HomeMy WebLinkAboutReport of the Engineer Aug 1979VILLAGE OF CAYUGA HEIGHTe REPORT OF ENGINEER August 1979 STREET PAVING Wyckoff Road, Kline Road, and Brook Lane were surface treated with asphalt emul- sion and crushed stone. Spray patching on Hampton Road, Klinewoods Road, Cayuga Heights Road, and Sunset Drive is scheduled for this week. Negotiations for the rental of equipment to pave Cambridge Place is in process. If the equipment can be rented while we still have good paving weather, we plan to proceed with the paving of Cambridge Place this season to ensure that the cost of materials will be within the money set aside in escrow for the paving of this road. PAVING AT VILLAGE HALL Cortland Paving Co. was instructed to proceed with the paving around the Village Hall and adjoining parking area as soon as possible. It was determined that their bid for the work included placing 2 inches of asphalt mix to be compacted versus 1;� inches bid by DW Paving Co. The comparison of the difference in thicknesses of asphalt with the two different bid prices indicated that the Cortland Paving Co. bid was more cost advantageous to the Village. PURCHASE OF RAILROAD TIES The railroad ties priced at $4.00 per tie and authorized for purchase at the last Village Board meeting are no longer available from our supplier. Current prices are $4.50 per tie. Purchase of up to 1000 ties at this increased price is requested. GRADING FOR WATER FLAW The land between the King, Conneman, and other Warwick Place property owners and Cambridge Place was graded to carry the water flow to the point where it would flow across the King property where there was once a stream bed. The cost of the Finger Lakes Construction Co. for the bulldozer operation was $331.00. In addi- tion, we had costs of ;` hour of Village backhoe operation with operator, Village dump truck with operator, and Village foreman plus Engineer, total cost 850.00. It is my understanding that the total cost was to be split between Dir. Schoenfeld and the Village of Cayuga Heights. A check is being held in escrow in the amount of $2,000 from Mr. Schoenfeld for solving his drainage problem. -rne question is now whether the difference between his share of the cost expended so far and the $2,000 is to be returned to Mr. Schoenfeld. A letter has been re- ceived from Mr. and firs. King of Warwick Place again requesting that a 34 -inch diameter pipe be placed underground on their property to carry the water from the Cambridge Place development to Warwick Place. r. _ 2 - JONSON DEVELOPMENT Grading for the Jonson development back of Texas Lane was inspected and as of this date a 13 -inch culvert under the road that connects Into Texas Lane has not yet been placed. This culvert, as indicated on the lot development accepted by the Town of Ithaca, is clearly indicated. The placing of this culvert and the grad- ing of that area affects the drainage of the property owners in the Village on the south side of Texas Lane. Mr. Jonson will be informed of the omission of this culvert and asked to inform us when this culvert and drain will be completed. ZONING OFFICER Mr. Francis Davis, 812 Hanshaw Road, was found to be constructing a garage that does not comply with the variance issued him by the Zoning Board of Appeals. He has again submitted a request for a variance to the Z.B.A. Mr. Gene Oberly, 103 Simsbury Drive, requested a zoning permit to reconstruct an open deck at the rear of his property. The deck was determined to be in violation of the 2cning ordinance, and he has applied to the Zoning Board of Appeals for a variance. In connection with this appeal, there is a question on the wording of the zoning ordinance as to how an open deck should be considered in relation to land coverage. The interpretation of the Zoning Officer will be explained; the opinion of the Village Attorney is requested. During the past month one road opening permit was issued and one permit for the construction of an addition at an estimated cost of $20,000 was issued.
