MINUTES of a Special Meeting of the Board of Trustees of the V1Ilage of Cayuga
Heights held at 4:00 p.m. on May 31, 1978 in the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees Ronald Anderson, Rine Randolph, Stanley
Warren; Attorney Roger Sovocool; Police Chief Harlin McEwen.
ASSENT: Trustees David Allea, Sheller Philbrick, David Pimentel.
The Mayor opened the discussion by referring to the two documents he had distri-
buted to the Trusreas an+i a summary of negotiations be•lween the District Attorney
and Justice Dean, and a letter from Assistant District Attorney Starosteekl saying
that he recommended a chance of the charge In the case of Hider from DWI to DWAI.
The Trustees expressed concern regarding what seemed to be a lack of staff in the
District Attorney's Office which led the members of that department to take part
in plea bargaining. The Board considered addressing the County Board of Reps and
urging enlargement of the D.A.'s staff.
The Board was also much concerned about the recommended action in the Hider case
and instructed the Mayor to write to the D.A. and ask him to provide a member of
his staff to prosecute Mr. Hider on a charge of D.W.I. on June 5, 1978.
