BOARD OF TRUSTEES
MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga
Heights held March 15, 1982 at 7:30 p.m, in the Village Hall.
PRESENT: Mayor F.G. Marcham; Trustees David Allee, Ronald Anderson, James Bennett,
Shailer Philbrick, Jean Robinson, Stanley Warren; Attorney Roger Sovocool;Treasurer
Gordon Wheeler; Engineer/Z0 John Rogers; Police Chief Harlin McEwen; Fire Chief
Francis Miller.
ABSENT: None.
OTHERS PRESENT: Mr. and Mrs. Oscar Rothaus, Mr. McCully, Mr. Ringwood, Mr. Butler.
Mr. and Mrs. Rothaus appeared before the Board to raise once again the issues re-
garding their property dispute with their neighbor, Mrs. Maynard, concerning the
use of the Maynard driveway. Mrs. Rothaus read a lengthy account of the "goings -on"
at the Maynard residents during the past year or so in relation to problems with
tenants, parking, infringement, etc., but offered no suggestion as to what they
wished the Board to do. No Board action was taken.
A problem continues to exist in the attempts by Mr. Ringwood to define those pre-
packaged foods which will be offered for sale if permission is granted for the re-
opening of the Mobil Station to operate as a combination gas station and mini mart.
Attorney Sovocool has requested form Mr. Ringwood a list of the foods to be offered
for sale so that he might prepare a draft of the conditions under which a permit
will be granted.

VOTED to approve the minutes of a regular meeting held February 15, 1982 and the
Annual Residents Meeting held February 16, 1982 as furnished Trustees in Xerox form.
Unanimously passed.
Motion made by Trustee Robinson, seconded by Trustee Allee:

VOTED to approve the Abstract of Audited Vouchers dated March 15, 1982 in the follow=
ing amounts: General Fund - $12,700.24; Sewer Fund - $13,904.83. Unanimously passed.

Mr. Paul Butler, Plant Manager, Ithaca School District, inquired as to whether the
Village had an overall plan to deal with the gypsy moth infestation problem. Trustee
Bennett suggested that any Village resident who telephoned the Village Office in-
quiring about this subject be asked to contact Carol Glenister who in turn will make
the necessary arrangements for spraying if the property owner so desired. It was
agreed that more public awareness of the problem is needed and that perhaps this
could by accomplished through newsletters.published by the Community Center.
Trustee Allee, reporting on the activities of the Community Center, and in partic-
ular on the Center's proposal budget (copies of which the Board had before them),
stated that the Treasurer will make a presentation at the Organization Meeting in
April. He did, however, list those items he believed shoul be the sole responsi-
bility of the Village; namely, rental fee, one -half insurance costs, and a fraction

of the publication cost of the newsletter which the Center hopes to put out six
times a year. Remarking on the latter, he urged officers to submit periodically
their views and comments on- various issues of interest to Village residents. On
the subject of the draft agreement between the Village and the Center, Trustee
Allee requested that a meeting be scheduled between the Mayor, Attorney, Mrs.
Matyas and himself in the near furure so that it will be ready for Board approval
at the April meeting.
Mayor Marcham read his report and it is on file in the Village Office.
In connection with ate application from The Mayer School for the rental of space at
the Cayuga Heights School, there was strong objection to its approval on the grounds
that the parking problem along Northway Road should be reviewed before the Board
considered the application. The Mayor is instructed to write to Mr. Lindenbaum
concerning this issue.
Fire Chief Miller presented his report and it is on file in the Village Office.
Treasurer Wheeler had no report.
Attorney Sovocool had no report.
In regard to the gypsy moth infestation on Village owned property, the Engineer
stated that the work force will paint the egg masses in Village parks with creosote
by mid - April. It was suggested that a structured program should be in place concern-
ing infestation on private properties by the April meeting and the Mayor was instructed
to write to the Village Forester in regard to this.
Police Chief McRwen presented his report and•it is on file in the Village Office.
Motion made by Trustee Philbrick,seconded by Trustee Bennett:
RESOLUTION 3269 - ANNUAL ORGANIZATION MEETING
VOTED to set the Annual Organization Meeting for Monday, April 5, 1982 immediately
following the Public Hearing on the proposed budget. Unanimously passed.
Motion made by Trustee Anderson, seconded by Trustee Philbrick:
RESOLUTION 3270 - .:TENTATIVE BUDGET
VOTED to recommend the 1982 -83 Tentative Bedget to the new Board for adoption at the
Organization Meeting on Monday, April 5, 1982. Unanimously passed.

RESOLUTION 3271 - PUBLIC HEARING - BUDGET
VOTED to hold a Public Hearing on the Tentative Budget for the fiscal year 1982 -83
in the Village Hall at 7:30 p.m. on Monday, April 5, 1982. Unanimously passed.
