REPORT OF ENGINEER

PERSONNEL
The adopted sick leave policyof the Village for the Public Works personnel in-
corporated the plan to purchase Disability Insurance to cover employees with
part salary for a six months' period after he ran out of sick leave and vaca-
tion. As of now, Disability Insurance is not in effect. It is assumed that
the Board would provide the same benefit to a disabled employee as the Disability
Insurance would provide, from Village funds /should an employee have a long term
disability before insurance can be obtained. The record should show the Village
intent to "self- insure" until Disability Insurance can be obtained.
ROADS
A road program is being developed for 1984 -85 The plan includes removal of
the top six inches of Iroguois Road with a milling machine and repave using the
salvaged material plus some added asphalt plant mix. The curbs on this road
are in bad condition and it looks, at this point, like they should be abandoned
and removed.
SIDEWALKS
A special request of Trustee Philbrick for investigation of a sidewalk -path along
Pleasant Grove Road was acted upon.

A meeting of the Public Works Committee was held February 12 to consider a pro-
posed budget for 1984 -85.
SEWAGE TREATMENT PLANT
Advertisements for bids for Procurement of one Belt Filter Press and Sludge Con-
veyor have been sent out. Bids for the Belt Filter Press will be opened at
2:00 p.m., February 16, 1984 and for the Sludge Conveyor at 2:00 p.m. February
21, 1984.
REPORT OF ZONING OFFICER
No Zoning Permits were issued during the past month. Two road opening permits
were issued to NYSEG for gas service installation.
The Zoning Officer has met with Fire Inspector, Gene Dymek, to formulate plans
for the enforcement of the State Building Codes that became effective Jan. 1, 1984.
An inventory inspection of the Mobil Stop IN Shop was made by the Zoning Officer
on 1- 25 -84. There were a number of items offered for sale that are not permitted
under the pending agreement, as the agreement with J.F.J. Enterprises has not been
as yet put in final form and accepted by the Board. No action was taken on the
items offered for -sale.

The proposed agreement has been rewritten by the Zoning Officer and is submitted
to the Board for final approval. It is proposed that after Board approval, the
Village Attorney check the agreement for legal language and the agreement,.be
sent to J.F.J. Enterprises as a finished document for their signature; not asking
for their ideas or changes. If they'do not return the signed agreement within 15
days, the amended permit will be issued under the terms of the submitted agreement.
The Zoning Officer then can enforce the permit.
If we do not act in this ways negotiations, legal consultations, discussions, re-
quests, etc. will go on for another year.
Lagrand Chase has requested permission to combine his property at 2 Pleasant Grove
Lane with the adjacent lot to the south - 178 Pleasant Grove Rd., remove the
existing house at 178 Pleasant Grove Rd., add to his house at 2 Pleasant Grove Lane
including a large garage.across the property line between the two properties, and
to use the driveway of the house at 178 Pleasant Grove Rd. for his driveway at 2
Pleasant Grove Lane. It is the opinion of the Zoning Officer that the overall
effect would be advantageous to the Village and permission should be granted.
Architect Temple has submitted a proposed, revised development plan for the Belcher
property west of Route 13. He will appear at the Board meeting.
