MINUTES of the Annual Residents Meeting of the Board of Trustees of the Village of
Cayuga Heights held February 21, 1978 at 7:30 p.m. In the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees David J. Ailee, Ronald E. Anderson, Sheller
S. Philbrick, Rane F. Randolph,; Treasurer Gordon B. Wheeler; Village Justice
William Tucker Dean; Fire Chief Lowell T. George; Sergeant Larry S. Cooper.
ABSENT: Trustee David Pimentel; Trustee Jean R. Robinson; Engineer /Z.O. John B.
Rogers; Police Chief Harlin R. McEwen.
OTHERS PRESENT: Representatives of the Radio Stations WTKO and WHCU; also, several
Village residents.
Motion was made and seconded from the floor that the Mayor and Clerk serve as
Chairman and Secretary of the meeting.
Mayor Marcham gave his annual report and it is on file in the Village Office.
In his opening remarks, the Mayor stated that the Board has been concerned to pro-
vide Villagers with service which they expect from this Village; namely, sewer,
garbage collection and leaf collection, snow removal, road maintenance, etc.
Mayor Marcham commented on the two major areas of activity during the past year.
e First, the establishment of the intermunicipal water system and the Commission
which directs their affairs. Regarding repair bills, the Mayor reported that we
have not been in a position to explain to the Villagers circumstances in which
these bills were incurred. The Commission, he believes, now understands the Im-
portance of record keeping and from this point on, when a bill goes out to a
Villager, we will be able to bring on the scene all the appropriate information as
to the adequacy of the charge.
Secondly, the Mayor reported that the Ceracche Television Cable system was sold to
American Television Communications Corporation. He explained how the Tompkins
County Cable Television Task Force, an intermunicipal body with Ian Macneii as the
Village representative, had been set up for the purpose of drafting a set of pro-
cedures that would help each municipality by drafting a common "model" franchise
which each could use in negotiating with ATC. ATC, In the end, was able to negotl-
ate an individual franchise with each municipality. Over the last few months, the
Village of Cayuga Heights has maintained Its own private negotiations with ATC and
a suitable language for our franchise was finally adopted which was, to a degree,
that recommended by the Commission.
Treasurer Gordon B. Wheeler gave his annual report and it is on file In the
Village Office. He presented and explained the elght- months budget. He stated
that In the past, property taxes made up 80% of the receipts of the Village, now
they make up only 45 %. He reported that our Village was audited by the State
auditors this past year with d dompliment by them that the books were excellently
kept.
e Engineer John B. Rogers's annual report was presented and it is on file in the
Village Office. It was pointed out by the Mayor that the Board is constantly under
pressure to make changes in the zoning laws. He noted that there has been high
water due to the high accumulation of snow this winter and various locations have
been examined with respect to whether culverts are adequate. All culverts have

been checked and those that need to be opened have been opened. Our work forces
have been alerted to problems of a quick thaw and flooding and have gone out and
marked areas where danger may arise.
Village Justice William Tucker Dean gave his report and placed It on file in the
Village Office. He reported that in the past year the number of cases disposed
of in the Village represented a new high in volume. Most disturbing, he stated,
is the sharp rise in the convictions for drunken driving. Most of the filed
charges in Court originated with the Cayuga Heights Police Department, and he
praised the leadership of Chief Harlin R. McEwen and the efficiency of the offl-
cers on the force.
Police Chief Harlin R. McEwen's report was presented by Sgt. Larry Cooper and is
on file in the Village Office. He stated that after a year's planning and traln-
Ing, the force is about to begin a more comprehensive response for emergency medi-
cal cases, primarily In connection with cardiopulmonary resuscitation matters.
The Department continues to provide the best possible police.services to the
Village, with a small town personal approach.
Fire Chief Lowell T. George went over his report before placing it on file In the
Village Office. He reported that the turnout to alarms has been excellent, both
day and night.
The Annual Report of the Village Forester was placed on file. Mayor Marcham went
over the report, stating there has been no Increase in the number of elms being
• killed by Dutch elm disease,a satisfactory result of the work of Forester Pimentel.
it was pointed out by Trustee Anderson that another function of the Forester is
to give advice on replacement of elms with other types of trees or shrubs.
Mayor Marcham read the report of the Nominating Committee in the absence of the
Chairman, Clara Golay.
The following Is a list of those nominated for a two -year term as Mayor and as
Trustees and who will be candidates at the next election to be held on March 21.

There being no nominations from the floor, it was moved and seconded that the
nominations be closed. Unanimously passed.
Mr. Ashcroft, a Village resident, raised a question concerning administration of
the Village Cog Ordinance. His concern was that continuous 24 -hour a day enforce-
ment of the rules should be undertaken.
• The Clerk reminded all Village residents that there will be a Registration Day on
Saturday, March 4, 1978 from noon to 9:00 p.m. and the Election Day is March 21,
1978, from 12:00 noon to 9:00 p.m. The meeting adjouned at 8:55 p.m.
