MINUTES of a PUBLIC HEARING held March 20, 1978 at 7:00 p.m.in the Village Hall
to consider amendments to the Village Law No. 2 -1977, Dog Control Law, as recom-
mended by the Head Clerk, Dog Licensing, Division of Animal Husbandry, Department
of Agriculture and Markets, State of New York.
PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson,.Rane F. Randolph, Jean
R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool; Engineer
John B. Rogers; Police Chief Harlin R. McEwen; Fire Chief Lowell T. George.
ABSENT: Trustees David J. Allee, Shailer S. Philbrick, David Pimentel.
OTHERS PRESENT: Gerald Hill, Robert S. Grant, Mrs. O'Connor, Connie Lewis,
Richard S: ulman, Martha Allee.
Mayor Marcham read the passages in the Law that were to be amended so as to change
the first sentence of Section 9 and the 4th line of Section 9 of the Local Law.
He explained that the Dog Licensing Bureau, Albany, New York, had recommended the
changes. No discussion took place.
The Public Hearing closed at 7:15 p.m.
MINUTES of a PUBLIC HEARING held March 20, 1978 at 7:15 p.m. in the Village Hall
to consider possible renumbering of houses in the Village of Cayuga Heights and
located on North Triphammer Road in order to alleviate future confusion of locat-
ing properties on this road, particularly when reporting emergencies.
PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Rana F. Randolph,
Jean R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool;Engineer
John B. Rogers; Police Chief Harlin R. McEwen; Fire Chief Lowell T. George.
ABSENT: Trustees David J. Allee, Shaller S. Philbrick, David Pimentel.

Mayor Marcham read the duly published notice; and after brief discussion, the
Public Hearing was closed.
MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga
Heights held March 20, 1978 at 7:30 p.m. In the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Rana F. Randolph,
Jean R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool; Police'
Chief Harlin R. McEwen; Fire Chief Lowell T. George.
ABSENT: Trustees David J. Allee, Shailer S. Philbrick, David Pimentel.

• Robert S. Grant, attorney for Mrs. Heasley, spoke to the Board regarding the
re- zoning of Mrs. Heasley's property on East Upland Road,that is now residential,
to multiple residential. He stated that the land has been for sale since 1947
with no concrete offers for purchase. He went on to say that Mrs. O'Connor has
offered to purchase one -third of the land on the condition that it would be
rezoned multiple residential. He stated that small apartment houses on each of
the three lots, subject to Board approval, would be preferable to a vacant lot.
The Mayor reiterated that the interests of residents on the west side of East
Upland Road should be protected. Attorney Grant pointed out that the hardship
outweighs any possible deleterious affect on people across the road. Mr. Grant
urged the Board to consider having a Public Hearing on the matter to get the
views of the residents involved, and that the Board make its decision based on
the facts gathered from that Public Hearing.
Motion made by Trustee Randolph, seconded by Trustee Robinson:
VOTED to approve the minutes of a regular meeting held February 20, 1978 and the
minutes of the Annual Residents Meeting held February 21, 1978 as previously
furnished Trustees in mimeographed form. Unanimously passed.
Moved by Trustee Randolph, seconded by Trustee Anderson:
VOTED to approve the Abstract of Audited Vouchers dated March 20,1978, in the
following amounts: General Fund - $9,446.28; Sewer Fund - $10,460.12; Federal
• Revenue Sharing Fund - $4.08. Unanimously passed.
Mrs. Martha Allee, Village of Cayuga Heights representative to the Tompkins County
Youth Board, spoke on the need for our municipality's input regarding youth
services. She stated that the recreational services which are now being provided
by the Town of Ithaca on our behalf are adequate and requested that we consider
possibly taking advantage of the approximately $1400 which is available to the
Village for youth services. She explained that Chief McEwen is Inquiring about
the requirements concerning the use of this money.
Mayor Marcham gave his report and it is on file in the Village Office.
The Mayor spoke at length concerning a long -time employee, Jack Truax, and his
condition after having suffered a heart attack in early February. The Board
agreed to continue Mr. Truax as an employee for the present until such time as
disability benefits from the Employees' Retirement System and Social Security have
been established.
Mayor Marcham read a letter from Frank Liguori, Commissioner of Planning, regarding
County Sewer District No. I Commission, advising him that the appointments to this
Commission expired on June 30, 1977. The Mayor's reply to Mr. Liguori expressing
a lack of interest In the continuing existence of the Commission met with Board
approval.
Mayor Marcham read a letter from Richard Shulman, real estate broker, requesting
• to purchase the property owned by the Village of Cayuga Heights located, at
825 Hanshaw Road. He stated his intended use for this property is to locate a
real estate office in said residence. Trustee Randolph stated the reasons for
the Village having bought the property in the first place, and told Mr. Shulman
that the Board Is not interested in selling. Mr. Shulman withdrew from the
meeting.

Fire Chief Lowell T. George gave his report and it is on file in the Village
Office.
Treasurer Gordon B. Wheeler reported on the tentative budget and stated that the
major change is the reduction of the contingency account. He mentioned the pro-
posed Increase In the sewer rent for Village residents from $35.00 to $56.00.

RESOLUTION 2812 - BUDGET
VOTED to recommend the 1978 -79 Tentative Budget to the new Board for adoption at
tF. Organizational Meeting on Monday, April 3, 1978. Unanimously passed.
Mayor Marcham referred to his reply to Richard Lockets letter of January 23rd and
offered three alternatives to deal with Mr. Lockets water run -off problem. After
lengthy discussion, the Board instructed the Mayor to write to Mr. Locke to raise
with him the possibility of a meeting between Mr. Locke and his attorney and some
representatives of the Village.
Engineer John B. Rogers gave his report and it is on file in the Village Office.
• In reference to Richard Locke's water run -off problem, the Board Instructed the
Engineer to take elevation levels when the snow is gone.
The Engineer stated that a replacement is needed for Jack Truax in the Department
of Public Works;and that as soon as disability benefits have been established for
Mr. Truax, the Village should consider hiring a person who would be qualified to
do mechanical work.
Attorney Sovocool and Engineer Rogers will compile a list of restrictions in
regard to the permission granted to Lagrand E. Chase to set off an individual
building lot on the north border of his property at 180 Pleasant Grove Road. This
list will be presented for Board approval at the next meeting.
Attorney Sovocool stated that he wlII report at a later time regarding the Davis
claim.
Attorney Sovocool will report at a later time on the progress of the Bishop's vs.
Village of Cayuga Heights claim regarding pewage back -up at the Chateau Northeast
Apartments.
Police Chief McEwen gave his report and it Is on file in the Village Office.

RESOLUTION 2813 - ADVERTISE FOR BIDS ON POLICE CAR
• VOTED to authorize the Village Clerk to advertise for bids for a Police Car to
be received until 12:00 noon, March 31, 1978, in the Village Office, 836 Hanshaw
Road, with tentative bid'award to be at the Board meeting at 8:00 p.m. on
April 3, 1978.

VOTED to amend Local Law No. 2 -1977, Dog Control Law, as recommended by the Head
Clerk, Dog Licensing, Division of Animal Husbandry, Department of Agriculture and
Markets, State of New York , as duly advertised and presented at Public Hearing.

RESOLUTION 2815 - RENUMBERING OF PROPERTIES ON NORTH
TRIPHAMMER ROAD
VOTED to change the numbers of proporties on North Tripharrmer Road in the Village
of Cayuga Helghl•s by adding a 112" In front of the existing numbers. This is to
conform with a new numbering system to be implemented on the entire road in con-
junction with the Village of Lansing and the Town of Lansing in order to alleviate
future confusion of locating properties on this road, particularly when reporting
emergencies. This change will take effect on June I, 1978, and the Fire,Chief anrf
Police Chief are to advise individual property owners in the Village about making
the necessary changes.

Parking Permits -in accordance with Section 1203 -a of the Vehicle and Traffic Law.

Chief Mc Ewen read a letter from the Division of ci teni,,u+ uu; l le:u cutvices, Bureau
for Municipal Police, stating they had conducted a monitoring of the Depailment's
Selective Enforcement Program and found that the program has a very good coordina-
tion between Accident Activity and Enforcement and is a credit to the Police
Department and the community.
Moved by Trustee Robinson, seconded by Trustee Randolph:
RESOLUTION 2817 - PURCHASE STAMPS
VOTED to authorize the Clerk to purchase 2,000 government printed, 132 stamped
window envelopes at a cost of $287.40. Unanimously passed.
The Annual Organization Meeting is set for Monday, April 3, 1978, at 8:00 p.m.
in the Village Hall.

RESOLUTION 2818 - PUBLIC HEAR114G - BUDGET
VOTED to hold a Public Hearing on the Tentative Budget for the fiscal year 1978 -79
in the Village Hall at 7:30 p.m. on Monday, April 3, 1978. Unanimously passed.
