SEWAGE TREA174ENT PLANT
In November of 1977, our Sewer Plant Operator noted that some effluent was escaping
from our outfall pipe near the shore. It was thought that this was coming from a
hole drilled in our outfall pipe to allow air to escape. The hole was subsequently
plugged, but by a temporary method, and It was felt that the temporary plug had
somehow become dislodged. McGuire and Bennett were notified of the problem and were
to investigate and repair some time before Christmas. This work was never accom-
plished by McGuire and Bennett even though there were numerous calls of reminder.
Because of pressure from the EPA and possible bad publicity for the sewage plant,
it was determined that the work should be accomplished even though McGuire and Ben-
nett seemed hesitant to move. April Ist, 4th, and 6th, a professional diver, Jack
Marshall, was hired to investigate. It was found that there were, as described by
the diver, sheet pilings laying on top of the plastic outfall pipe; this had caused
a break In the top of the pipe. Because the pipe was covered with gravel, excava-
tion of gravel was necessary before the placement of a sleeve was possible. This
was accomplished on April 12th, and on April 13th a sleeve was placed around the
pipe to control the leak. The gasketing underneath the sleeve was not sufficient;
and on April 18th, an additional gasket was placed underneath the sleeve totally
correcting the escaping of effluent from the pipe. McGuire and Bennett have been
notified that in our opinion it is the!r responsibility to bear the cost of this
correction to our outfall pipe. They In turn disclaim any use of sheet piling
during construction. A total cost for the sleeve (diver, etc.) will be made and
submitted to McGuire and Bennett. There is still some retainage of money for the
completion of our contract with Stewart and Bennett, and I believe that if neces-
sary we can look to this retainage for recovering the cost of this outfall repair.
Plans are being made to remove the sheet piling, which has been moved so it does not
rest on the pipe, but has not been completely removed from the area.
In tests run by our Plant Operator, ferric chloride was used in tertiary treatment
to replace • expensive and difficult -to- manage dry lime. Ferric chloride is used
by the Cortland Sewage Treatment Plant, and a source of supply has been found at
a cent and one -half per pound. To get this ferric chloride, which is in a liquid
form, to the plant from the Cortland area it would be necessary to purchase a 500
gallon fiberglass tank. Considerable savings can be realized from the use of ferric
chloride rather than lime. It is suggested that we approve Mr. Gleason's request
for the expenditure of $1,000 for a 500 - gallon fiberglass tank and associated equip-
ment.
SEWER LINES
To correct infiltration and obstructions due to roots In the sewer line on Hanshaw
Road, 350 feet of 8 -inch transite pipe was replaced in Hanshaw Road from the corner
of Cayuga Heights Road north and east to Manhole No. 2.

On May 9th a heavy wind broke the 10 -Inch diameter spruce tree at the southwest
corner of the Village Hall. The tree fell against the side of the Hail causing
slight damage to the slate roof in that area. The tree was removed by the Public
Works force.
Dr. Rubenstein, owner of the Village Green, has been notified that patching or
repaving of the common driveway to front of the Village Hall should be undertaken
as soon as possible to prevent further costly deterioration of the road driveway
In this area.
REPORT OF ZONING OFFICER - May 1978
During the past month, one zoning permit was issued for the construction of a new
home for an estimated construction cost of $56,000. A road opening permit was
Issued to the Sigma Chi Fraternity for the installation of a sprinkler system In
their existing building.
A request for a zoning permit to construct a new house on Sheldon Road was referred
to the Zoning Board of Appeals for a retroactive use determination, as the lot does
not meet the requirements of 150 by 125 feet. The Zoning Board of Appeals will
meet on May 24th to review this request.
April 3, 1978, the Zoning Board of Appeals met and heard the request from Lagrand
Chase to construct a building higher than the allowable 25 feet. This request
was denied.
The Zoning Board of Appeals will meet on the evening of May it to hear a request
from Harry and Margaret Cornwall to construct a second principal building on their
property on the corner of Hanshaw and North Triphammer Roads at a distance between
the two principal buildings that is less than required in the zoning ordinance.
