VILLAGE OF CAYUGA HEIGHTS
BOARD OF TRUSTEES
MINUTES of the Annual Residents Meeting of the Board of Trustees of the
Village of Cayuga Heights held February 16, 1982 at 7:30 p.m. in the Village Hall.
PRESENT: Mayor F.G. Marcham; Trustees David Allee, Ronald Anderson, James Bennett,
Jean Robinson; Treasurer Gordon Wheeler; Engineer /ZO John Rogers; Justice William
Tucker Dean; Police Chief Harlin McEwen; Fire Chief Francis Miller; Village
Forester David Pimentel.
ABSENT: Trustees Philbrick, Warren; Attorney Roger Sovocool.
PTHERS PRESENT: Numerous Village residents; Carol Glenister, Pest Management
Consultant, Monica Roth Crispin, Cooperative Extension agent.
Motion was made and seconded from the floor that the Mayor and Clerk serve as .. .
Chairman and Secretary of the meeting. The motion carried.
Mayor Marcham explained briefly that the Annual Residents Meeting was one in which
Villagers come together once a year to hear reports of the year's activities by the
various officers of the Village. He stated that these are reports about the work
of a very busy Village, but one that seeks to offer to Villagers services adequate
to meet their needs in terms of condition of roads, protection in the areas of
Police and Fire Departments. He invited those present to ask questions about these
activities. Ile referred to the emergence of the Cayuga Heights Community Center
and asked Mrs. Betty Matyas, its president, to speak about the activities of the
Center, Mrs. Matyas stated that the Community Center came into being about a year
ago and became incorporated within the previous two weeks. She spoke of a need for
volunteers to supervise young people's activities. She enumerated the various
programs offered to the residents in the Village. The Center, she said, has a
membership of 168 and hoped it would continue to grow. Dr. Salerno, the Center's
treasurer, gave a brief financial report of revenues and expenses.
Treasurer Wheeler presented two reports this year - one, the traditional annual
meeting report which outlines the current fiscal year and secondly, a summary of
20 years of Village budgets showing comparisons at 5 year intervals of total ex-
penditures in the General, Sewer, Special Assessment and Special Road Improvement
funds, as well as comparisons in real estate valuation base and equalization
rates. Reports are on file in the Village Office.
Engineer /ZO Rogers asked if there were any questions concerning his annual report
which all rhose present had in their possession. Questions arose concerning the
proposed sidewalk on E. Upland Road and in particular, when construction of the
sidewalk would begin. This report is on file in the Village Office.
Village Justice William Tucker Dean commented briefly on several aspects of the
work of the Court, citing in particular the completion of the first year of the
Turning Point Program which had been inaugurated by the District Attorney. The
purpose of the program, he stated, is to direct persons who are first charged with
driving while intoxocatied or inability impaired into counciling programs designed
to avoid repetition:: This report is on file in the Village Office.
Village Forester, David Pimentel, spoke at great length on the subject of the
gypsy moth problem and referred to a recent survey of 72 locations in the Village
for gypsy moth egg masses. He stated that the survey indicated that there are a

few heavily infested areas and made reference to the survey,map attached to his
report. Monica Roth Crispin, Cooperative Extension agent, spoke about what the
Cooperative Extension is doing about the problem and stated that information bul-
letins are available through that office. Hopefully, she stated, surveys will
conducted depending upon County approval and availabilily of County funding.
The Forester's report and survey are on file in the Village Office.
Chief McEwen talked about the increase in the number of installations of burglar
alarm systems in private homes. He spoke of the merits of investing in such a system
in terms of piece of mind, especially in instances where elderly peolpe are in need
of prompt medical asssitance. The burglary problem has lessened in the past year
partially due to an increase in police vigilance, the Chief reported. The report
is on file in the Village Office.
Fire Chief Miller cited the two functions in the Village served by the Fire Depart-
ment, namely fire protection and fire prevention on the one hand, and on the other,
the rapidly increasing field of emergency medical service. He explained briefly
the work of the Rescue Squad stating that it is a volunteer organization such as is
the Fire Department. The report is on file in the Village Office.
Motion made and seconded from the floor stating the date, place and time of the
upcoming Village Election.
VOTED RESOLVED that the Annual Village Election will be held on March 16, 1982 at
the Village Hall between the hours of 12:00 noon and 9:60 p.m. The motion carried.
Mayor Marcham reminded residents that Registration Day will be Saturday, February .
27, 1982 in the Village Hell from 12 noon to 9 :00 p.m.
