During the past year the major problem at the Wastewater Treatment Plant
operation was the problem of sludge removal. We have been working with the
DEC, the County Health Department, and the County Planning office to solve
this problem. After the hiring of a consulting engineer and extensive
negotiations, it seems that a solution is at hand.
Sidewalks have been a concern of the Village residents this year and experi-
ment with asphalt covering of the badly deteriorated sidewalk on Hanshaw
Road was tried with good results. A sidewalk extension on E. Upland Road
has been discussed at a Public Hearing and with many of the residents along
E. Upland Road and at the last Board meeting it was decided to construct the
sidewalk on the east side of the road from Triphammer Road to the first drive-
way of the Corners Community Center.
On November 3rd, the Village had 91 inches of rainfall in a very short period
of time. This was the highest concentrated:rainfall since 1935. The Village's
stream culverts carried the water off very well. There was only one flooded
road because of lack of capacity in a manhole grading.
Extensive work has been done on Renwick Creek culvert where it crosses under
Highland Road to ensure the safe flow of water if the culvert becomes blocked
or if its capacity is exceeded. There was much discussion with the residents
who adjoin the creek and reside in the area to get their ideas and meet as
many of their concerns as possible.
This winter has been the worst winter for over 20 years for ice buildup in
driveway culverts and road culverts. Frozen ditches have caused backup of
water. The Village has tried in cases where this caused flow of water onto
roads or damage to roads to thaw culverts or remove ice from ditches. It is
impossible to remove all trouble spots. Village residents are reminded that
drainage from their property or house into road ditches is done at their-,:own
peril and the Village, although it will try to help, is not responsible for
the backup of water into private drain lines. The ice buildup on sidewalks
has been very difficult this year because of weather conditions. The Village
with its sidewalk plow, tries to remove the bulk of snow and on occasion, has
salted or sanded trouble spots, but residents are cautioned to use the side-
walks with care in areas where time and budget do not permit complete removal
of all ice and snow.
