HomeMy WebLinkAboutReport of the Engineer Feb 1979VILLAGE OF CAYUGA HEIGHTS REPORT OF THE ENGINEER - February 1979 JONSON SUB - DIVISION A plan for a water and sewer system was submitted by IJ Construction Company for approval of the water and sewer lines for the Jonson sub- diTision in the northeast part of the Village and extending into the Town of Ithaca. There are three problems with the proposed plan. 1) The distance between manholes (460 feet) is not accept= able, particularly when the distance between the other two manholes is only 200 ft. Our rodding equipment is set up to clean and maintain sewers to approximately 350 feet. 2) There is not indication of the sewage facilities to be provided for the development in the Village of Cayuga Heights. It seems only logical to me that the entire area have plans for sewer and water before any part of it is approved for development. 3) The slope of the sewer line as indicated has a minimum grade of 34 %. This is design grade. It is almost impossible in the field to install a sewer line that will have the exact designed grade when completed. Differential settlement and level readings over a long distance add to this difficulty. Because this is a short stub line serving a few houses and will be constructed to be tight against infiltra- tion the flow will be at a minimum and stoppage will occur if it is installed at a h% grade. SEWER PLANT A revised operating manual has been received from Teetor - Dobbins and has been for- warded to the State authorities for their approval. Upon their approval, a release of the final money due the Village for the construction of the Sewage Treatment Plant can be made. Teetor - Dobbins has been appraised of the Board's request for a letter concerning the condition of the outfall pipe at the plant. VACATION Due to the absence of the Engineer at the last regular Board meeting, a decision was not made on the interpretation of Resolution No. 1402 of the Village pertaining to the vacation due an employee with ten or more years of service. A decision is requested. TREES During the winter the beautiful oak tree in front of the Richard Hughes property on Kelvin Place blew over onto his house. The tree was located between the sidewalk and the paved road; therefore, without question, it was a Village tree. The tree was removed at the expense of the Village. A second tree had to be removed in the past also in front of Mr. Hughes house. In a letter to me Mr. Hughes expressed appreciation for the removal of the tree by the Village and requested replacement trees to be planted. He stated that he was willing to make a contribution toward their planting. It is recommended that the matter be referred to the Village Forester; and that, if he recommends planting, the Village work force carry out his recommendations. REPORT OF THE ZONING OFFICER - February 1979 One zoning permit was issued during the past month for the construction of altera- tions to an existing building with no exterior changes at an estimated cost of $5000.
