MINUTES of the Annual Residents Meeting of the Board of Trustees of the Village of
Cayuga Heights held February 20, 1979 at 7:30 p.m. in the Village Hall.

Motion was made'and seconded from the floor that the Mayor and Clerk serve as
Chairman and Secretary of the meeting. The motion carried.
Mayor "Marcham gave his annual report and it is on file in the Village Office.
In the opening remarks, Mayor Marcham stated that the affairs of the Village have
pursued a normal pattern of development through the past year. He commented on the
special problems that have come before the Board recently - concerns regarding
water and sewer matters in connection with the proposed 'de ve I opment of the Texas
Lane area. The proposed closing of Cayuga Heights School has led to much discus-
sion, and the Mayor commented on the action taken by the Village Board In connection
with this matter. The Mayor commented also, on the present system of charging for
sewer rents and stated the Board will be examining possible ways of changing the
manner in which these charges are calculated.
There were numerous questions concerning the Cayuga Heights School closing and
several residents asked about sewer rent charges and if an increase in rates could
be expected for the coming year.
The Treasurer's Report to Taxpayers showing receipts and expenditures is filed in
the Village Office. Mayor Marcham referred to this report and state d that in the
Treasurer's absence, Trustee Randolph would be happy to answer questions relating
to this report.
Engineer Rogers reported on the procedures used by the Village Department of Public
Works in regard to snowplowing and'the use of salt and sand only on curves, hillls,
and intersections. He reported on the success of the Sewage Treatment Plant in the
tertiary treatment of sewage and of the fact that the plant far surpasses the re-
quirements of the State.- Engineer Rogers answered questions from the floor regarding
the paving of streets, snowplowing procedures, as well as operation of the sewage
treatment plant.
Zoning Officer Rogers listed those residents who had been granted and those who
had been denied zoning variances in the past year.

Village Justice William Tucker Dean gave his report and placed it on file in the
Village Office. He "reported that convictions for driving with varying degrees of
impairment by alcohol have reached a chew high, and told of the manner In which
these cases were disposed of.
Police Chief Harlin R. Mc Ewen gave his report and it is on file In the Village
Office. Chief McEwen gave a brief summary of the activities of'the Police Dept.
during the past year and reported that in conjunction with the Cayuga Heights Fire
Dept., they have-instituted a more comprehensive response for emergency medical
cases. -

In the,absence of Fire Chief Lowell T. George, Trustee Anderson presented the annual
report and it is on file in the Village Office. Trustee Anderson spoke briefly
about the Village's fire inspection system and stated that Eugene Dymek, Fire
Inspector, would be happy to advise with any householder In the Village regarding
'fire prevention. He referred to the first aid squad, stating that fifteen members
have recently completed the course in cardiopulmonary resuscitation.
Village Forester, David Pimentel, presented his report and it is on file in the
Village Office. '' Forester Pimentel reported that the number of diseased elms is
down to 47 this year as compared to 1,650 in 1974. He remarked that hundreds of
small elms are growing in various sections of the Village.
The report of the Nominating Committee was presented by Chairman Verne A. Fogg. The
following is a list of those nominated for a two -year term as Trustee and who wlll
be candidates In the next election to be held on March 20, 1979.

There being no nominations from the floor, it was moved and seconded that the nomi-
nations be closed. Wnanimously passed.

Dooley Kiefer, a Village resident, raised a question concerning glass collection
throughout the Village. The Mayor responded saying there is difficulty In estab-
lishing a collection system that would fit Into the Village refuse collection
pattern. Carol Kammen, a Village resident, stated that "perhaps Villagers should
have a say In this matter; and further, that perhaps paper could be added to glass
collection. The Mayor questioned1the audience as to other topics that might be
included in a letter to Villagers. The matter of sewer rents units was suggested,
and the Mayor stated he w661d 'consider sending such a letter.
Meeting adjourned at 9:45 p.m. !
