REPORT OF ENGINEER - January 1900
Neither Michael King nor his attorney have communicated with the Village as to
acceptance or required changes in the agreement drawn up by the Village and present-
ed to him for a tie sluice to be built across his property to solve the area drain-
age problem. It is now too late tc start the work befcrit spring.
VILLAGE PEDESTRIAN RIGHT OF WAY
Ditches were dug to drain the 12 -foot strip of Village of Cayuga Heights land be-
tween Cornwall and Kovacs on North Triphammer Road. The stream bed on the Village
land was straightened and deepened, and a pedestrian foot bridge was built to make
an easily accessible walkway from Texas Lane to the Corners Community area. It
is doubtful whether the new bridge and the Village owned right of way will be used
by the pedestrians because a shorter and more direct path across private land is
still accessible to the pedestrians. If the private parties fence their proper-
ties we will then see a use of the public right of way.
CULVERT REPLACEMENT
The culvert under Iroquois Place is in the process of being replaced. Overflow
over the road and backup of water onto private property of an adjacent house on
Iroquois Road will be solved by the installation of this culvert. The problem
of a sewer line under the culvert and a gas line over the culvert has been solved
by the use of a wide oval corrugated metal pipe 30 inches by 42 inches. It will
be necessary to have NYSE&G gas company change the elevation of the gas line.
PERSONNEL
Newly appointed Laborer, Michael Coyle, resigned from the Village to accept a job at
a considerable increase in pay at the Ithaca Gun Co.
Fringe benefits for Robert Leonard are still being paid by the Village of Cayuga
Heights as, I guess, he is still an employee of the Village on medical leave with-
out pay. Other than the line item for Leonard we hava one opening for a regular,
full -time Laborer. We are carrying two temporary, part -time Laborers at this
time but expect to have one leave within a week or so.
D.P.W. SALARY BUDGET
In the 1979 -80 budget for the year, the total D.P.W. salaries for all accounts
(Streets, Snov Removal, Refuse Collection, Sewer Lines, etc.) totaled $119,500.
Half of this, or the amount for six months is $59,750, the total amount spent as
of November 30, 1979 as indicated in the Treasurer's Report for the first six
months of 1979 -8 Five thousand nine hundred dollars ($5900) was budgeted for
extra summer help The Village would therefore have extra men hired during the
summer and expend salary funds at a greater rate than it might during the winter
or early spring. It is anticipated that by the end of the budget year the total
amount spent for salaries on all accounts will not exceed the amount budgeted.
However, the disc ibution to different accounts will probably be different than the
amount allocated o the separate individual accounts.

During the last'.month there were three road opening permits issued. There were two
zoning permits for additions and alterations for a total of $7500. A request was
received for a ruling as to the number of building lots that still remain in the
Bradfield property between Sheldon Road and the Pine Hill Apartments. The matter
is not clear because lands from one of the two remaining lots was sold off separ-
ately to add land to the Stone property on Sheldon Road. The original layout and
maps for the sub - divisions were drawn in 1936 and approved by the Board, thus
creating a retroactive use status to these lots, some of which are below the mini-
mum of 125 ft. by 150 ft.
W. Vanek has constructed a structure to trap solar energy in his front yard at
414 Triphammer Road. He was notified by the Zoning Officer that this was in viola-
tion of the Village Zoning Laws. Although an answer has not been received to the
Zoning Officer's letter, it is expected that Mr. Vanek will appear at the Village
Board meeting.
