MINUTES of a Special Meeting of the Board of Trustees held September 23, 1980
at 4:00 p.m. in the Village Hall.

Gnuse, and Mr. Grennell, representing the YMCA
The Mayor explained that the purpose of the meeting was first to consider the
application of the YMCA for use of part of the Cayuga Heights School building.
The Ithaca School Administration had passed the application to the Village Board.
He explained further that there was agreement between the Village Board and the
School Board that applications of this kind should come before the Village Board
for approval.
There was discussion of the application by the Villagers in attendance, some
raising the question whether the work of the YMCA should be regarded as a social
1 service rather than an educational one. They went on to argue that a social ser-
vice was incompatible with the propser use of the building under the Village ordi-
nance. Some persons acid that the YMCA was a Christian organization and so
should be barred from use of the public building. Village Trustees took part in
the discussion which continued to 4:45 p.m.
Moved by Trustee Philbrick, seconded by Trustee Allee:
RESOLUTION 3113 - APPROVE USE OF CAYUGA HEIGHTS SCHOOL BY YMCA
RESOLVED that the proposed use of the Cayuga Heights School building as shown
in the YMCA application is a governmental use and that the Village Board
approves the use in the terms set forth in the letter of Paul Grennell to
F.G. Marcham dated 9119180, with an accompanying schedule. Unanimously passed.
The Mayor read an application for use of the school building from the Broome
Developmental Services. The proposal was for use of 50% of the building as a
day care center for adults who were mentally retarded and /or physically handi-
capped. Trustees and other Villagers raised questions as follows:
1) What was the ratio of supervisors to clients or patients? Will super-
visors be there at all times?
2) Ar a the Broome Developmental Services at present operating in a facility
which might be visited so that an estimate might be made as to its suit-
ability for operation in the Villagep
3) Are the persons to be cared for residents of the Ithaca School District?

4) Is the Broome Developmental Services a public or private institution?
5) Does Broome Developmental Services have a contract with the Ithaca School I
District for this proposed activity?
Some Trustees wished to know whether the Broome Developmental Services should be
considered as a training or treatment center.
The Village Board instructed the Mayor to seek answers to these questions.
Mrs. MacDougall and others spoke of the need for a committee of Villagers to
work out an acceptable plan for use of the school building on a long term basis.
The Mayor and Trustees supported the idea and said that the School Board and
Administration were seeking help in finding tenants. They urged the proposers
to go further with their plan.
In furtherance of the matter referred to in the minutes of the Board's September
15, 1980 meeting, on page 3, regarding Mr. King and his property, the Board
resolved:

RESOLUTION 3114 — MICHAEL KING'S AMENDED VERSION OF CONTRACT RE
DRAINAGE NOT ACCEPTED BY BOARD
VOTED to inform Mr. King that the amendments whit he had made to the contract
drawn up by the Village regarding the drainage of his property were not accept— '
able to the Board. Unanimously passed.
