HomeMy WebLinkAboutReport of Engineer 5/21/1979. , vtsaar,F OF CAYUr.A URT.OWS REPORT OF ENGINEER - May 21, 1979 PAVING AT VILLAGE HALL The manager of the Village Green has been notified of the terms of the deed whereby the Village and the Village Green share equally in maintaining the costs of the common drive that goes around the southwest of the Village Hall. Some of the paved area is for parking and is not in the common drive; therefore, any costs of paving incurred should be entirely borne by either the Village for the portion owned by them or by the Village Green for that portion owned exclu- sively by them. The quotation for paving the entire area has just been received as follows: Small parking area owned by the Village in front of Flavin's Jewelers $403.00 Parking area owned by the Village Green adjacent to the common drive $1,472.00 Common driveway $2,835.00 A subsurface drain pipe should be put under the base, and a new base should be installed in some areas where we have had continuing frost problems prior to paving. This cost is not included in the estimate. The work will be done by the Village work force and the cost added to the costs of maintaining the common drive. TREES New York State Electric and Gas Corp. has requested permission to remove an 8 -inch diameter pine tree which is located in front of 316 The Parkway, the residence of Mr. and Mrs. Herbert Johnson. Mr. and Mrs. Johnson object to the removal of the tree. The tree is on the Village right of way. There are a number of trees in close proximity. This is the same area where snow and wind storms have caused breaking of power lines by trees close to them, resulting in outages of electrical power. The Engineer recommends granting permission to remove the tree subject to the approval of the Village Forester. CHASE DEVELOPMENT - PLEASANT GROVE ROAD fir. Lagrand Chase has submitted a request for a building permit on another lot in his development on Pleasant Grove Road. Plot plans will be available at the Board Meeting. PARADISE LANE SUB - DIVISION The day after our meeting with Ivar Jonson the Engineer called the Department of Environmental Conservation in Albany for details on the latest sewer line require ments, New York State has just adopted a new Ten -State Standard for the construr_ tion and maintenance of sewer lines. A copy of these Standards was ordered the following day. These new Standards should be on hand before a meeting with Ivar Jonson and his Engineer to determine the adequacy of their proposed sewer lines in the sub - division. Report of Engineer - May 21, 1979 page 2 ORDINANCE FOR WATER CROSS - CONNECTION CONTROL A request from the Water Commission for the Village to pass a Local Law to con- trol water cross- connections has been received. A model ordinance was submitted. We are asked to review it and respond by August 15. What action does the Board wish? NYS MANDATE - INSULATION Unofficial word has been received of a new mandate from the Office of Energy whereby each town or village must enforce the minimum amount of insulation to be used in any new building. How does the Board with to organize this mandate? CARE OF PROPERTY Efforts were made to contact the owner of the property on North Sunset Drive that had a dilapidated fence along the roadside. It was found the property was owned by Donald Belcher who is in Australia until June 1. He will be contacted upon his return and requested to repair or remove the fence. FIRE STATION ROOF REPAIR The shingles that were blown off the roof of the Fire Station were replaced by the contractor who put on the roof, McCarthy Builders. Subsequently, a bill for $150 was received from McCarthy Builders for this work. It is the opinion of the Engineer that the damage caused to the roof was the result of the contractor's not meeting the original time requirements of the contract. Therefore, the repair should be at his expense and not the Village. REPORT OF ZONING OFFICER - May 21, 1979 Since the last meeting there has been one zoning permit issued for construction of a new house at an estimated cost of $50,000. One zoning permit was issued for additions and alterations at an estimated cost of $12,000. The Zoning Board of Appeals met to hear a request from Richard Shulman for a sign on the front of the Village Green that was not in front of his place of business. The request was denied. The Zoning Board of Appeals, rather than issue a variance to Raymond Loehr for a two-week period, decided to let the matter rest until June 15, at which time he is expected to have the zoning violation corrected. An inspection will be made at that time and, if the violation has not been corrected, further action will be brought.
