HomeMy WebLinkAboutReport of the Engineer 10/18/1982VILLAGE OF CAYUGA HEIGHTS Report of Engineer - October 18, 1982 Triphammer Road shoulders have been graded with milled asphalt sand mix that was removed from the road prior to the new paving at low expense to the Village for material. The design plans and specifications for the North Triphammer Rd. culverts was delayed because of an adjacent resident, Edmund Hollenbeck's request for a re -r. alignment of the stream and a slight relocation of the culvert. The Advertise- ment for the supply of culverts has gone out for bid. Bid opening is scheduled for October 25th. Suggested date for Village Board Special Meeting to review and possibly accept bids - October 25, 4 p.m. Plans for culvert relocation to align stream at the Hollenbeck property will be available at the Board meeting. A Board decision on the relocation and additional expense is requested at the October 18th meeting. Bids for the installation of the culverts is to be adver- tised this week. E. Upland Rd. sidewalk paving has been finished by the contractor. He was held up by the utility company's delay in moving the poles. Some grading and seeding of the shoulders and adjacent land is still in process by Village personnel. REFUSE Leaf collection has started and will continue until December 15th. A new suction hose for the Scavenger was required. The compacting gate on the 10 year old Packer had a major break and the manufacturer of the Packer, Garwood Co., is no longer in business. Repairs on an emergency basis were contracted for at Ames Welding .:.:.In!:an:'effort:tb --- keep: costs down, the Engineer and other Village personnel worked with Ames. The estimated cost will be about $1000. VILLAGE HALL Proposals for the installation of a new electric service for the Village Hall will be presented at the Board meeting. Action is requested for accepting one of these proposals. SEWAGE TREATMENT PLANT On Wednesday, October 13, 1982, another large oil spill was detected at the plant. Immediate action by Mr. Gleason and Mr. Tyrrell located the oil as definitely coming from the new Morse Chain plant. The Village of Lansing was notified and the presi- dent's office of Morse Chain and the plant manager's office were also notified. On Friday, October 15th, Morse Chain sent men to remove the oil that had accumulated at the plant. Half of the oil has been removed and work is in progress to remove the remaining amount and clean up the plant. This is all at Morse Chain's expense. On Friday, October 15th, the Engineer contacted Mr. Tompkins of Morse Chain and set • Engineer's Report - cont'd page 2 a date for review of the entire sanitary system at the horse Chain plant and to discuss the Village of Cayuga Heights's sewer ordinance and the steps that must be taken by horse Chain to ensure complete compliance with the ordinance so that additional spills of oil cannot possibly occur in the future. PERSONNEL Public Works personnel have requested that Veteran's Day, November 11th be dropped as a Village of Cayuga Heights holiday and the day after Thanksgiving Day be added as a holiday. This would be for each year. The number of holidays would remain the same. It is the Engineer's opinion that this would be advantageous to the Village and the request should be granted. REPORT OF ZONING OFFICER C:tober 1982 The last Zoning Officer's report did not include the number of zoning permist that were issued. This report will include the permits issued for the past two months. For new construction, there were two permits issued for a total'estimated cost of $130,000. There were four permits issued for additions and alterations for an estimated cost of $50,734. Four road opening permits were issued and one sign permit was issued. Mrs. Wanderstock has notified the Village that she will request a zoning variance. Investigation of the M6rusty property is still in progress. Patten's Jewelers have applied for a zoning variance. Signs at the Mobil gas station have been under surveillance. There have been three sign changes in numbers..advertising• the price of gas. There is a part of the zoning ordinance that speaks to the exact wording of a • sign. The Hoard . opinion as the originator of the sign ordinance is requested to make a decision on interpretation of the sign ordinance so that the Zoning Officer knows how to enforce this part of the ordinance. The Zoning Hoard of Appeals met on September 8th and granted a variance to Mr. Harlan Brumsted for reduction in the average width to below 125 feet. A request for a zoning permit to convert a single family residence at 406 Nestle. Triphammer Rd. in the multiple housing district, to an infant care center is re- ferred to the Village Board acting as the Planning Board. Mrs. Poppensiek will be at the Board meeting to speak to the matter.
