Motion made by Trustee Philbrick, seconded by Trustee Warren: VOTED to approve the minutes of a regular meeting held November 1T,'1980 as previously furnished Trustees in mimeographed form. Unanimously passed. ' * #a. Motion made by Trustee Pimentel, seconded by Trustee Robinson: VOTED to approve the Abstract of Audited Vouchers dated December 15, 1980 in the following amounts: General Fund - $10,627.76; Sewer Fund - $12,626.54. Unanimously passed. Mayor Marcham gave his report and it is on file in the Village Office. A letter from the Affirmative Action Officer of the Personnel Department of the County of Onondaga requests that the Village support the New York State Associa- tion of Affirmative Action Officers and asked that their enclosed questionnaire be completed by the person serving as the Village's Affirmative Action Officer. Motion made by Trustee Allee, seconded by Trustee Pimentel: RESOLUTION 3134 - APPOINT MAYOR MARCHAM AS VILLAGE AFFIRMATIVE ACTION OFFICER VOTED to appoint Mayor F.G. Marcham to assume responsiblities of Affirmative Action Officer for the Village of Cayuga Heights. Unanimously passed. 12/15/80 175 A memo was received from Frank Liguori, Commissioner of Planning, showing the current preliminary counts for population and housing in the Village of Cayuga Heights as reported by the Bureau of the Census: housing 1266, population 3185. The final count will be available in early 1981. Mayor Marcham reported that the Attorney had reviewed and approved the amended S.C.L.I.W.C. agreement per Resolution 3127. Motion made by Trustee Philbrick, seconded by Trustee Anderson: RESOLUTION 3135 - AUTHORIZE MAYOR TO SIGN THE ADOPTED, AMENDED S.C.L.I.W.C. AGREEMENT VOTED to authorize the Mayor to sign the Amended, Supplemental, Restated, and Consolidated Agreement of Municipal Cooperation for Construction, Financing, and Operation of an Intermunicipal Water Supply and Transmission System between the Village of Cayuga Heights and S.C.L.I.W.C. on the basis that the Attorney has given approval as required by Resolution 3127. Unanimously passed. After discussion relative to the proposed change in the Zoning Ordinance regarding the issuance of a foundation zoning permit, the Zoning Officer will meet with the Attorney before the next meeting and will review with him the latter's recommenda- ' tions regarding this zoning change. After discussion concerning the basis of the charge for sewer rent, the Board decided to continue the present mode of billing;as outlined in Article XIV; Sewer Rents; Section 3; and in addition, to use the information supplied by the Water Department in connection with numbers of dwelling units where these numbers are greater than those on record in the Village Office. 1 Motion made by Trustee Pimentel, seconded by Trustee Warren: RESOLUTION 3136 - RESCIND RESOLUTION 2990 VOTED to rescind Resolution 2990 - Calculate Sewer Rents Beginning January 1, 1980 Partially Based on Water Consumption (11/19/79). Unanimously passed. Mayor Marcham read a letter from Martin Alexander of 301 Winthrop Drive in which he states that as a result of a sewer main blockage, his lateral became clogged and flooding of his basement occurred. He stated further that the Village was'• responsible for the problem and should therefore pay the plumber's bill for $75.44 which he enclosed with his letter. The Board suggested taking no action until the Attorney could be consulted on the matter. 12/15/80 17 6 In answer to complaints from homeowners who say their mailbox and /or post has been damaged by the snow plow during the course of plowing snow from the streets, the Board stated the policy that it is the responsibility of the homeowner to maintain his mailbox unless it is clear that damage had occurred during the turning around or backing up of the plow and not during the ordinary correct routine of plowing snow off streets. Engineer Rogers presented plans from the Village of Lansing concerning the proposed curbing on North Triphammer Road at the Village line. Motion made by Trustee Philbrick, seconded by Trustee Warren: RESOLUTION 3137 - ACCEPT CONCEPT OF INSTALLATION OF CURBING ON N. TRIPHAMMER ROAD VOTED to agree in principle with the concept presented by the Engineer for the Village of Lansing relative to the proposed installation of curbing on North Triphammer Road at the Village line subject to the approval of the detailed plans by the Engineer and Police Chief. The cost will be borne by the Village of Lansing, and liability is to be imposed on the Village of Cayuga Heights. Unanimously passed. The Board will examine the-material distributed to them relative to sick•levae and will take action at next month's meeting.' Police Chief MCEaen presented his report and it is on file in the Village Office. Chief McEwen reported that he had recently received application forms and ape cifica- tions for bullet proof vests which Municipalities', he assumes, will be reimbursed if they wish to participate in the program. He reported further that the specifications, in his opinion, are excessive.and that the money appropriated by,the State of $1 million will not be sufficient to buy vests for all of the police in the State; therefore, a possibility exists that if vests are purchased by the Police Department, the Village may not be reimbursed. The Chief will investigate the matter further. Trustee Philbrick suggested that if the Chief feels vests are needed, this could be considered to be included in next year's budget.
