Sidewalk Committee Meeting, Monday, June 4, 1964

Present; Mayor'F.G. Marcham, Trustee Philbrick, Attorney Sovoccol, Engineer
Rogers.
Summary:
It was agreed that alternatives should be presented to the Board. Each member
of the committee expressed his ideas and concern as to how, when, and where
sidewalk maintenance and construction of new sidewalks should take place.
Financing was the first subject addressed. The concensus of opinion was that
the committee should recommend that all maintenance costs (i.e. clearing of ice
and snow, patching tomake safe, resurfacing entire lengths for reconditioning)
should be paid 100% by the Village out of the General Fund raised by real estate
taxes. Financing of new sidewalks was discussed. Alternatives of 100% financed
by the Village, 100% by abutting property owners, and division of cost between
the two were suggested. No definite conclusion was reached, but some division
of costs between the Village General Fund and abutting property owners seemed to
be the alternative the committee favored.
The pros and cons of the two types of sidewalk, portland cement concrete and
asphalt, were presented. Cost and personal preference of individual residents
on an appearance basis were two main points. The problem of one type of sidewalk
adjoining a different type was noted.
The total cost to the Village, the effect on the tax rate, a special bond issue,
and number of years over which the cost should be spread were all discussed.
the meeting was adjourned with the intent to meet again as soon as possible.
