MINUTES of the Annual Residents Meeting of the Board of Trustees of the Village of Cayuga Heights held February 19, 1980 at 7:30 p.m. in the Village Hall. PRESENT: Mayor F.G. Marcham Trustees David J. Allee Ronald Anderson Shailer Philbrick David Pimentel Jean Robinson Engineer John Rogers Treasurer Gordon Wheeler Justice William Tucker Dean Police Chief Harlin McEwen Fire Chief Lowell George ABSENT: Trustee Stanley Warren Attorney Roger Sovocool ® OTHERS PRESENT: Numerous Village residents, representatives from the Ithaca Journal and WTKO radio station. Motion was made and seconded from the floor that the Mayor and Clerk serve as Chairman and Secretary of the meeting. The motion carried. Mayor Marchem gave his annual report and it is on file in the Village Office. In his opening remarks, Mayor Mercham stated that there have been few departures from the normal pattern of Village business through the past year. He referred briefly to the Village's efforts to become a coterminous town - village and out- lined the legal difficulties encountered in this permit. He spoke of the finan- cial advantages to the Village if this could be achieved. The Mayor spoke about solar energy development in the Village and how such structures would fit into the Village ordinances in connection with size, setbacks, etc. He commented also on the recent change in the Zoning Ordinance to include the conducting of a Family Day Care Home. Cornell University is presently considering using the playing fields between Triphammer and Jessup Roads to a fuller extent, and the Mayor stated that he would be meeting with University representatives from time to time as they proceed with their planning. The Treasurer's Report to Taxpayers showing receipts and expenditures, a copy of which is filed in the Village Office, was presented by Treasurer Wheeler. He stated that the Village has an operating budget of 1 -1/4 million dollars and fur- ther, that it enjoys the highest rating from the bond market that a Village could get at an interest rate of 5.25% on the 20 -year bonds. 2/19/80 Village Justice William Tucker Dean commented on highlights of his report which is filed in the Village Office. He stated that the past year has seen another ' increase in the number of cases in the Village Court and, especially thus in- volving driving under the influence of alcohol. In answer to questions raised by several residents, be expanded.on penalties which are given for driving while intoxicated. There was discussion between Board members and several residents regarding the building of sidewalks on certain roads of the Village, and Village policy re- garding this subject was explained in detail. The Engineer will consider some of the suggestions which were offered. Engineer Rogers spoke briefly about the operation of the Sewage Treatment Plant and stated that all State and Federal requirements are met. He spoke also of the plan to replace some of the sewer lines in the Village which contribute to Infiltration in the sewer plant. No major repairs are planned for the roads this year. Police Chief Harlin R. Mc Ewen gave his report and it is on file in the Village Office. Chief Mc Even gave a brief summary of the activities of the Police Dept. and stated that it is primarily a service agency to assist people who are ill and injured. The Department is currently doing security surveys and will assist people who have an interest in installing burglar systems. Fire Chief Lowell T. George gave his report and it is on file in the Village Office. He stated that the department is interested in.recruiting new members , and urged those interested to contact him or any of the firemen. The Annual Report of the Village Forester was placed on file. David Pimentel, Village Forester, reported that the number of.diseased elms killed by Dutch Elm disease has declined to a low of 12 in 1979 and expressed the hope that this trend will continue. Motion made and seconded from the floor for the nomination of the following candi- dates and offices nominated for and terms of office in the March 18 Village Election. VOTED RESOLVED that the Annual Village Election will be held on March 18, 1980 at the Village Hall between the hours of 12:00 noon and 9:00 p.m. and that the following candidates have been nominated. Office of Mayor - 2 year term: F.G. Marcham, 112 Oak Hill Road Office of Justice - 4 year term: William Tucker Dean, 206 Overlook Road. Three Offices of Trustee - 2 year term: David Allee, 201 Oak Hill Road, Jean Robinson, 128 N. Sunset Drive; Stanley Warren, 1006 Hanshaw Road, James Bennett, 420 Hanshaw Road. The motion carried.
