Anderson Acting Secretary MINUTES of a SPECIAL MEETING of the Board of Trustees held July 2, 1980,at 3:30 p.m. in the Village Hall. PRESENT: Deputy Mayor Ronald Anderson; Trustees Shailer Philbrick, Jean Robinson, Stanley Warren; Attorney Roger Sovocool. ABSENT: Mayor F.G. Marcham; Trustees David Allee, David Pimentel; Treasurer Wheeler; Engineer Jack Rogers. OTHERS PRESENT: Mr. and Mrs. Robert Kalter. Deputy Mayor Anderson read a letter from the Kalters indicating an interest in renting the space adjacent to the Village Hall which was formerly occupied by Flavin's Jewelers. The Kalters wish to establish a word processing business in this space and gave full description of what such a business would entail. The Zoning Officer is instructed to examine the interior of the building and give his recommendations regarding renovations which he feels the Village should make in preparation for a new tenant. The Board will act on this at its next regular meeting. The Attorney, in the meantime, will draft a proposed lease for approval of the Zoning Officer. Motion made by Trustee Robinson, seconded by Trustee Warren: RESOLUTION 3084 - PURCHASE OF FIRE EQUIPMENT AND AUTHORIZATION FOR ISSUANCE OF A STATUTORY INSTALLMENT BOND FOR THE - . AMOUNT OF $100,000 - Copy will be attached in Minute Book. Unanimously passed. Motion made by Trustee Robinson, seconded by Trustee Warren: VOTED to approve the minutes of an informal public hearing regarding-renovation and increased level of usage of Cornell Jessup intramural fields as read by Deputy Mayor Anderson. Unanimously passed. Deputy Mayor Anderson referred to a letter from Dick Schultz, Director of Athletics at Cornell University dated June 30, 1980 in which Mr. Schultz requests permission to expand and light Jessup Field. 6/16/80 Motion made by Trustee Robinson, seconded by Trustee Philbrick: RESOLUTION 3085 - TO GRANT THE REQUEST OF CORNELL UNIVERSITY TO EXPAND AND LIGHT JESSUP FIELD IN ACCORDANCE WITH CONDITIONS AND UNDERSTANDINGS VOTED that the Village of Cayuga. Heights allows the expansion and lighting of Jessup Field per the request of Cornell (letter of June 30, 1980 and site plans Trowbridge- Trowbridge June 1980, Sheets 1 and 2) with the following conditions and understandings: 1. The grading and fill to extend the playing area shall be done such that a shaped berm reduces visibility of the playing area from traffic on Triphammer Road. 2. Lighting shall be from eight 50 -ft. and two 8 -ft. metal poles placed as on the detail plans, each to hold no more than sixteen lamp units. The directed beams shall not intersect adjoining public roadways or private properties. 3. The field area shall be used principally for the conduct of intramural athletic contests under direct on -site supervision by personnel of the Intramural Office; no intercollegiate varsity or club contests will be scheduled for these playing areas. Hours of use are expected to be from 4:30 p.m. until 10: p.m. Monday through Friday; lighting will be used as needed within the above hourly restrictions for a period of approximately 8 weeks in the fall and 7 weeks in the spring. 4. Parking will be restricted to existing Cornell parking lots. No parking will be permitted on Triphammer and Jessup Roads adjacent to the fields. To provide for reasonable safety and both athletes and traffic, a chain link or similar fence, approximately 4 ft. high will be constructed on the street frontage within four feet of the public right of way. 5. No permanent buildings will be erected under the terms of this agreement. The Village Board hereby authorizes the Zoning Officer to issue the appropriate permit. Three Trustees voted yes; Trustee Anderson abstained. Deputy Mayor Anderson referred to a telephone message he received from Mr. Backer in which Mr. Backer requested a meeting between the Mayor and him regarding the disposition of Cayuga Heights School. In his return call, Mr. Anderson asked if the meeting could possibly wait until the Mayor's return from England. Attorney Sovocool will write to the Commission of Education for copy of the order of con- solidation forming the Ithaca Central School District.
