VILLAGE OF CAYUGA HEIGHTS
REPORT OF THE ENGINEER
FEBRUARY 1983
PERSONNEL
After consulting with the Village Attorney, Stephen Roco was notified that he would
receive 30 day maximum military leave with full pay, that it would not affect his
vacation leave, and, that if he was to leave for regular reserve Army training during
the same Village fiscal year, after having 30 days military leave with pay, he would
not receive Village pay.
The Public Works Committee met with the D.P.W. personnel to discuss possible personal
days, holidays and other fringe benefits. Also discussed were suggestions, problems;
and comments employees had concerning new proposed budget.
Bob Tyrrell recommends, and the Engineer concurs, that Tim Dupuy be classified as a
Motor Equipment Operator. His present rating is laborer and he has been with the
Village 4 1/2 years. There are presently two MEO vacant line items.
The Mayor, Engineer and Public Works Committee recommend to the Board of Trustees
that the Village employees, other than the Police Department employees who are
covered under a separate benefits policy, be granted three (3) personal days a year
to be taken only if sick leave accumulation is available and to be charged against
sick leave. The three (3) personal days must be taken in the Village fiscal year in
which they are granted and do not accumulate. The policy to take effect June 1, 1983,
and that for the year 1983 -84 three (3) personal days be granted.
The Mayor, Engineer and Public Works Committee recommend to the Board of Trustees
that the Village employees, other than Police Department employees, be granted an
additional holiday for a total of 10 per year. Other municipalities in our area
grant from 7 to 12 holidays per year, with an average of 10.43 days. It is recommended
that the day after Thanksgiving be the additional day and that the new policy take
effect June 1, 1983. If granted, it is planned that the trash collection crew would
work on the Friday after Thanksgiving and that they would be given , in place, a
floating holiday.
The Engineer and the Public Works Committee further recommend that a Trustee
Committee be appointed to review and revise the Village Personnel Handbook, which
was written and adopted 2/14/69.
STREETS
The Village Attorney approved the letter drafted by the Engineer to Republic Steel
on their bill for pipe arch culverts for North Triphammer Road that did not meet
specifications.
VILLAGE HALL
It is recommended that surface preparation and painting of the interior of the Hall
be put out for bid and the work be completed so that the cost can be paid out of the
years budget. Because the floor refinishing was done the last time by a separate
specialist and the job was both good and inexpensive, it is recommended that a
quotation be obtained from him and if acceptable he be given the contract to recoat
the hardwood floors.

SNOW REMOVAL
The request at the last Board meeting that Triphammer Road be kept clearer of ice
and snow was relayed to Supervisor Tyrrell. Additional effort has been put on this
road, North Triphammer Road, and Pleasant Grove Road (the main traffic roads).
The new snow plow blade has been purchased and installed. The improvement and
advantages of the new blade has been noted by the crew.
SEWAGE TREATMENT PLANT
The Engineer and Sewer Plant Operator Gleason met on Friday, January 21, 1983 with the
Consulting Engineer for Morse Borg Warner and authorized the work to be accomplished
in relation to Morse Borg Warners application for a sewer permit, and protection
of the Village treatment plant.
The Engineer has met with Bill Tompkins of Morse Borg Warner, inspected the new
Administrative and Research Building, the sewer lines and plans and specifications.
The Village has received a statement of the proposed chemicals to be $ischarged
from this Research Area. This has been determined to be acceptable and a separate
permit for the Administrative and Research Building can be issued.
LAND
A request to purchase the Village owned building lot on Forest Drive was received.
The Village Attorney was allerted to review the records of a previous request.
BUDGET
The Engineer met with the Public Works Committee to review the 1983 -84 proposed
P.W. budget. Requested changes were added and the budget was submitted to the
Village Treasurer.
REPORT OF THE ZONING OFFICER
FEBRUARY 1983
During the past month there were no building permits or road opening permits issued.
The Zoning Board of Appeals will meet on February 16 to hear a request from Edith
Wanderstock for a variance to keep a carport that covers more than 12% of the
property and is closer to the road than 25 feet. They will also hear a request for
a variance from Reeder Gates to exceed the 12% land coverage ordinance for a proposed
garage.
Mobil "Stop IN Shop" has submitted additional information to be reviewed by the
Mayor, Zoning Officer, and the Village Attorney and reported at the Board Meeting.
