REPORT OF ENGINEER - September 1979
PAVING
Cambridge Place was paved with a plant mix to a width of 24 feet. Additional width
was added in an effort to eliminate problems in hand application of and future
maintenance of the shoulders of the road. All bills have not as yet been received,
so the total cost of the paving is not yet known. The cost of the paving is to
come from monies put up by Mr. Schoenfeld and held in escrow.
VILLAGE HALL PAVING
A letter of understanding concerning parking in the areas adjacent to the common
driveway was negotiated between the Mayor, Engineer, and Dr. Rubenstein, in the
absence of the Village Attorney. A very good job of paving, including repairs to
some asphalt curbs (not in the contract), was completed. A bill for the Village
Green share of this cost has been submitted to Dr. Rubenstein.
DRAINAGE PROBLEIdS
Drainage on the King property on Warwick Place still remains a problem. Mr.
Conneman has requested that the remaining money put up by Mr. Schoenfeld not be
returned until this matter has been resolved. Mrs. Kovacs reported a drainage
problem on her property on North Triphammer Road just north of the Cornwall pro-
perty and the twelve - foot path owned by the Village. Mr. Phil McCarthy reported a
drainage problem on Corson Place; Mr. Woodard on Iroquoise Road reported a problem
with a culvert of inadequate capacity, in his opinion, that flows under Iroquois
Place in back of his property.
ROAD RIGHT -OF -WAY MAINTENANCE
Mr. Joseph Rosenblum of 1045 Highland Road wrote to request that maintenance be
done on the drainage ditches bordering his property. This brings up a general
problem in the Village as to how much the Village forces should do in maintaining
ditch lines in the area between the pavement and the residents' property lines.
REPORT OF ZONING OFFICER - September 1979
One zoning permit for the construction of a new building was issued for an estimated
construction cost of $48,000. One zoning permit was issued for construction of an
addition to an existing building at an estimated cost of $6500. One road opening
permit was issued to replace a gas main in Highgate Road. Mr. Francis Davis has
been notified of a zoning violation and has applied to the Zoning Board of Appeals
for an additional variance. The meeting has been scheduled for October 3, 1979.
There are additional zoning matters which have been left in the hands of lawyers
and seem to be progressing very slowly. This raises the general problem that I
sense with the enforcement of zoning laws. The opinion of the Board and the Village
Attorney are requested in this matter.
