HomeMy WebLinkAboutAnnual Report of the Village Engineer 2/21/1984ANNUAL REPORT of the VILLAGE ENGINEER February 21, 1984 SIDEWALKS There are 7� miles of sidewalk in the Village. The average age of these walks is about 50 years. One- fourth of all sidewalk areas needs repair or replacement. Tbmporary repairs to the walks has been accomplished with asphalt concrete patching to make the walks safe. A complete repair of all walks will cost up to $100,000 deoendinq on the Board of Trustees policy. The Village unlike most municipalities maintains sidewalks (snow removal - repairs surfaces) out of Village general funds. There have been requests for sidewalks to be built along Village streets where pedestrian and vehical traffic are the heaviest. There are 41� miles of needed side- walks which, if built of portland cement concrete, could cost $360,000. A matching funds grant from the County was used this summer to clean streams of dead trees, brush and accumulation of rocks that, if left in the bed, could have blocked road culverts and caused flooding. PERSONNEL The Board has acted to add Mr. Charlie Purcell, a part time employee, to the regular Department of Public Works crew which now consists of one foreman, two senior mechani- cal equipment operators, three mechanical equipment operators, one mechanic, and three laborers for a total of ten employees. The average length of time with the Village for these men is ten years. ICE AND SNOW CONTROL The D.P.W. road snow removal and ice control system with different amounts of salt and "grits" is working well. There are problems in removing snow and ice from sidewalks. It is most difficult to plow the walks before they are walked upon which makes it impossible to scrape off the snow. The packed snow then turns to ice. The Village does not have equipment to remove ice from walks, and to keep from damaging adjoining property, it has not gone to a policy of using salt on walks. VILLAGE BUILDINGS The Village Hall had all floors refinished during the past year. Cracked and broken slates on the roof were replaced. Exterior stone was repointed in areas where 50 years of weather had taken their toll. Flashing, gutters and downspouts were replaced. This sprinq the interior of the Village Hall is scheduled for painting The Village Fire Station roof was temporarily repaired and pointing of the top courses of block were completed. All flat roofs of the Station are scheduled for replacement next year. The Village Central Garage has had a new, large overhead door replaced, added insulation and access door added during the last year. Annual Report of the Engineer, page 2 2/21/84 WATER LINES The Village owns and maintains its water mains and laterals. The individual services (the water pipe from the main in the street to the house) is the responsibility of the property owner. Bolton Point Water Commission acts as agent for the Village in working on water lines so that purity of the water will be insured. The Village crew works with Bolton Point men in replacement of damaged valves and lines. ROAD PROGRAM The program of road repairs for the current year has been completed well within the budget. For 1984 -85 the following roads are scheduled for repair: Spray Patching: Cayuga Heights Road (north half) Renshaw Road (part) Highgate Place Highgate Road (part) Klinewoods Road Oak Hill Road Remington Road West Upland Road White Park Road Winthrop Place Surface Treatment; North Sunset Drive Milling, Reshaping, Repaving; Iroquois Road WASTEWATER TREATMENT PLANT To meet NYS requirements and to increase efficiently at.the Plant, a new Belt Filter Press is being purchased. This $150,000 item is to dewater sludge. The project is scheduled for completion by summer 1984. It is estimated that this purchase will not increase the unit sewer rent charge, which will remain one of the lowest, if not the lowest in the state.
