Report of Engineer

SEWER PLANT
The sludge has been entirely removed from the storage at the plant sit@. The areas
will be graded and reseeded or covered with gravel for a driveway. The sewer plant
shop was burglarized and $2,000 worth of tools were stolen but were covered by in-
surance. The sludge management office building at the plant needs a new roof -
estimated will be secured.
The Village Engineer has negotiated with Gleason Environmental Process @s -- the present
contractor at the treatment plant and it is recommended that the present contract be
continued at a 10% increase in the present annual cost of $79,200. It is recommended
that this new rate of $87,120 become effective on June 1, 1982. The present rate of
compensation of $79,200 has been in-effect since June 1979.
SEWER LINES
The replacement of 550 feet of 50- year -old tile, 8 inch sewer line in Cayuga Heights Rd.
is in the process of being replaced from W. Upland Rd. north to the Lind property.
This is the last section of 50- year =old sewer line under Cayuga Heights Rd. The re-
placement is to correct infiltration and in preparation for the resurfacing of
Cayuga Heights Rd.
STREETS
Professor Lynn Erwin at Cornell University has been called in as part of the State
School's extension prograrq to give his opinion on the problems of the surface of
Triphammer Road. 'Three cores were taken, one at each end and one in the middle
which indicated that there is 8 to 9 inches of asphalt on this road. Professor
Erwin's-report is awaited before a decision is made on the type of treatment or paving
to be applied to Triphammer Road.
The traffic lanes were painted on the roads early this year at the request of the Police
Chief. The work was accomplished by the City of Ithaca at one -third the cost of
previous years' painting contractor: A light coat of traffic paint was used on Trip-
hammer Road and other roads where paving is anticipated for later in the season.. Lines
may have to be repainted in the fall to give enforceable traffic control lines over
the winter.
The Police Chief has requested a barn gate as the one placed at the Belcher property
on Tyler Road be placed at the lower entrance to lower Remington Road. The estimated
cost will be approximately $100. The Belcher property gate has been effective in
controlling unauthorized driving and it is anticipated that it will be equally effect -
ive in controlling the unauthorized use of lower Remington Road which is a closed road.
It is anticipated that the gate will be locked and that access keys will be made avail-
able upon request of owners of land that front on this road.
GASOLINE STORAGE TANK
On an emergency basis, the 1000 gallon gasoline storage tank was replaced at the Fire
House with a STI -P3 tank which carries a 20 -year limited warranty at a cost of $947, and
a $50 labor fee for disconnecting the old tank and reconnecting the new tank. The
digging and back filling were done by the Village work force. The entire tank was
surrounded by at least one foot of crushed limestone gravel.

EAST LINE OF VILLAGE
Land surveyor, Richard McDowell, has completed his survey of the East line of the
Village and has placed monuments at streets where they cross the East line. He has
submitted a map which is on file in the Village office. The large7.Villgge map will
be adjusted to reflect this new East line.
SIDEWALKS
Five or six more requests for sidewalk.-;repair have been received. An elderly woman
f resident of the Village fell on the sidewalk on East Upland and had to be taken to the
hospital. Temporary patching of this sidewalk was done the day we were notified of
the accident. Other sidewalks in the Village are in the process of being temporarily
repaired with asphalt cement patclMl� a safety measure. A decision on sidewalk mainten-
ance should be made by the Board as soon as possible.
Report of the Zoning Officer
Since the last Board meeting there were two zoning permits issued for the construction
of new residences at an estimated cost-,of $155,000. One zoning permit was issued for
additions for an estimated cost of $5,200.
The occupancy of the Ashford house on White Park Road exceeded by one student the number
allowable. 'The owner of the property was notified of the violation and told that it
must be discontinued by the end of the school year but in no case later than June 1.;.:1982,
and that in the future if the property is rented it cannot be rented to more than four
students.
Wilson & Sons Plumbing Contractors have been operating a business at 107 Iroquois Rd.
for many years. Their letter in answer to a request of the Zoning Officer indicates
that they are in violation of the zoning ordinances.
The Cowan hearing before the Zoning Board of Appeals has been postponed.
Sigma Chi Fraternity at 106 Cayuga Heights:. Road has been reported as leasing their
property for parties. Traffic problems are caused every time there is a large party
at this fraternity. In the opinion of the Zoning Officer, the leasing of the property
for parties is a violation of the zoning ordinances.
