Minutes 7/17/1978VILLAGE OF CAYUGA HEIGHTS BOARD OF TRUSTEES ® 14INUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held July 17, 1978 at 7:30 p.m. In the Village Hall. PRESENT: Deputy Mayor Pane F. Randolph; Trustees Ronald Anderson, David Al lee, Shailer Philbrick, David Pimentel, Stanley Warren; Attorney Roger Sovocool; Engineer /Zoning Officer John B. Rogers; Sgt. Larry Cooper; Fire Chief Lowell George. ABSENT: Mayor F.G. MarchaiTI; Treasurer Gordon B. Wheeler; Police Chief Harlin R. McEwen. OTHERS PRESENT: None Motion made by Trustee Warren, seconded by Trustee Pimentel: VOTED to approve the minutes of a regular meeting held June 19, 1978 as previously furnished Trustees in mimeographed form. Unanimously passed. Motion made by Trustee Pimentel, seconded by Trustee Warren: VOTED to approve the Abstract of Audited Vouchers dated July 17, 1978 in the following amounts: General Fund Sewer Fund 53;974x94; Federal Revenue SSharing Fund X00 Unanimous y' a s'FV /ea. ay In the absence of Treasurer Wheeler, Deputy Mayor Randolph presented the "Twelve Months Report" for the Board's perusal until the next regular meeting when any questions they may have will be answered by the Treasurer. Engineer /Zoning Officer Rogers gave his report and It Is on file In the Village Office. Engineer Rogers made a proposal to change the Job description of one MEO position to a mechanic position. The Engineer will contact the Personnol Office to see if this can be accomplished. Fire Chief Lowell George gave his report and it is on file In the Village Office. Motion made by Trustee Warren, seconded by Trustee Anderson: RESOLUTION 2853 - FIRE DEPART14ENT PURCHASE VOTED to approve the purchase by the Fire Council of the following: 350 feet of 21" hose at $2.05 per foot $717.50 600 feet of 3" hose at $1.40 per foot 840.00 • 12 Fire turnout coats at $64.30 ea. 771.60 12 Fire helmets at $39.50 ea. 474.00 Unanimously passed. page 2 RESOLUTION 2854 - PUBLIC HEARING - ALL -NIGHT PARKING ORDINANCE VOTED to hold a P ublic Hearing at 7:15 p.m. on August 21, 1978 In the Village Hall to re- define definition of the All -Night Parking Ordinance, Section 7. d. Deputy Mayor Randolph MINUTES of a regular board meeting - July 17, 1978 • Motion made by Trustee Phil.brick, seconded by Trustee Plmentel: RESOLUTION 2854 - PUBLIC HEARING - ALL -NIGHT PARKING ORDINANCE VOTED to hold a P ublic Hearing at 7:15 p.m. on August 21, 1978 In the Village Hall to re- define definition of the All -Night Parking Ordinance, Section 7. d. Deputy Mayor Randolph voting Yes Trustee Anderson voting Yes Trustee Allee voting Yes Trustee Phiibrick voting Yes Trustee Pimentel voting Yes Trustee Warren voting Yes Attorney Sovocool was instructed to write a letter to the N.Y. State Public Service Commission protesting their rule concerning the method of charging by utility companies for street lighting on streets with underground wiring. When standard utility company poles and overhead wiring is not in place, and a municipality wishes to contract with a utility company to install special poles, underground wiring and lighting fixtures, the Village Board believes the cost of the pole and installation of the pole and underground wiring should be separated from the annual charge to the municipality in such a way that the initial costs may be charged back to a developer. • Motion made by Trustee Anderson, seconded by Trustee Allee: RESOLUTION 2855 - TO CHARGE DEVELOPER OF A NEW STREET FOR FIRST YEAR COSTS OF STREET LIGHTING INSTALLATION VOTED to establish a procedure for charging a developer who Is developing a new street which will have underground wiring and in connection therewith special street lighting as follows: When a developer applies to the Village Board for dedication of a new street which will have underground wiring, the developer will be required to make arrangements with the Village for the Installation of street lighting as determined by the Village at the same time as the installation of the underground wiring. The developer will be charged by the Village for the first year costs of all street lighting installed, and the costs for the street lighting thereafter will be paid for by the Village as part of Its street lighting contract. Sgt. Cooper gave the report of the Police Chief and it is on file in the Village Off-Ice. Sgt. Cooper stated that the used 1976 police car had been sold for $2512.00.
