MINUTES of a Regular Meeting of the Board of Trustees of the Village of Cayuga
Heights held March 17, 1980 at 7:30 p.m. in the Village Hall.

Mayor Marcham announced that since Chief Mc Ewen was feeling a bit "under the
weather" there would be a slight change in the format of the meeting and asked
the Police Chief to give his report, a copy of which is on file in the Village
Office.
Chief McEwen presented to the Board a map given to him by Village of Lansing
Trustee Ann Furry, in connection with the continuin g discussions by that Planning
Board regarding ways to improve the traffic flow on North Triphammer Road to the
north of the Cayuga Heights line. It was suggested by the Village of Lansing that
perhaps Cayuga Heights should consider a second northbound lane approaching
Sheraton Drive to facilitate right turns onto Sheraton Drive. Mrs. Furry requested
an informal opinion of the Village of Cayuga Heights Board regarding this suggestion,
and after brief discussion it was agreed that this lane would be unnecessary at this
time.
Chief Mc Ewen reported that the necessary material had been furnished in connection
with the contract between the Village of Cayuga Heights and the Security and
Engergy System, Inc., for the purpose.of housing electronic equipment in the
Village Hall basement. The Village Attorney will check into the question of
liability insurance.
Motion made by Trustee Philbrick, seconded by Trustee Allee:
VOTED that the Attorney complete the lease agreemen in the form he feels appropri-
ate and that the Mayor be authpri to sign it. nanimously passed.

Mr. Fred Morris, of the County Housing Committee, spoke before the Board on the need
for housing for senior citizens and, in particular, the feasible development of
such housing in the area of the Community Corners; to wit, the land on East Upland
Road owned by Mrs. Katharine Heasley and presently zoned residential. After dis-
cussion regarding zoning restrictions, and so forth, the Board agreed to meet again
with Mr. Morris after he has had an opportunity to meet with Hunt Bradley to see if
he would be interested in such an undertaking and, if so, to return to the Board
with proposals for review.
Motion made by Trustee Philbrick, seconded by Trustee Robinson:
VOTED to approve the minutes.of a regular meeting held February 18, 1980 and the
Annual Residents meeting held February 19, 1980 as previously furnished Trustees
in mimeographed form. Unanimously passed.

Motion made by Trustee Warren, seconded by Trustee Robinson:
VOTED to approve the Abstract of Audited Vouchers dated March 17, 1980 in the
following amounts: General Fund — $12,121.04; Sewer Fund - $13,463.36.
Unanimously passed.
Attorney Sovocool reported on the following: in regard to the title information
for the Village -owned strip of land at the end of Cambridge Place - the abstract
company has run into a snag and he will furnish the information as soon as it is
available; he is still waiting for a reply to a letter to Richard Parmenter in
connection with his lot on The Parkway which he wishes to relinquish to the Village.
Mayor Marcham gave his report and it is on file in the Village Office.
The Mayor referred to a notice from Gowdy and Hunt, engineers to the Village of
Lansing, of a Public Information Meeting on March 20, 1980 about the proposed
sewer project for the Village of Lansing. Discussion arose regarding the interests
of the Village of Cayuga Heights in this matter. The Attorney will review the
contract between the Village of Cayuga Heights and the Village of Lansing and
contact the Mayor regarding its terms.
In regard to a request from Northeast Transit for an increased contribution from
this Village, the Police Department will attempt to monitor its use by Villagers
after the Cornell vacation is over so as to determine how much of the service is
used by students who live in the Village.
Cornell University will stage an exhibition of the works of Louis Agassiz Fuertes
in Olin Library beginning April 16 and has asked the Mayor if they may borrow for
the exhibition the framed copy of the print of the Great Horned Owl.

RESOLUTION 3034 - AUTHORIZE THE LOAN OF THE GREAT HORNED OWL
TO CORNELL UNIVERSITY
VOTED to authorize the loan of the Guertes print "The Great Horned Owl" to Cornell
University for their exhibition of the works of Fuertes. Unanimously passed.

Mayor Marcham read a letter from Elizabeth Mount in which she requests that the
Board give some thought to constructing a sidewalk on East Upland Road between ,
Triphammer Road and the Community Corners. The Mayor is instructed to write to
her stating that the sidewalk problems of the whole Village will be considered by
the Board and that positive action will be taken as soon as it makes a determina-
tion regarding the mode of approach.
Fire Chief Lowell George gave his report and it is on file in the Village Office.
Fire Chief George advised the Board of the increasing costs incurred by the Fire
Station for electricity and gas and presented a list of improvements for conserv-
ing energy.

RESOLUTION.3G3y'- AUTHORIZE FIRE DEPARTMENT TO EXPERIMENT WITH
ENERGY CONSERVATION PROGRAM
VOTED to authorize the Fire Chief to go forward with his energy conservation pro-
gram at the Fire Station; in particular, to experiment with Items 1, 2, and 4 in
the list of improvements that he suggested, a copy of which is attached in the
Minute Book. Unanimously passed.

VOTED to adopt the following Local Law No. 1 of 1980 entitled Dog Control:

RESOLUTION 3037 -- TENTATIVE BUDGET
VOTED to recomment the 1980 -81 Tentative Budget to the new Board for adoption at
the Organization Meeting on Wednesday, April 2, 1980. Unanimously passed.
Attorney Sovocool will contact Mr. William Seymour, of Flavin's Jewelry, to advise
him of the Board's decision to renew his three -year lease which expires June 30, 1980
at a monthly rate of'$350 for an additional three -year period.
Engineer /Zoning Officer John Rogers gave his report and filed it in the Village
Office.

® RESOLUTION .3038-- HIRE DAVID OWENS TO FULL -TIME POSITION
VOTED to hire David Owens to full -time position of laborer effective April 1, 1980
at an annual salary of $7100. Unanimously passed.
Engineer Rogers reported that he had received a letter from Mr. D.W. Singley of
2225 N. Triphammer Road in which he requested that the Village correct the problem
in connection with his house foundation drain system which, prior to the construc-
tion of the sidewalk on N. Triphammer Road, had drained into the road ditch. After
discussion and consultation with the Attorney and Engineer, the Board decided that
the matter was not one for which they could assume responsibility; and the Mayor
was instructed to write to Mr. Singley to so inform him.

VOTED to set the Annual Organization Meeting for Wednesday, April 2, 1980 at
8:00 p.m. in the Village Hall. Unanimously passed.

RESOLUTION 3047 - PUBLIC HEARING - BUDGET
VOTED to hold a Public Hearing on the Tentative Budget for the fiscal year 1980 -81
in the Village Hall at 7:30 p.m. on Wednesday, April 2, 1980. Unanimously passed.
