Report of Engineer
November 1983
VILLAGE HALL REPAIRS
Contractor Harold Wright started work on the repairs. Pointing
of stone work is about completed. The back side of the west
chimney badly needed repair to flashing. This additional work
was authorized by the Engineer so it could be done when the
scaffolding was in place. Additional slates on the roof were
found when replacement was done for the ones contracted for.
These were authorized at $5.00 /slate in place. Also "snow
stoppers" attached to the roof over the front door were authorized.
LEAF COLLECTION
Both leave vacuums ar.e.in operation but because of other jobs and
lack of manpower, the crews cannot be allocated to leaves on a
regular basis.
SNOW AND ICE CONTROL
"Grits" finely crushed stone and I'mixing "salt have been hauled.into
the storage yard and mixed in preparation of ice control on roads.
Both spreaders have been put in good operating condition.
HANSHAW ROAD CULVERT
Extension of the culvert in the form of 4' corrugated metal pipe
with a dry stone headwall has been completed except for final back
fill of top soil. About $5000 was saved by doing the job on a
time and material basis by Village crew working with the contractor
rather than the lump sum contractor proposal.
SEWAGE TREATMENT PLANT
Three proposals from Engineers for Engineering Service needed in the
purchase of a belt filter press for the Treatment Plant are expected
and will be presented at the Board meeting with a recommendation
from the Engineer and Sewer Plant Operator.
MORSE BORG WARNER REPORT
The Engineer has met with McFarland Johnson engineers to go over
the Morse Borg Warner Report in preparation for a meeting with
Mr. William Wood of Morse to be scheduled this week or next.
SCHOENFELD DEVELOPMENT - LEXINGTON DRI
The Engineer has talked with the Town of Ithaca to work out a
numbering system to help Fire and Police find addresses on two
sections of Lexington Drive that will not be connected for a year
or two. Lexington Drive "West" has been accepted by the Town of
Ithaca, and a request for a Zoning Permit to build in the Village
on a lot that will front on Lexington Drive is expected this week.
603 CAYUGA HEIGHTS ROAD
A ditch line culvert in front of 603 Cayuga Hgts. Rd. is being in-
stalled to allow parked.cars'to get further off the paved road and
hence reduce the traffic hazard. The University (landowner) will
pay for the materials in accordance with Village policy.

PERSONNEL MATTERS
Trustee Anderson and the Engineer met on the policy and wording
for personnel leave and funeral leave for the Village employees
other than Police. A written statement for the Personnel Hand-
book will be presented at the Board meeting.
The Personnel Handbook which dates back to 2/14/69 should be
reviewed and rewritten.

Report of Zoning Officer
November 1983
During the past month one Zoning Permit was issued for an estimated
construction cost of $200,000. Two sign permits were issued and
two road opening permits were issued.
830 HANSHAW ROAD - CORNWALL DRESS.SHOP change
Warren Real Estate has applied for a Zoning Permit to /use of the
building from a dress shop to a Real Estate office with expected
occupancy of January 15, 1984. No change in lot lines are ex-
pected. The Cornwall residence (adjoining property) is expected
to be sold separately to another party. Access of this property
to a Village road is restricted from N. Triphammer Rd. and must
be across the dress shop property. This has been explained to
both prospective property owners by the Zoning Officer.
CONVENIENCE FOOD MART
Warren Buck met with the Mayor and Zoning Officer. His position
is that a permit exists (from the time the store was first opened)
to have a full deli and sell all things he now sells. He will
appear at the Board meeting.

The Zoning Board of Appeals met October 24 at 7:30 p.m. to hear the
request of Lippincotts of Iroquois Place to convert a garage, exist-
ing too close to the property line, into a studio residence. The
meeting was postponed pending more information to be submitted by
the Lippincotts..'
