HomeMy WebLinkAboutReport of Engineer Jan 1978VILLAGE OF CA1'L-11, H'_'IGHTS REPORT OF ENGINEER January 1978 WATER • Numerous complaints have been recelvcd from residents about paying for the instal- lation or repair of their water service lines from the Village main to their house. in some instances this Includes paying for -the curb cock or the section of water pipe that lies within or underneath the road right of way. Much of the dissatis- faction seems to arise from questions asked of and answers received from people who do not have authority to speak for the Village of Cayuga Heights. We have currently bills from the Water Commission flint have not be paid: $401.00 For annual flushing of Village of Cayuga Heights lines that occurred in July and August of 1977. $457.00 For the connection of a Mater service from a low- pressure Village line to a high- •pressure Village line. in this instance, we have been unable to provide this resident with high pres- sure for many years. it seems to me that this was a deficiency in the Village water system which was corrected with the change to Bolton Point water; therefore, this should be borne by the Village. $ 6.50 This small bill is for inspecting a complaint of a resident concerning low pressure. $ 76.00 For pumping out the wet barrel of a fire hydrant and greasing to protect the hydrant from rusiing. I believe this bill • should be charged to the Fire Protection account. $939.50 Total. The Engineer has discussed with Mr. Terrell, of the Water Commission, the wording of an amendment to the water ordinance that would require the application for a permit• to change existing water systems. Because the Commission would like to have all municipalities involved have the some wording in their plumbing codes, additional time Is necessary before a final proposal of this wording can be pre- sented to the Board. Also, the subject was_ brought up by Mr. Terrell that some thought has been given to some work on lines provided by the Water Commission without charge to the municipality. Any proposal in this area must be Investigated thoroughlv to deter- mine that no one of the member municipalities receives a benefit at the expense of the other municipalities. The cost of the annual flushing of the Village mains was discussed with Mr. Terrell. He agreed to submit an estimate of what the cost would be for 1978. Our costs, as indicated above for 1977, was $400.00 Mr. Terrell also recognized our need for prior notice before flushing occurred so we might notify our residents in an effort to prevent damage to a resident's white wash because of rusty or sediment - filled water. Mr. Terrell agreed that before any of the annual flushings, or any flushing at ail, was done, he would notify the Village Office. SNOW Freezing rain, sleet, and snow In larger than normal quantities and especially on weekends and at night have caused a serious depletion of the snow removal budgeted funds. The Village has three large one -way snow plows, one with a wing in opera k. tion, as well as a flat blade In front of our four -wheel drive vehicle which we REPORT OF ENGINEER - January 1978 page 2 use for intersections. The Bombadtor sidawalh plow is back in operation with a rebuilt motor. We have received expressions of approval from a number of residents for using a decreased amount of salt for ice and snow control. The residents expressed the opinion that they felt it was a good policy from the ecology stand- point as well as from an economic standpoint. n FIRE HOUSE ROOF CONTRACT McCarthy Builders have agreed to replace the cap on the peak of the roof with the proper shingles. They have already '-ertioved the roofing nails from the property around the roof as well as on the Fire House roof itself and have submitted techni- cal information substantiating the insulation qualities of the materials placed over the ceiling of the Fire House apartment. STREAM AND WATER CONTROL A call was received from Mr. Yerka of 101 Burleigh Drive requesting that the Village straighten and deepen the Winthrop Drive creek that flows across and near his property adjacent to Winthrop Drive. An inSDeCtlon of the area will be made to determine whether this is on Village propori•y or on Mr. Yerka's property. The creek bottom, as it approaches the culvert under the intersection of Burleigh Drive and Winthrop Drive, will be deepened where it lies within the Village road right of way. A letter was received from Mr. Brodhead of North Sunset Drive requesting that a culvert under North Sunset Drive be reolaced. Efforts by the Village workmen to clear the culvert were unsuccessful, and it is the opinion of the Engineer that the culvert has rusted through and should be replaced. Replacement will be made with a larger diameter, smooth -bore steel pipe rather than a corrugated metal pipe such as is now in place. Also, Mr. Brodhead brought to our attention a retaining wall for a culvert to the south of his property that is about -to collapse. It would be to the Village and residents' advantage to, rather than replace the re- 1-alning wall, extend the culvert onto the property of Mr. Brodhead and his neigh- bor to the south and then fill the gully to give a more gradual slope up to the road right of way. This would require an easement across the residents' proper- ties which the Engineer will pursue. REPORT OF ZONING OFFICER - January 1978 The Zoning Officer met with Mr. Kochman and his associate to look over the plans for the bakery that is proposed for the Village Green. These will be presented at the Board teeting. Mr. Kochman was told 7o discuss with Mr. Dymek, the Village Fire Inspector, all matters which have to do witrr safety In construction in order to meet the Fire Regulation Code. The Zoning Officer also met with w+r. Lagrand Chase to discuss his proposed building in the area adjacent to his residence and office on Pleasant Grove Road. Proposals which require a legal interpretation of our zoning ordinance were referred to the Village Attorney for his review prior to our Village Board meeting. Mr. Chase is • expected to be present at the Board meeting to answer any questions from the Board. No zoning permits were issued during the last month. )I
