REPORT OF THE ENGINEER
July 1980
VILLAGE "ANNEX"
Meetings were held with Mr. Kalter on the rental of the annex. An agreement
was reached that the Village would do the following: 1) remove the existing
exterior signs; 2) Inspect, clean, and adjust the furnace located over the
ceiling; 3) fix the roof; particularly over the bathroom; 4) Fix the ceiling
in the bathroom and either replace or rennovate the wash bowl; 5) Re- fasten
the floor molding around the walls; 6) Scrub and re- finish the floors; 7) Remove
part of the westerly partition, but not that part in which the cold air heating
duct is located; 8) Build a cabinet around the electrical meter boxes at the
rear of the building; 9) Remove the display cases by the front windows.
Mr. Kalter will do the following: 1) Inside painting, redecorating; 2) electri-
cal work; 3) new lighting system; 4) Paint,op.replace ceiling tiles.

SEWER LINES
A blockage in the sewer line in Texas Lane was found to have been caused by the
discharge in the Town of Ithaca of weeds and other illegal material into a man-
hole. The Town has been cooperative in agreeing to pay for the clearing of the
blockage and in agreeing to notify the property owners of the problems caused
by their acts. In investigating this problem we also found problems in the
sewer line in the Ivar Jonson development which we brought to the Town Engineer's
attention. He agreed in his letter of July 17th to have these matters corrected
and stated they would not accept the sewer until the corrective work has been
accomplished.
KING DRAINAGE
The Village has received a letter from Leo Geier who has purchased. the House
behind the King property and has complained of the blockage of water from flowing
across the King property, at the proper elevation. Some of the allegations in
Mr. Geier'sletter are incorrect as to the Engineer's implied comments that the
Village has a drainage easement and that the Village has a responsibility to
maintain this easement. No such statement was made by the Engineer.
DRAINAGE: OF VILLAGE WALKWAY
During a heavy rain storm the Village walkway next to Mary Kovac's property did
not drain properly, and it was found that the -plmMs had not been installed pro-
perly and they were removed. A drainage ditch ow exists which properly drains
the water but additional shaping of the propert� to carry the water off is still
needed to make it a more finished area. " lle i

SEWAGE TREATMENT PLANT
Sewage Treatment Operator Gleason wishes to postpone the issuing of bids for a
new sludge hauling truck as the opinion of the NYS DEC has not as yet been pub-
lished on the handling of sludge. Mr. Gleason wishes to dispose of sludge from
the plant on a contracted trucking basis. It is recommended that this procedure
be taken. The hauling of wet sludge is still much lest costly than drying sludge
before taking it to the fill, and private contract trucking at, this point seems
to be no more costly than the Village's purchasing a truck and hauling the sludge
itself.
REPORT OF ZONING OFFICER
July 1980
There were three permits issued during the past month - two for alterations and
additions for a total estimated amount of $15,000 - one for the erection of a
sign at the Village Green area. There was one road opening permit issued for
Highgate Place. The Village Zoning Board of Appeals did not meet during the
past month.
