REPORT OF THE ENGINEER - March 1979
PERSONNEL
Letters explaining the procedures followed by the Board of Trustees, the Mayor,
and the Engineer in investigating certain allegations and explanation of Village
policy along with reprimands for past actions have been sent by the Engineer to
Motor Equipment Operators James McKinney and Robert Leonard.
BIDS ON TRUCK CAB AND CHASSIS
Bids were received as follows:
Cayuga Ford, Ithaca $21,348.00
Spencer Ford, Spencer 21,985.85
Truck Town Sales & Service,Geneva 20,425.40
International, Cortland 21,646.00
The bid from Truck Town Sales and Service of Geneva NY does not technically meet
the requirements of the specifications. For this reason and because of resulting
economies to the Village for maintaining like equipment, it is recommended that
the bid from Cayuga Ford for $21,348.00 be accepted.
Delivery time for this vehicle is 120 days, which will fall in the next fiscal
Village year. It is recommended that capital equipment money for this fiscal
year be carried forward to pay the major part of this cost with any additional
money coming from the next fiscal year budget.
FIRE HOUSE ROOF
Two shingles were reported off the fire house roof. The contractor who replaced
the roof is being notified and is expected to repair damage.
TREES
Broken limbs and trees from winter storms are in the process of being collected.
With the use of the chipper, this makes it possible to collect tree limbs that
are not in bundles if placed by the road side by residents.
Mr. William Herbster, of Wyckoff Road, has requested that the trees in lower
Sunset Park be trimmed so that his view to the west and north will not be impaired.
He:is prepared to pay for any tree trimming or removal. It is recommended that the
matter be referred to the Village Forester for his recommendations.
SEWAGE TREATMENT PLUIT
Operating manual has been approved by the NYS DEC and copies have been forwarded
to the US Environmental Protection Agency. The final step complying with all
requirements for the final pay of outstanding money from grants in aid for our
sewer treatment plant.
The Trustees' request was submitted in writing to Teetor - Dobbins concerning the
condition of the outfall pipe. An answer from Teetor- Dobbins has not as yet been
received.

SEWER LINES
The IJ Construction Co. was notified that their submission of sewer lines for the
development of the Jonson property near Texas Lane was not acceptable. The
Engineer offered his comments on the connection to the Village sewer system. A
copy was sent to the Town of Ithaca Supervisor.
REPORT OF ZONING OFFICER - March 1979
During the past month no building permits were issued and no street opening per-
mits were issued. A request has been received to erect a sign for a new place of
business at the Village Green.
On the examination of the sewer rent questionnaires, it was brought to the atten-
tion of the Zoning Officer that the occupation of the former Locke property on
Triphammer Road, now owned by Raymond Loehr, is in violation of the Village
zoning ordinancerin that there are two apartments in addition to the major living
area of the house. Upon investigation, it was also determined that Dr. Oliver
French, present owner of the former Yeater property at 508 Highland Road, has four
apartments in that structure. Both of these properties are in the residential
district which restricts the number of apartments in a residential structure to
two.
