The Village waste water treatment plant continues to operate at the lowest
per capita cost in the State at the same time it provides an effluent that
exceeds the requirement of the State and Federal agencies. The sludge disposal
problem has been solved for the present but for the long range a decision from
the State Dept. of Environmental Conservation as to what is permitted must be
obtained. A question of quality of effluent from the Morse Borg Warner plant
in Lansing is under negotiation at the present.
The design capacity of the plant is for a flow of 2 M.G.D. in the year 1990.
The present flow is about as scheduled for year 1983.
The new sidewalk on the East side of East Upland Road from Triphammer Road
to Hanshaw Road has been completed except for spring seeding. A comprehensive
sidewalk survey of the Village will be made this spring to give the Board of
Trustees facts for their decision on sidwalk policy.
The flood control project at Renwick Creek culvert crossing at Highland
Road is completed at a cost of $12,175.
The rebuilding of Triphammer Road this year far exceeded the amount budgeted
for this project. The road was built two feet wider than originally expected for
safety reasons, extensive storm drainage had to be installed and, the top road
surface of asphalt sand mix had to be scooped off to provide an adequate base for
the new paving. We have a good road now on one of the most traveled routes in
the Village, but the overall Public Works Budget was exceeded for the first time.
The Road Program for 1982 -83 is as follows.
The Engineer and Public Works foreman inspected all Village Roads in January
1983 to determine the need for repair. The following roads and treatment are
recommended.
SPRAY PATCH - applying hot asphalt liquid from hand hose on cracks and depressions
in paving; hand apply crushed limestone - on the following roads:

SURFACE TREATMENT - truck application of hot liquid asphalt - .4 gallon per
square yard on entire paving surface. Truck apply crushed limestone 40 pounds
per square yard. On the following roads:
