the
' property bene£itted of.the sewer system shown on the map and plans.
thereof heretofore'prepared by authority of the Board of.:Trustees
of said Village, filed in the office of State Commissioner. of

him on said date and filed in the office of the Clerk
of the Village of Cayuga Heights on the 26th day.of
June, 1930; the estimated maximum cost of such sewer
system being the sum of $80,000.;.25 percentum'of .the,.
expense thereof to be assessed upon the Village.at
large.and 75 per, centum of the expense thereof sto.be
assessed upon the property benefited;
NOW THEREFORE, pursuant to the provisions of Sec.
129 of the.Village Law of the State of.New York,.be it
RESOLVED:..(1). That there be and hereby is appropriated
the sum of ,$20,000. or so much thereof as may be required,
for the purpose of paying the Villagers share of the cost
of constructing the sewer system referred to in the preamble
of this resolution.
(2) That the Village of.Cayuga Heights issue at one
time, or in installments, bonds, or other obligations of
said Village., for the purpose of meeting the :Village's
share of the cost of constructing such sewer,.system.in the
maximum amount of $20,000.
(3). That the probable 'life of such sewer system is the
term of thirty years.
(4) That,all other matters with respect to the issuance
of such bonds or other obligations be determined by subsequent
resolution or resolutions of this Board.
4. RESOLVED That Engineer Carl Crandall be and hereby is
authorized to publish the necessary requests forbids for the
construction of the.new sewer system for the Village of Cayuga
Heights in accordance with the plans and specifications prepared
by him and approved by the Public.Health Department of the State
of New York, it being understood that the specifications shall. New,
York, provision that the construction of the sewer system is
subject to the result of a permissive referendum.which may be
demanded by the voters of the Village..

7. The report of Engineer Carl Crandall, together with plans for
the improvement of Upland Road from the Parkway west to Cayuga Heights
Road were received, showing the estimated cost to be $18,590. This
report was received and placed on file.
8. A letter was received from Prof. W:. M. Sawdon concerning the
extension of,water mains beyond the limits of the Village, and the
following resolution was unanimously adopted :
RESOLVED : That the Board of Trustees of the Village of
Cayuga Heights does not favor any further extension of water
service outside the limits of the Village where such service
will utilize the Village mains as part of the distributing
system, as the Board is of the opinion that any further.service
outside the Village, without additional storage facilities, will
be d6stikimental to the convenience, welfare and protection of the.
residents of the Village.
