HomeMy WebLinkAboutReport of the Engineer Nov 1980VILLAGE OF CAYUGA HEIGHTS REPORT OF ENGINEER - November 1980 VACATION AND SICK LEAVE NOTIFICATION A problem has arisen of the notification of Mr. Tyrrell as to proposed vacation time and sick leave. A letter was sent by the Engineer to each of the Public Works employees explaining the Village policy of advance arrangement and approval by the Public Works Supervisor as to vacation time and that sick leave notifica- tion should be made directly from the disabled employee to his supervisor with specific information as to the disability problem. SICK LEAVE It has been difficult to operate and there have been some personnel problems due to the lack of a Village sick leave policy other than that each individual case will be handled separately by the Board of Trustees. It is again requested that the Board consider a separate sick leave policy for the Public Works Department. A basic, proposed policy will be available at the Board meeting. VILLAGE HALL A request for a proposal and an estimate from Maguire and Bennett, Inc., general contractors, for the repair of the Village Hall exterior (pointing and sealing of the stone and repairs to the flashing, gutters, and slate roof) was requested and has been received. The estimate will be available at the Village Board meeting. The major cost is in the estimated work to be done in pointing up the stone and painting all stone with two coats of sealer. Proposed cost for all labor, material, tools, equipment, and supervision is $10,571. REPORT OF ZONING OFFICER During the past month two zoning permits were issued for additions and alterations for a total of $7500. The Zoning Board of Appeals met November 3 to hear a request for variance from Mr. C. E. Treman of Highland Road. She variance requested had to do with the setback distance for a visual screen that would have a height greater than four feet. A decision was postponed pending further information. Mr. C. W. Hibbett of Devon Road has requested a variance of front yard setback of less than 25 feet. The Zoning Board of Appeals will meet on November 19 to hear the request. The Zoning Officer has met on numerous occasions with Mr. Branchini on the develop- ment of part of the Gerald Hill lot in the commercial area on East Upland Road. In discussions with the seller, Gerald A. Hill, the yard setback distance of the remaining land was in question. This matter was settled as the 15 feet being acceptable because of the third paragraph of Section 6 of the Zoning Ofdinance which is as follows: "The above notwithstanding, a residence designed to house not more than two families, in any district, need•not have yards greater than those required in the residence district." - 2 - A proposal for the issuance of a foundation zoning permit and inspection of the foundation and approval by the Zoning Officer prior to the issuance of a zoning permit for a structure is covered in the proposed changes to the Village Zoning Ordinance, a copy of which will be available at the Village Board meeting. it is suggested that any change in this area of the zoning law be referred to the Zoning Board of Appeals for their comments, as such a change was requested by the Z.B.A. as a help in their operations.
