HomeMy WebLinkAboutReg Mtg. Minutes 3/15/1985MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held March 15, 1985 at 7 :30 p.m. in the Village Hall. PRESENT: Mayor F.G. Marcham; Trustees Ronald Anderson, James Bennett, Wayne Fleming, Marian Kira, David Pimentel, Pblice Chief Harlin MCEwen, Fire Chief Francis Miller. OTHERS PRESENT: Jeff Silber, Bill Camp, Bart Conta, Jane McCarthy. ABSENT: Trustee Philbrick, Attorney Sovocool, Treasurer Wheeler, Engineer Rogers. Mayor Marcham called the meeting to order, welcoming Wayne Fleming as new Trustee to the Board. Motion made by Trustee Bennett, seconded by Trustee Kira: VOTED to approve the minutes of a. regular meeting and Public Hearing held February 15, 1985 as previously furnished Trustees in Xerox form. Trustee Anderson Voting Yes Trustee Kira Voting Yes Trustee Bennett Voting Yes Trustee Pimentel Voting Yes Trustee Fleming Voting Yew Motion made by Trustee Pimentel, seconded by Trustee Anderson: VOTED to approve the Abstract of Audited Vouchers dated March 15, 1985 in the following amounts: General Fund 419, 480.76; Sewer Fund - $15,567.52. Trustee Anderson Voting Yes Trustee Kira Voting Yes Trustee Bennett Voting Yes Trustee Pimentel Voting Yes Trustee Fleming Voting Yeg Mayor Marcham gave his report and placed it on file in the Village Office. In connection with the request for monetary support.of the Tompkins County Area Development Corporations's fund drive, Tuustees agreed that although it would be appropriate for the Village to participate, they wished to have more information „and instructed the Mayor to write Mr. Van Houtte, President of the Corporation. Mayor Marcham referred to an announcement from the Tompkins County Youth Bureau stating that Division of Yotith funds are still avails le to Tompkins County for the balance of 1985 and these funds are being offered as mini- grants to stimulate new or expanded programs. In order to be eligible to request funds, 59% of the total cost of the project must be provided in matching funds by the municipality. It was suggested that if the Community Association has a need for the funds and is willing to provide 50% of the cost of the project, the Village will agree to submit an application in its behalf. Fire Chief Miller presented his report which is on file in the Village Office. Jeff Silber, member of the Cayuga Heights Fire Department, spoke briefly about the plan of the Rescue Squad to hold a simulated emergency drill to take place in early May some- where within the Fire District. Chief Miller stated he had cleared it with Bill Scott of the Ithaca Agency and was assured by him that there would be no problem from the stand- point of insurance coverage so long as those participating are members of fire depart- , ments which save insurance coverage. Details of traffic control will be worked out with the Police Chief. Chief Mc Ewen commented briefly about the new agreement which has been signed between the Town of Ithaca and the SPCA for dog control services and stated he will study the contract with the Attorney and will report to the Board if the contract is not in order. IJ Minutes of Regular Meeting - 3/15/85 Continued Forester Pimentel reported that he had received a letter from William Herbster of 903 Wyckoff Road in which he stated that six pine trees in Sunset Park (on Village property) are obstructing his view of the lake and suggests action be taken on one of the following- 1. cut down all six trees, or 2. remove two trees and take 10' off the tops of the remaining four at Mr. Herbster's expense. The Board agreed to wait unitl the trees in the area leaf out before taking action on Mr. Herbster's request. In connection with a request from Molly Shoemaker for Board permission to hire two teens for work in the Community Center under the Youth Bureau's Summer Jobs Program, question arose as to whether the recent Supreme Court ruling that municipalities must abide by the minimum wage law would apply in this situation. The Board granted per- mission to the Association for the hiring of two teens with instruction to investigate the minimum wage question. Motion made by Trustee Bennett, seconded by Trustee Kira: RESOLUTION 3574 - SET DATE FOR ANNUAL ORGANIZATION MEETING AND PUBLIC HEARING RE TENTATIVE BUDGET VOTED to hold the Organization Meeting on Monday, April 1, 1985 and the Public Hearing on the 1985 -86 Tentative Budget for the same evening at 7.:30 P.m.
